The development of the World Wide Web (or Internet) has provided the ability to connect the entire world together. Thousands of web servers located around the world allow users to connect and communicate with one another. Additionally, a huge transaction based product sales business has evolved, via the Internet. For many, the next generation of the Internet needs to focus on collections of servers and users working collectively together to solve problems. Grids and the Global information Grid (GIG) are terms associated with enabling technologies that provide the framework for collections of servers and users to work together. Network Centric Operations and/or Network Centric Warfare are terms that refer to the actual concepts, applications, and processes that will execute on the GIG and solve real world problems. Moving to this "next generation Internet" provides many exciting opportunities as well as many difficult challenges. This year's panel will explore these opportunities and challenges from several different perspectives: government, defense industry, commercial industry and academia.

An emergency response activity usually involves several teams from different organizations working cooperatively for the purpose of saving lives or properties. These teams have to make many decisions under time pressure to accomplish their goals. Most decisions require contextual knowledge coming from the emergency settings, including those which report the activities of other emergency teams. The goal of this paper is to describe a system which aims at storing and disseminating the contextual knowledge required by teams during the course of an emergency.

Active learning enables learners to actively engage in learning. Learning not only transfers material to students for learning, but also encourages greater mental engagement and more extensive student-student and student-instructor interaction than does a typical lecture class. Peer instruction (PI) engages students in active learning by achieving continuous instructor-student interaction in a physics lecture. However, the methodologies and the effectiveness of implementing PI for elementary school students have seldom been clarified. This study explores the possibility of adopting PI in an elementary science classroom. The research considerations of the study are as follows: (1) how wireless technology can enhance PI in elementary science classroom; (2) how a teacher can engage students in pre-class reading, and (3) whether elementary school students have sufficient social skills to perform a PI discussion? These questions are examined by observing how the PI pedagogical model worked with a wireless response system in elementary science classroom. Based on the observation, this study also proposes a way of improving the PI learning experience of elementary school students by adding experiments and observations during peer discussion to explain concepts and phenomena in physics.

This paper describes COMET, a collaborative intelligent tutoring system for medical problem-based learning. The system uses Bayesian networks to model individual student knowledge and activity, as well as that of the group. It incorporates a multi-modal interface that integrates text and graphics so as to provide a rich communication channel between the students and the system, as well as among students in the group. Students can sketch directly on medical images, search for medical concepts, and sketch hypotheses on a shared workspace. The prototype system incorporates substantial domain knowledge in the area of head injury diagnosis. A major challenge in building COMET has been to develop algorithms for generating tutoring hints. Tutoring in PBL is particularly challenging since the tutor should provide as little guidance as possible while at the same time not allowing the students to get lost. From studies of PBL sessions at a local medical school, we have identified and implemented eight commonly used hinting strategies. We compared the tutoring hints generated by COMET with those of experienced human tutors. Our results show that COMET's hints agree with the hints of the majority of the human tutors with a high degree of statistical agreement (McNemar test, p = 0.652, Kappa = 0.773). Copyright 2004 ACM.

Cellular automata are discrete dynamic systems whose behavior is specified in terms of local interactions. Even simple local interactions may eventually manifest themselves in terms of complex and unexpected global patterns. A number of investigations have been reported on two-dimensional lattices demonstrating exciting outcomes starting with simple initial configurations and simple rules of interactions, giving rise to the speculative possibilities of artificial life. There is a growing interest in a variety of automata including three dimensional automata and variations of transition rules, but common to all their formations are certain hard questions relating to the global determinism of the behavior of the cellular automata manifest in the local interactions. There are a number of other theoretical issues remain unresolved. A considerable theoretical work and simulation have been reported around the one-dimensional lattices, primarily because of possible visualization of the processes. In this paper we investigate the issue of density of an automata configuration and its determinism.

There are several considerations in creating a Graduate program. Administrative concerns, accreditation issues, needs assessments, faculty teaching load, faculty compensation, additional faculty needs, and comparisons with other programs are all important, not to mention creating a "good" curriculum with a set of appropriate course syllabi and then "marketing" that program. This experience paper details the approach that was used quite successfully at International College, and also discusses the "speed bumps" encountered and "mid-course corrections" taken during the first year of the program's existence.
