Refereeing in sports is about fairness. The referee's job is to balance what the player with the ball thinks is fair with what the player trying to take the ball thinks is fair. Referees are judges on those two opposite opinions. Football (soccer) has massive global appeal and fan interest. Some football championships now use Video Assistant Referees (VAR) to help the referees make correct decisions. This study reviews the literature on VAR in football using the Methodi Ordinatio. Methodi Ordinatio is a methodology used to select and rank relevant scientific papers combining the impact factor, number of citations, and year of publication. We present a case study about the distance the VAR officials cover in the main Brazilian football championship (Brazilian Serie A). This study adopts the p-medians method to analyse the impact of opening VAR operation rooms in the distance covered by the professionals travelling to officiate matches. The locations of VAR operation rooms were obtained, and applying these locations in the first ten rounds of the Brazilian Serie A season 2021 would possibly reduce about 70% of the distance covered by the VAR officials travelling compared to the total distance performed. © 2023 The Author(s)

This paper assesses how increased use of alternative fuels (ethanol and electricity) contributes to reduce carbon dioxide (CO 2 ) emissions of light-duty vehicles in Rio Janeiro state (RJ), Brazil, a region of a developing country – most such analysis focus at the aggregate country level. Using an energy systems model (OSeMOSYS), we analyze scenarios that consider an improvement in the quality of the ethanol (in gCO 2 eq/MJ) consumed in RJ due to the development of the RenovaBio program, greater uptake of electric vehicles, carbon pricing, and a combination of these policies. We also analyze a scenario with the new RenovaBio targets, which the Brazilian government scaled down because of the COVID-19 pandemic. We find that electric vehicles are the most cost-effective policy to reduce CO 2 emissions (by 1.9%) when no carbon pricing is considered. When it is, however, CO 2 emissions are reduced the most (between 47% and 56%), regardless of the vehicle technology being used, but it is the costlier policy (between 5.4% and 15.3%). In scenarios with carbon pricing, flex-fuel vehicles switch to ethanol, an important result for a region where this technology already dominates the vehicle fleet. Greater uptake of electric vehicles leads to lower overall transportation costs (by 2.5%), but when a CO 2 price is considered, because the electricity system still relies on fossil fuels, the reduction in CO 2 emissions is compromised. In such a setting, increased ethanol quality reduces carbon emissions more than electric vehicle adoption (by 16%). The RenovaBio targets’ reduction due to the COVID-19 pandemic, however, jeopardizes this result. Such findings convey important evidence to policymakers and the research community: decarbonization of transportation in a region of a developing country, where economic resources are scarcer, can start before electric vehicles become affordable by increasing and maintaining continued access to lower-carbon fuels.

International airports play a significant role in a country's economic development. We propose an integrated framework for operational efficiency analysis using Data Envelopment Analysis, Windows Analysis, and Malmquist Index to identify inefficiencies and areas of improvement in the air transportation industry. This study analyzed 23 Brazilian international airports from 2010 to 2021, using the DEA Window Analysis (DEAWA) combined with the Index (MI). The airports were grouped geographically in southern Brazil. The integration of these methods brought an important insight to the evaluation processes, even for those previously analyzed using DEA. The analyses found that COVID-19 potently influenced the drop in the efficiency index. No airport was fully efficient over the analyzed periods. Private airports achieved an efficiency index slightly higher than public ones, but the difference of the efficiency index by public–private management type is not clear. This type of analysis provides a strategic and comparative tool, making it possible to understand better the weaknesses of the air transportation system. © 2024 The Author(s)

Increasing demand for electricity, coupled with a greater understanding of the environmental impact of conventional power generation, has led to growing research interest on alternative energy sources. Energy harvesters based on playground equipment, such as the seesaw, has been proposed as an alternative method to generate electrical power. In this study, a new harvesting mechanism based on the electromagnetic regenerative damper is proposed as an alternative method to harness energy from a playground seesaw. The proposed design is intended for higher power output and efficiency, smaller dimensions, and ease of installation on a seesaw. Lab tests have been carried out to characterize the proposed design experimentally. The energy harvesting (stroke velocity-to-voltage) coefficient for the proposed seesaw-based energy harvester is obtained as 73.18 V/(ms -1 ). The regenerative damper is capable of producing up to 110 mW of power at 9.34% efficiency.

Saturated soil hydraulic conductivity (KSat) is a key soil attribute that affects hydrological processes in the soil surface layer. It is well known that KSat is difficult to be obtained in the field, requires time and expensive equipment, skilled labor and, due to its variability, requires many samples and can hardly be extrapolated. Artificial neural networks (ANNs) are powerful no-linear mathematical models to estimate KSat from different soil hydro-physical and environmental input variables as well as by using dimensionless variables generated by database resizing techniques from principal component analyses (PCA). The present study aimed to construct artificial neural network models for predicting KSat using soil attributes and different land uses as input variables at a watershed scale. The study was carried out in the Ellert Creek watershed of about 0.7 km2, Brazil, in which an experimental grid consisted of 178 sampling points was established. Data of soil bulk density, total porosity, microporosity, macroporosity, soil organic carbon content, sand, silt and clay, and KSat were determined at each point in the 0-20 cm layer. A land-use map was derived from satellite images and used to identify the land use around each soil sampling point. PCA was applied to the original data set and selected PCs were used as input variables for ANN modeling. Two PCs were selected and the results suggest that their inclusion as input parameters, both or individually, combined with the original data, increased the performance of the analyzed ANN models, when compared to similar models with only original data and without PCs. The use of ANN models showed that the variation of KSat in the ECW watershed is not only associated to soil hydrological and environment covariates, but also to PCs which are orthogonal linear recombinations that resume the main sources of variation of the original data sets. © 2023, The Authors. An Application for the Geometrical Based Optimization for a Common Tool Design in Cold Forging Process

Nowadays, the production time is a key to minimize the process sequence which leads to lower the whole product cost. One of the leadtimes is the installation of the forming dies to the press. There are many methodologies having been developed to solve this problem, such as a Single Minute Exchange Die System (SMED) which could minimize the setting up die to almost 25-30 percent. However, this system would not consider the minimization of the forming process or sequence. Most of the automotive industries would lighten this problem by centralizing common parts which could be utilized with the same component dimension. This part could be used in different car models. However, this technique could only reduce the time in development of the forming processes/dies, but the number of the forming dies is still remain unchanged. Therefore, in this research the geometrical based methodology integrated with Finite Element Modeling would be proposed to develop generalized common dies which could be used with the same part configurations/shapes but difference in dimensions at some areas. This technique is applied and validated with different pulley models. The results show that almost 60 percent of the forming dies would be reduced by this technique.

Hybrid proactive approach for solving maintenance and planning problems in the scenario of Industry 4.0 ⁎

Behind the concept of Industry 4.0, there are a number of principles and ideas; one of them is the integration of problems of different decision levels. In this work, we integrate maintenance with planning problems, aiming to take full advantage of the production capacity providing immediate delivery of products to customers and avoiding failures. We propose a hybrid approach for solving a maintenance problem integrated with the lot-sizing and scheduling problems. The approach is based on the concepts of robustness and simheuristics, considering preventive, predictive and corrective maintenances in a parallel machine environment. Simulations are performed to consider machine failures. Results indicate that as we increase the robustness parameter at the lot-sizing problem, we obtain lower deviations related to the initial objective function of the lot-sizing problem and lower probabilities of infeasibility after the occurrence of failures. The approach makes it possible to find an average expected result for each of the scenarios analyzed taking into account historical data on the behavior of the failures.

The reuse of solid waste is a practice that could reduce the disposal of high-value materials in the environment and also promote the circular economy. The recycling of waste electrical and electronic equipment and carbon-fiber-reinforced polymers wastes can be an alternative to recover materials with good properties (acrylonitrile butadiene styrene and carbon fibers, respectively) and insert them into a new production cycle. In this context, the objective of this study was to develop a composite using a recycled polymer as a matrix (acrylonitrile butadiene styrene) reinforced with recycled carbon fiber fabric and; to evaluate the flexural properties of the materials. The composites were molded by the hot compression method and the bending tests followed the ASTM D790-17 standard. The results showed that the addition of the carbon fiber fabric promoted an increase of up to 13% in the flexural strength of the composite containing a layer of recycled carbon fiber fabric. Thus, remanufacturing can be an alternative to reusing recycled materials that have good mechanical properties and high added value to be used in other applications.

Public Safety Decision-Making in the Context of Smart and Sustainable Cities

Prominent urbanization forces governments to rethink their management processes, incorporate new technologies and ensure quality of life through practices aligned with the concepts of smart and sustainable cities. With a qualitative approach through semi-structured interviews with commanders of two local police departments, this study investigated information orientation in the strategic decision-making process in the area of public safety in a small Brazilian city. The police departments have a limited ICT infrastructure to support the strategic decision-making process because their information systems are not connected. The results show that although the city of Pato Branco (Brazil) is considered a smart city in the area of public security, there are limited resources in several aspects of the police departments for the effective management of their ICT infrastructures. The impact of resource constraints reflects throughout the entire information use lifecycle - identification, collection, organization, processing, etc. - which fuels the strategic decision-making process. The implantation of an operations center could significantly reduce the effects of the problems identified in this research and further research may reveal the operational, technical, economic and financial viability of this proposal.
