EFFECTIVENESS OF DRUG TREATMENT COURTS: EVIDENCE FROM A RANDOMIZED TRIAL*

作者： DENISE C. GOTTFREDSON STACY S. NAJAKA BROOK KEARLEY Denise C. Gottfredson is a Professor at the University of Maryland Department of Criminal Justice and Criminology. She received a Ph.D. in Social Relations from The Johns Hopkins University. Gottfredson's research interests include delinquency and delinquency prevention and particularly the effects of school environments on youth behavior. She currently directs evaluations of Baltimore City's Drug Treatment Court and Maryland After School Opportunity Grant Fund Program both of which address important policy questions for the state of Maryland. She is Co-PI on an evaluation of the Strengthening Washington D.C. Families Program and directs a grant to work with the prevention community in the State of Maryland to increase the use of research-based prevention practices Stacy S. Najaka is a Research Associate at the University of Maryland Department of Criminal Justice and Criminology. Her research interests include crime and delinquency prevention program evaluation and research methods. Currently she is managing a follow-up study of the Baltimore City Drug Treatment Court as well as a meta-analytic study of prevention programs and activities throughout the state of Maryland. Recent publications include a meta-analysis of the literature on school-based prevention to assess the relationship between selected risk factors and problem behavior (Prevention Science 2001) Brook Kearley is a graduate student in the Department of Criminology and Criminal Justice at the University of Maryland. She currently works on a follow up study of the Baltimore City Drug Treatment Court. Kearley's primary research interests include drug policy and treatment program evaluation and research methods. She has recently co-authored papers in the areas of follow-up difficulty validity of self-reported drug use and criminal history and the relationship between client services and client outcomes

Research Summary: study randomly assigned 235 offenders to drug treatment court (DTC) or “treatment as usual.” Analyses of official records collected over a two-year follow-up period show that DTC is reducing crime in a population of drug-addicted offenders. DTC subjects who participated in treatment were significantly less likely to recidivate than were both untreated drug court subjects and control subjects. Policy Implications: Continued enthusiasm for DTCs is warranted. Both sanctions and treatment are important elements of the DTC model. However, DTCs will not necessarily result in cost reductions because DTC and control cases are incarcerated for approximately equal numbers of days. Implementation fidelity is important, and DTCs can be strengthened if they engage a higher percentage of their clients in drug treatment.

We review the evidence from a number of surveys in which our NetLab has been involved about the extent to which the Internet is transforming or enhancing community. The studies show that the Internet is used for connectivity locally as well as globally, although the nature of its use varies in different countries. Internet use is adding on to other forms of communication, rather than replacing them. Internet use is reinforcing the pre-existing turn to societies in the developed world that are organized around networked individualism rather than group or local solidarities. The result has important implications for civic involvement.

This article traces how the US Navy crafted policy from the expert advice of American geologists. Between 1898 and 1924, the US Navy metamorphosed from a slow, coal-burning fleet to a swift, oil-burning one. The decision to convert naval vessels to oil consumed years of wrangling at the highest levels of the Department's bureaucracy. Central to this struggle was the guarantee of a secure petroleum supply in the face of perpetually bleak predictions by geologists suggesting that US oilfields might someday soon run dry. The Navy–geologist interaction influenced the Navy's decision to burn oil, as well as American land policy and tax law. The partnership led to increased government involvement in the oil industry and a prominent role for geologists in shaping federal oil policy. © 2003, Taylor & Francis Group, LLC.

Despite Homo sapiens being the first species aware of extinction, catastrophic threats, and long-term development challenges, and capable of proactively addressing such threats and challenges, we nevertheless do not do so with the rigor and foresight required. The Horizons Project emerged from the concern that human long-term survival and development challenges do not receive the political attention required, and in association with the American Council for the United Nations University and other organizations, is dedicated to fostering that attention. While there has been noteworthy work regarding longer-term issues, such efforts normally do not look beyond a few decades, are not well-funded, and most importantly, do not sufficiently connect to global policy implementation. Global mechanisms dedicated solely to addressing long-term survival and development challenges can help correct these shortcomings and foster a political climate in which truly proactive long-term global policy planning and implementation can be realized, for example, off-Earth migration. In this light, the main goal of the Horizons Project is to work toward better leveraging and establishing global mechanisms dedicated to humanity's long-term survival and development. This paper will highlight the near-term recommendation of conducting a feasibility study to assess needs, factors, options, recommendations, and potential implementation strategies.
