This paper intends to discuss the concepts of knowledge, information and data and their use on a Competitive Intelligence process. An information concept is presented and the information science influences on the way that it has been used, as so data gathering as internal expert service process support. A relationship between the Competitive Intelligence process approach and the use of the established resources for information process using electronic media is displayed. There is a difference among data, information and knowledge taking the reader up to the Competitive Intelligence and Knowledge Management concepts found at current literature over this subject. A user connection to knowledge is described in order to make a distinction between the knowledge universe and the user universe, taking the recorded knowledge as a “bridge” connecting both universes. The knowledge universe access way is taken by the language that is in use, while at user universe is represented by the retrieval system that is adopted. A discussion over the frontiers and aspects of each universe is held, as well as the condition for inter-relationship, resulting in an idealistic representation for the user and knowledge relationship. Finally, this paper presents a few points that illustrate the Information Science contributions for the Knowledge Management process.

In spite of the advances in high technological research creating devices to support spatial orientation of visually impaired persons, they still confront a difficult situation in public urban spaces, which are seldom accessible to them. Design solutions aiming to improve their accessibility means to enhance their perception and understanding of space, to increase their possibilities of orientation and of taking independent decisions, and also to enable them participate in the city life. For a design of this kind it is necessary to understand their rights as citizens, and their particular needs and problems arising from the reduction, or absence of vision. To reach understanding of the problem, from another frame of reference that is not visual, it is essential to develop special research methods to analyse urban spaces, and to obtain first-hand information about spatial experiences of visually impaired persons.

In the legal domain, jurisprudence has an important role as a juridical source; its decisions support the application of the Law to a concrete case. The problem is that Brazilian Courts produce an enormous amount of decisions every year, turning these text sources larger every time and forcing juridical professionals to spend more time in the search for a relevant decision. Sophisticated AI techniques are needed to minimize searches time and improves the quality and appropriateness of the retrieved information. This paper describes a case-based approach for the intelligent retrieval of jurisprudencial texts. The approach enables the retrieval of adequate texts with characteristics similar to information supplied by the user in natural language. New documents are automatically included into the knowledge base by extracting relevant information. In order to enable the processing of informal textual knowledge in natural language, a controlled vocabulary and a juridical thesaurus based on common juridical terminology, is integrated into the retrieval and extraction process. The approach is based on sentences to criminal proceedings in the domain of the Brazilian Right.

This paper reports a model of document retrieval for the Portuguese language, developed from a Miyamoto document-retrieval model. The Miyamoto model is based upon semantic similarity detection of descriptors by co-occurrences. The proposed model may be considered an extension of the Miyamoto model because it considers lexical similarities and expression similarities. Hence, descriptors and queries are expressions, i.e. series of words and connectors (prepositions, etc.). The similarity between words is based on the comparison between possible radicals for the detection of words with identical or similar meanings. The expression similarity is determined by comparing words and connectors using an adaptation of a Bruza and van der Weide (1991) model. The proposed Miyamoto model extension considers both: the determination of a fuzzy thesaurus by a fuzzy index, achieved through lexical descriptor similarities; and the possibility of a non-controlled vocabulary use by the determination of similarities between document descriptors and query expressions. A sample document base was created for the comparison between the models. The results show the usefulness of the proposed model for document retrieval in the Portuguese language.
