A Navy funded outreach program directed at increasing the interest of middle school students in pursuing careers in science and engineering has been subjected to a comprehensive mixed mode evaluation process conducted by a professional educational program evaluator. The evaluation process and its implementation in terms of the comparison-group studies and mixed method (quantitative and qualitative) data collection methods are described as well as the logic models which underlie this process. Some results are described and the paper closes with a statement of the challenges faced by the evaluator. © American Society for engineering Education, 2007.

The origin of the subsurface fire burning since 1910 in the South Cañon Number 1 Coal Mine west of Glenwood Springs, Colorado, is unknown. Surface manifestations of the fire include gas vents (some encrusted with minerals), burnt vegetation, subsidence features, ash, sulfur, and red-oxidized shale. The minerals tschermigite, mascagnite, and gypsum formed in association with coal-fire gas exhaled from a gas vent on the western slope of South Canyon. Tschermigite and gypsum are reaction products of the gas with feldspar grains in the Williams Fork Formation. Gas collected from a vent and from soil above a burn zone in former underground workings on the eastern slope of South Canyon was found to contain numerous hydrocarbons, including n-alkanes, iso-alkanes, cyclo-alkanes, alkyl aromatics, alkenes, ketones, ethers, and a number of other volatile organic compounds, as well as sulfur compounds. Drill casings currently present in voids in the D coal seam on the western slope trail are useful for collecting gas samples, monitoring the temperature of subsurface burning, and measuring the concentration of gases, such as carbon monoxide and carbon dioxide, in the field. The likely success of conventional fire-containment methodologies in South Canyon is questionable, although additional studies includingdrilling data may eventually suggest a useful control procedure. The 2002 "Coal Seam Fire" that burned over 12,000 acres and destroyed numerous buildings in and around Glenwood Springs exemplifies the potential danger an underground coal fire poses for igniting a surface fire. Coal-fire gas and the solid by-products of combustion contribute to the destruction of floral and faunal habitats and may be responsible for a variety of human diseases;hence, the study of coal gas and its by-products may prove useful in understanding environmental pollution created by coal-mine fires. © 2007 The Geological Society of America. Nuclear power has a troubled past and the future remains uncertain. There are significant uncertainties regarding crucial elements of future large-scale expansion of the use of civilian nuclear power, including nuclear power proliferation, safety, and waste management. Wider uncertainties include nuclear power's potential to help in averting the growing risks of dangerous climate change. The nuclear bomb dropped on Hiroshima in 1945 heralded the arrival of nuclear power. No other energy technology has made such as an impact on the human mind as an astounding source of military power and foreign policy strength. This technology currently supplies 22% of electricity in the Organisation for Economic Cooperation and Development (OECD) and 6% in developing countries. The solution to have a positive future for nuclear power technology is to frame decision making in order to best manage the challenges nuclear power presents.

Scavenging of Cd through Fe/Mn oxides within natural surface coatings

The dynamics of Cd scavenging from solutions by Fe/Mn oxides in natural surface coatings （NSCs） was investigated under laboratory conditions. Selective extraction methods were employed to estimate the contributions of Fe/Mn oxides, where hydroxylamine hydrochloride （0.01 mol/L NH2OH-HCl ＋ 0.01 mol/L HNO3）, sodium dithionite （0.4 mol/L Na2S2O4） and nitric acid （10% HNO3） were used as extraction reagents. The Cd scavenging was accomplished with developing periods of the NSCs （totally 21 data sets）. The resulting process dynamics fitted well to the Elovich equation, demonstrating that the amount of Cd scavenged was proportional to the increments of Fe/Mn oxides that were accumulated in the NSCs. The amount of Cd bound to Fe oxides （MCdFe） and Mn oxides （MCdMn） could be quantified by solving two equations based on the properties of two extraction reagents. The amount of Cd scavenged by Fe/Mn oxides could also be estimated using MCdFe and MCdMn divided by the total amounts of Fe and Mn oxides in the NSCs, respectively. The results indicated that the Cd scavenging by Fe/Mn oxides was dominated by Fe oxides, with less roles attributed to Mn oxides. The estimated levels of Cd scavenging through Fe and Mn oxides agreed well with those predicted through additive-adsorption and linear-regression models.

Rochester New York's North East Neighborhood bears close resemblance to communities in many developing countries;it is characterized by high unemployment, an undereducated population, lack of capital, and little economic mobility. As such it requires cognizance of similar realities of engineering and design as might be required in developing countries. Civil engineering Technology, environmental Management Technology, and environmental science students from Rochester Institute of Technology have provided engineering and environmental services in this environment since 2002. Projects have included a low cost drip irrigation system design/build for a 3.5 acre community vegetable garden, and field scale trials of low-cost lead phytoremediation. This paper reports on an environmental assessment project completed in support of a community rebuilding effort. Two students completed 19 ASTM Phase I environmental Assessments (EAs) during the summer of 2004 to determine suitability of city-owned abandoned properties for urban renewal redevelopment. The EAs were completed on behalf of a neighborhood association. The EAs included records searches for past ownership and land use, fuel and chemical storage, and spill reports, as well as GIS analysis and mapping. Interviews with local residents and site walk-overs added to the understanding of past land use. The students met with local community leaders to keep them abreast of progress. The project culminated in a student-lead community meeting where they presented findings, made recommendations, and delivered their reports. As with projects in the developing world, this project benefited the host community, and allowed the students to apply techniques in a non-traditional setting. More importantly, it demonstrated the importance of communication in keeping the project aligned with the needs and desires of the host community. © American Society for engineering Education, 2006.

It presents a unique opportunity for educating a new generation of engineers who can contribute to the relief of the endemic problems faced by developing communities worldwide. The program contributes to meeting the United Nations Millennium Development Goals and involves all three components of engineering education, research and development, and outreach/service. The EDC program serves as a blueprint for the education of engineers of the 21stcentury who are called to play a critical role in contributing to peace and security in an increasingly challenged world. © American Society for engineering Education, 2006.

Urbanization has been responsible for an increase in the amount of impervious surfaces, leading to an increase in stormwater runoff and a decrease in groundwater recharge. Stormwater runoff contains pollutants, such as nutrients, pathogens, heavy metals, solids, organic compounds, pesticides, and chlorides, which have greatly contributed to the degradation of receiving waters due to surface discharge of stormwater. This has prompted stormwater managers to consider implementing more infiltration practices into their designs. However, past studies have shown that infiltrating stormwater could contaminate the groundwater, and in some cases, contamination actually has occurred. Therefore, methods for easily predicting contamination potential need to be developed. Stormwater pollutants interact with the soils in the unsaturated zone as they migrate towards the groundwater. The specific type of soil and its properties have a profound effect on the movement of water and pollutants. For this research, zinc and sodium chloride were chosen as the pollutants of interest because of their stormwater prevalence, solubility, and differing migration rates. Through the use of the SESOIL model, factors such as pollutant concentration, rainfall, vadose zone thickness, intrinsic permeability, organic content, and soil pH were evaluated to determine which ones likely have the greatest influence on pollutant migration. A factorial analysis (26 full factorial) was used to evaluate the effects of these factors on the maximum penetration depth of zinc and sodium chloride. High and low values for the factors were selected from the literature and the NRCS soils database. The pollutants were treated as separate ions (Zn+2, Na+, CI-), and the length of each simulation was set at one year. Results indicated that rainfall was a common factor controlling Zn+2, Na +, and CI- migration. Concentration was also influential in Zn+2 migration, while intrinsic permeability affected Na + and CI-.
