Purpose - The relationship between knowledge management (KM) and research and development (R&D) management is intrinsically close. However, little attention has been paid to the development and implementation of KM systems for R&D organizations. The main objective of this current research is, from the perspective of evolutionary ecology, to suggest a framework of system design to link KM and R&D management. Design/methodology/approach - The chronological profile of R&D management systems over the past few decades is reviewed and the salient features of respective generations are identified. Then, the list of requirements for KM systems is suggested for each generation. Findings - Finds that these requirements constitute crucial variables for the design of KM systems and, as a whole, provide the building-blocks for integrating R&D management and KM. Originality/value - The proposed architecture is considered as a starting-point and serves as a milestone in implementing KMS in accordance with the R&D characteristics of a particular firm.

Many companies are choosing to move manufacturing overseas. Although this makes sense when considering the lower production costs, the challenges created for a company's on-going product development program should also be considered. We studied this issue within the context of two industrial projects using the techniques of participant observation and structured interviews. We developed seven categories of barriers that a company should address to increase their chances of success. We present these barriers and insights into potential avenues to pursue when faced with these challenges to help better manage on-going product development projects when production is moved overseas.

This paper describes the objectives, strategies, assessment and evaluation, and special program features of the Rochester Institute of technology's (RIT) Multi-department engineering and engineeringtechnology (MEET) Scholars program. This program began in December, 2004 and is designed to recruit, retain and graduate additional transfer students in our selected engineering and engineeringtechnology degree programs. The MEET Scholars program represents a collaborative effort of five academic departments across two colleges, and the Enrollment management and Career Services Division at RIT. All of the programs in the five participating departments are ABET-accredited, and require students to obtain one year of industry co-op experience before graduation. The MEET Scholars program builds upon our excellent infrastructure for mentoring students, and involves our mandatory cooperative education program - both of which help students address their financial needs and facilitate placement in the high technology workforce. RIT has an exceptional record in engineering student placement in industry after graduation and an excellent record for both retaining and graduating upper-division transfer students.

The need for a 5-dimensional (5D) integrated database capability for aviation weather applications to reduce weather disruptions and increase the safety and efficiency of operations within the air and space transportation system has been articulated by the Joint Planning and Development Office (JPDO). JPDO is an interagency organization that is jointly managed by NASA and FAA. The implementation of a 5D Weather Data Base will improve the accuracy and precision for measuring current conditions and producing meteorological forecasts. This paper develops an integrated system-level model of the weather database and discusses the network structure that will be used in next generation air and space transportation systems.

Laboratory result shows that shoreline can reach equilibrium state while sediment is still continuously supplied at upcoast headland. Numerical modeling of shoreline change using both Cartesian and Polar coordinate is developed and it shows fair agreement compared with laboratory data. The Nation's commitment to oil-spill response research can be measured by comparing research expenditures with response planning and oil spill costs. Total response planning and preparedness costs are estimated at $295 million to $440 million per year. Total costs for an oil spill can be as high as $570per gallon, with spills such as the Valdez spill costing an estimated $6 billion. These costs vastly exceed the estimated 1996 industry and government research expenditures of $1 million and 55 million, respectively. Other significant national costs could possibly be reduced by improving spill response capabilities. Sustained research funding accompanied by careful planning and coordination could substantially reduce the national costs associated with oil spills and increase the benefits of response planning programs.

A process monitoring and visualization system was developed for three-axis milling. The hardware consisted of several sensors that monitored spindle power, cutting force, machine vibration, and acoustic emission output. The visualization routine then color-coded the sensor data and overlaid them onto a 3-D CAD model of the machined part. Hyperpoints were used to relate the sensor data to part geometry. The hyperpoints were Cartesian points in space that augmented the 3-D CAD model with additional information such as force or vibration sensor readings. The key strategy was to detect, diagnose, and correct machining errors at the earliest possible opportunity. In the experimental work, the sensors were integrated into an open architecture machine tool platform. Therefore, the paper also describes the advances in machine tool functionality and process capability that were made possible by using the open architecture controller. Results for two standard test parts are presented.

Sensitivity analysis of capital investments can be effectively carried out by employing a metamodel approach and experimental designs. Although polynomial regression metamodels are popular and straightforward, they do not consider spatial relationships among the data. Dual kriging is an estimation technique that allows the incorporation of spatial correlation into the interpolation or estimation process and has been used primarily in geophysical statistical analysis. This article investigates the dual kriging approach as an alternative technique to polynomial regression and artificial neural networks for metamodel analysis of capital investments. It is observed that dual kriging shows potential in performing sensitivity analysis as its accuracy is as good as, or better than, other techniques, and, while model building and interpretation is more complicated than that of polynomial regression, it is significantly more straightforward than that of neural networks. Furthermore, this is the first known work of using kriging in the field of engineering economics;there may be other useful applications such as in cost estimation.

AIRPET, an Asian regional air pollution research network, which is coordinated by the Asian Institute of technology, involves six cities: Bandung, Bangkok, Beijing, Chennai, Manila, and Hanoi. One of the objectives of the network is to provide a comprehensive assessment of particulate matter (PM) air quality though monitoring and receptor modeling tools jointly by six research teams in these cities. The results within the scope of this monitoring and modeling objective in phase 1 (2001-2003) were presented. In total, the network collected over 2500 PM2.5 and PM10 samples from characteristic urban sites. In all these cities the levels of PM10 and PM2.5 were found high especially during the dry season which the frequently exceeded the EPA standard for PM10 and PM2.5, especially at the traffic sites. Traffic had the highest PM2.5 contribution in most cities with the exceptional high share (> 70%) in Manila. Traffic and coal combustion had high contribution in Beijing while NaNO3 was found high in Hanoi.
