He holds a doctorate in civil and environmental engineering from Utah State University is a registered professional engineer and is a master's level certified hazardous materials manager. He is involved in subsurface hydrocarbon behavior research and practical assessment and remediation of contaminated sites. His experience includes investigation and design of remediation at more than 50 subsurface petroleum spill sites. H. James Reisinger II CHMM is a vice president of EA Engineering Science and Technology Inc. (Hunt Valley/Loveton Center 15 Loveton Circle Sparks MD 21152) and is responsible for all analytical services. He holds a master's degree from Millersville State University and is a master's level certified hazardous materials manager. He has developed sampling and analytical programs and provided analysis of the resulting data for more than 100 contaminated sites. He is currently responsible for a major laboratory that is in the EPA CLP program and certified in eight states.

He received a master of science degree in mechanical engineering from the University of Maryland and a B.S. degree in mechanical engineering from West Virginia University. From 1984 to 1997 he was employed at the Naval Surface Warfare Center Carderock Division Annapolis Detachment (formerly David Taylor Research Center) where he worked on the development of advanced centrifugal compressor air conditioning plants for shipboard applications. He received the Stratospheric Ozone Protection Award in 1998 from the U.S. Environmental Protection Agency in recognition of his exceptional leadership and technical achievements in eliminating ozone-depleting substances from Navy ships. He is licensed as a registered Professional Engineer in the state of Texas. David A. Breslin P.E.:is the Director of Technical Operations for the Naval Surface Warfare Center and is the Chairperson of the ASNE Committee on Environmental Engineering. He received a master of science in aerospace engineering from Virginia Tech in 1991 a master of engineering administration in industrial & systems engineering from Virginia Tech in 1991 and a bachelor of engineering in mechanical engineering from Stevens Institute of Technology in 1985. From 1993 to 1997 he was the program manager of the Naval Sea Systems Command's CFC & Halon Elimination Program. He graduated with distinction from the United States Naval Academy in 1982 with a bachelor of science in ocean engineering. Serving as a division officer aboard USS Elliot (DD 967) he enjoyed two WESTPAC deployments and qualified as a surface warfare officer. He completed postgraduate studies at the Massachusetts Institute of Technology in 1988 receiving master of science degrees in naval architecture and marine engineering and mechanical engineering. He earned his professional engineer's license in 1989. He received a B.A. in mathe-matics (magna cum laude) from Wabash College and an M.S. in mathematics an M.S. in statistics and a Ph.D. in statistics from the University of Wisconsin. From November 1973 until February 1999 he was President and Principal Statistician at Desmatics Inc. where he participated in a number of studies involving the application of statistical methods to various technical problems in the Navy's environmental-protection and auxiliary-machinery programs. Dr. Smith was instrumental in developing the statistical procedures underlying the Navy's ODS reserve monitoring plan. DAVID A. BRESLIN P.E. is the Director of Technical Operations for the Naval Surface Warfare Center and is the chairperson of ASNE's Committee on Environmental Engineering.
