Work‐zone delay is very costly to the movement of goods and people. It is increasingly problematic for logistics management if the travel time or delay information cannot be estimated in an accurate way. This paper describes a study to investigate the effects of work zones, enhance computer‐based capability to estimate the associated work‐zone delays, assess the interrelationship of significant factors that affect work‐zone delays and develop a user‐friendly tool to assist transportation operations and logistics planning. A computerized information system, called lane‐occupancy‐delay estimation system (LODES), is developed to assess work‐zone delays that may affect short‐ or long‐term logistic activities. The results from trials and their implications are discussed and, finally, areas of further research are proposed.

With general agreement among the government and commercial sectors on the importance of maintaining both naval supremacy around the world and viable maritime industries at home, the need for developing a "critical mass" of supporting science and relevant engineering practice should be apparent. Moreover, with increasing calls for "partnership" between government and industry as a key element in revitalizing U.S. shipbuilding, the existing public-sector infrastructure of research and development centers and their associated technology base are unique resources. More urgently, achieving the George W Bush administration's goal for widespread "transformation" of the U.S. armed services - the Navy and Coast Guard among them - will require creating new, innovative technologies to support advanced naval platforms for the agile, survivable, and affordable sea-going forces of the 21st century. These factors create an urgent need to reemphasize the importance of a robust technology base in marine engineening for both national and economic security. This paper reviews the arguments for increasing government support for these important disciplines. It further proposes several alternatives - driven by national economic realities - for collaboration between the public and private sectors in creating and sustaining a focal point for maritime technology at the Carderock Division of the Naval Surface Warfare Center, currently the Navy's "flagship" facility for naval platform architecture and marine systems engineering. This project provided a novel forum for the delivery of three presentations in the area of the management of complexity in product development. An invited group of three speakers provided presentations concerning the role of complexity in product development in a colloquia series in the engineeringmanagementprogram at Florida Tech. These presentations were digitized into a format suitable for distribution over the Internet and made available to a global audience for the period April 9-27, 2001. Participants used a self-registration Web site to create a user account to access the presentations and a Web-based conference tool to interact with other participants. Invitations were e-mailed to numerous engineering and management professional groups and ads were placed in prominent journals. Two engineering organizations (IEEE engineeringmanagement Society and IEE management Professional Network) endorsed the project and marketed the Web seminar to their memberships. As of April 28/sup th/, 452 people had accessed the seminar series using 16,373 "hits" to the web pages. The presentations were accessed 1,156 times. Minimal technical problems arose and the project delivered a process model for low cost, worldwide distribution of media and interactive sessions that is not commonly available in any current venue. This report summarizes the project, the operational details, the results, and conclusions drawn from this experiment.

The rapid deployment of e-business systems has surprised even the most futuristic management thinkers. Unfortunately very little empirical research has documented the many variations of e-business solutions as major software vendors release complex IT products into the marketplace. Existing literature only reveals the occasional implementation issue or highlights various success factors. Instead, it seems reasonable to say that companies also expect information about implementation obstacles and how to overcome them. In this paper we use the survey data that we collected from various industries to determine the factors that lead to successful implementation of e-business systems. We also provide a graphic roadmap that would indicate when and where these success factors might appear and how a firm might manage the implementation process.

Components of the educational, organizational, and physical infrastructure are described. These components include a course in entrepreneurship, internships with entrepreneurial companies, the technology and Entrepreneurship Development (TED) program, Rose-Hulman Ventures (RHV), and the John T. Myers Center for Technological Research with Industry. Case studies of recent successes are presented.
