With a very modest investment in computer hardware and the open source local data manger (LDM) software from UCAR's Unidata program Center, an individual researcher can receive a variety of NEXRAD Level III gridded rainfall products, and the unprocessed Level II data in real-time from most NEXRAD radars. Additionally, the National Climatic data Center has vast archives of these products and Level II data. Still, significant obstacles remain in order to unlock the full potential of the data. One set of obstacles is related to effective management of multi-terrabyte data sets: storing, compressing, and backing up. A second set of obstacles, for hydrologists and hydrometeorologists in particular, is that the NEXRAD Level III products are not well suited for application in hydrology. There is a strong need for the generation of high-quality products directly from the Level II data with well-documented steps that include quality control, removal of false echoes, rainfall estimation algorithms with variety of corrections, coordinate conversion and georeferencing, conversion to a convenient data format(s), and integration with GIS. For hydrologists it is imperative that these procedures are basin-centered as opposed to radar-centered. Thirdly, the amount of data present in a multi-year, multi-radar dataset is such that simple cataloging and indexing of the data is not sufficient. Rather, sophisticated metadata extraction and management techniques are required. The authors describe and discuss the Hydro-NEXRAD software system that addresses the above three challenges. With support from the National science Foundation through its ITR program, the authors are developing a basin-centered framework for addressing all these issues in a comprehensive manner, tailored specifically for use of NEXRAD data in hydrology and hydrometeorology. Coastal wetland is a net carbon sink with a high carbon density. However, coastal reclamation directly changes the structure of coastal wetland ecosystem and consequent carbon sink function. The aim of this work was to estimate the reclamation-induced carbon loss in coastal wetlands using time series GF-1 WVF data. For this purpose, GF-1 WVF imageries of 2013 (before reclamation) and 2017 (after reclamation) in the Yangtze Estuary were collected and analyzed combined with field monitoring. Results showed that the converted coastal wetland area occupied up to 61.60% between 2013 and 2017. Carbon estimation indicated that the coastal wetland before reclamation had greater potential contribution to the global warming mitigation than the wetland reclamation to other land cover types. Finally the vulnerability of carbon stores and uncertain analysis with remote sensing technology in coastal wetlands environment were discussed. We emphasized that long-term monitoring of coastal wetlands and its carbon dynamic are urgently needed, because so many uncertain factors exist in short-term monitoring. © 2017 SPIE.

A challenge of existing program comprehension approaches is to provide consistent and flexible representations for software systems. Maintainers have to match their mental models with the different representations these tools provide. In this paper, we present a novel approach that addresses this issue by providing a consistent ontological representation for both source code and documentation. The ontological representation unifies information from various sources, and therefore reduces the maintainers' comprehension efforts. In addition, representing software artifacts in a formal ontology enables maintainers to formulate hypotheses about various properties of software systems. These hypotheses can be validated through an iterative exploration of information derived by our ontology inference engine. The implementation of our approach is presented in detail, and a case study is provided to demonstrate the applicability of our approach during the architectural evolution of a Web site content management system

AN EXPLORATION INTO PARTICIPATION IN A FAITH-BASED PRISON program*

Her research interests include community corrections reentry initiatives and inmate motivation to enter treatment programs Social Science Research Analyst at the Federal Bureau of Prisons. He started in 2002 after conducting extensive research into the role of religion in the adjustment of new immigrants to U.S. society. His research interests include immigration religion and social deviance Social Science Research Analyst at the Federal Bureau of Prisons. She is currently a Ph.D. student in the Criminology and Criminal Justice Department at the University of Maryland. Her primary research focuses on the mental health status of inmates identifying and tracking skills for inmate reentry and faith-based programs Management Assistant with the Office of Research at the Federal Bureau of Prisons. Her research contributions include data collection efforts in the areas of capital punishment and sex offender treatment. Her primary research focuses on IRB-related issues and reviewing research proposals.

Research Summary: The current research investigates the faith, sociodemographic, psychological, and criminal history factors associated with the decision to volunteer for a faith-based program. Operational records were combined with data collected from self-administered surveys. The results of the logistic regression model were successful in identifying factors related to program participation, including factors not included in previous studies. The findings suggest that program participants are motivated to make changes in their lives and are seeking their way in a religious sense. For example, program participants scored higher on average on the motivation for change scale used here, had higher rates of attendance in religious services since incarceration, and were more active in reading sacred scripture. Conversely, inmates who claimed higher levels of knowledge about their faith were less likely to participate in the Life Connections program examined here. Policy Implications: The results of the analysis suggest that certain religious characteristics are associated with participation in a faith-based program. The implication is that religious program providers need to pay attention to the match between the program content and the charactertistics of their potential program participants. The results also demonstrate the need to capture differences between participants and comparison subjects on dimensions not usually included in evaluations of faith-based programs. Without knowledge of the selection process, there is no way to determine whether observed differences between program participants and “comparisons” are due to actual program effects or are an artifact of preexisting differences between the groups.

Estimating Heat Fluxes by Merging Profile Formulae and the Energy Budget with a Variational Technique

Data collected at Feixi experiment station installed by the China Heavy Rain Experiment and Study (HeRES) Program are used to test the method. Results show that the proposed technique can overcome the well-known unstablility problem that occurs when the Bowen method becomes singular in comparison with the profile method it reduces both the sensitivities of latent heat fluxes to observational errors in humidity and those of sensible heat fluxes to observational errors in temperature while the estimated heat fluxes approximately satisfy the surface energy budget. Therefore the variational technique is more reliable and stable than the two conventional methods in estimating surface sensible and latent heat fluxes.

The wide availability of mobile devices equipped with wireless communication devices paves the way for building highly dynamic communities of ad-hoc networks. For an asynchronous service discovery in this environment, we suggest the use of mobile agents. Here, we concentrate on file sharing and exchanging services. We adopt a new asynchronous approach for discovering and locating these files, since the availability of files in this particular domain will change significantly over time when nodes constantly join and leave the network. In this paper, we present a typical application scenario, highlight the main components of the system architecture and discuss the technical challenges facing us while trying to port main infrastructural features of traditional database management systems to our mobile light-weight software agents. © 2003 Gesellschaft fur Informatik (GI). The survey of the CIKM Call for Papers for the period 1998-2002 demonstrates that the CIKM organizers very accurately "identify challenging problems facing the development of future knowledge and information systems [in] applied and theoretical research" and also play an important role fostering "bridging traditionally separated areas such as databases and information retrieval, or those that apply techniques from one area to another". The presented CIKM papers also indicate that researchers work on interesting problems. This paper discusses some additional research topics for future consideration by the CIKM community.

Applying meta search systems is a suitable method for supporting the user if there are many different retrieval services available on the Web. Due to information splitting strategies of literature services existing meta search systems either provide minimal integration of results or slow response times. We present an approach that combines techniques of personalization and query processing in order to satisfy the user's demand for both fast and comprehensive results. In order to evaluate and compare different query processing strategies and additional influencing parameters we developed a simulation tool called SIMPSON. Thereby, we can observe the performance of query processing within the context of different response times of the underlying digital library services in the Web, with different kinds of user queries, and with different sizes of query results. To evaluate and compare the performance of different query processing and duplicate detection strategies we developed metrics, particularly with regard to user satisfaction. We present results from our first experiments with SIMPSON, focusing on duplicate detection, query specification, and Web server performance of the underlying digital library services. © 2002 IEEE.
