The Lower Meghna River is the main river in the very important area of the Meghna estuary formed by the combined ocean outfall of the Padma - Meghna river system. This coastal region, which is considerably affected by salinity, is extensive and inhabited by a large population. A number of irrigation and drainage projects, for instance the Chandpur irrigation project and the Meghna Dhonagoda project, are located in the vicinity of this river. The salinity levels always exceed an acceptable level for irrigation purpose during dry season. Studies of flow characteristics and salinity intrusion are, therefore, imperative for development of the irrigation systems. The river is substantially influenced by the tides from the Bay of Bengal when interacting with river flows resulted in a complicated pattern which is simplified to its interaction with individual constituents of tides obtained from harmonic analysis. The analytical solution of tide and river flow interaction from Vongvisessomjai and Rojanakamthorn(1989) is applied in this study with the assumption of consistency of cross - sectional area along the river. The obtained results are found to be quite good. Additionally, the analytical solution of salinity intrusion has been described in decomposing the steady state component of salinity from the unsteady component of tidal convection of salinity. Comparison between computed and observed average salinity along the river has been found in good agreement.

The preparation of performance testing (PT) materials for environmental and radiobioassay applications involves the use of natural matrix materials containing the analyte of interest, the addition (spiking) of the analyte to a desired matrix (followed by blending for certain matrices) or a combination of the two. The distribution of the sample analyte concentration in a batch of PT samples will reflect the degree of heterogeneity of the analyte in the PT material and/or the reproducibility of the sample preparation process. Commercial and government implemented radioanalytical performance evaluation programs have a variety of acceptable performance criteria. The performance criteria should take into consideration many parameters related to the preparation of the PT materials including the within and between sample analyte heterogeneity, the accuracy of the quantification of an analyte in the PT material and to what "known" value will a laboratory's result be compared. This manuscript discusses how sample preparation parameters affect the successful participation in performance evaluation (PE) programs having an acceptance criteria established as a percent difference from a "known" value or in PE programs using other acceptance criteria, such as the guidance provided in ANSI N42.22 and N13.30.

Contributions of academic research to industrial performance in five industry sectors

Results are presented of a National Academy of engineering consensus study that documents the contributions of academic research to the growth and competitiveness of five industries - aerospace;financial services;medical devices;network systems and communications;and transportation, distribution, and logistics services. Academic research has made substantial contributions in varying degrees to all five industries. These have ranged from graduates trained in modern research techniques, to fundamental concepts and "key ideas" out of basic and applied research, to the development of tools, prototypes, and marketable products, processes, and services. In network systems, there is a history of university involvement in serving as test beds for new networking concepts and in spawning firms. The academic medical center provides a distinctive environment for testing and incremental improvement of medical devices and for conducting essential clinical trials. In financial services, academic economics and mathematics research contributions have been important, in spite of the lack of a well-developed R&D infrastructure for the industry. Challenges and opportunities for enhancing academic research contributions are presented in the areas of regulatory research and innovation, service sector innovation, information technology, intellectual property rights, and the role and identity of the university. © 2007 Kluwer Academic Publishers.

The authors have been involved in developing and offering a course for seniors in Civil engineering at Portland State University for the past fifteen years. The course (Civil engineering Design) began as an experimental course taken by students as an elective, but soon became a required course for all seniors. It is taught during the spring quarter of the senior year as a "capstone" course and constitutes the last required design course in the program. A course entitled "engineering Project management" is a precursor. The goals of the design course are to make it as near to actual design office practice as possible, for the instructors to "guide" the students as opposed to "lecture" them, arid to have practitioners guide the design projects.

A pilot study using EnableOA which is a web-based approach for outcome assessment is discussed. The study involves two course and the study show that the EnableOA process was relatively easy to learn for instructors and students. It was observed that EnableOA were judged to be very useful for continuous improvement and accreditation, with the caveat that student must improve their ability to select appropriate outcomes. It was suggested that if EnableOA is to be used for accreditation purpose, it is apparent that some way must be found to improve the student response rate to a reasonable percentage for data validation purposes.

Formed in late 1998, the Multinational Alliance for the Advancement of Organisational Excellence (MAAOE) sustains the vision of creating, disseminating, and applying knowledge relevant to the advancement of organizational excellence. MAAOE advances next-generation quality management characterized by multinational, multidisciplinary, and performance focused. Presently numbering over 300 individuals representing a diverse group of disciplinary backgrounds and representing more than 20 nations on 6 continents, the alliance's participant group is consistent with that vision. Supporting MAAOE visions are three strategic intentions, each with several supporting goals and objectives. This article investigates and establishes MAAOE's second strategic intention, that of the knowledge dissemination relevant to the advancement of organizational excellence.

Utilization of root cause failure analysis in the investigation of marine deck fitting failures

作者： Huff, DS Lynaugh, KM David S. Huff graduated from the University of Maryland with a B.S.M.E. in 1972 and a M.S. in technology management in 1995. Prior to government service he worked for Newport News Shipbuilding as a fluid systems engineer and for Gibbs & Cox as a project engineer. Mr. Huff entered government service in 1977 with the Military Sealift Command Engineering Operations Division then as a construction representative and finally as deputy director ship design and construction. He then moved to NAVSEA in 1989 as assistant project manager on the conversion of AO-177 oilers to AO (JUMBO). From 1993 through 2000 he was assistant project manager for the construction of T-AKR-300 Class of Strategic Sealift RO/RO ships at Avondale. Currently Mr. Huff is manager of the Advanced Projects Group within the PEO EXW Auxiliary Boats and Crafts Program Office. Kevin M. Lynaugh obtained his naval architecture and marine engineering degree from University of California Berkeley in 1984. He obtained his Master's degree in science and engineering from The Johns Hopkins University in 1997 with a dual major in program management and operations management. He has been with NAVSEA Naval Surface Warfare Center Carderock Division for over 16 years. He spent four years with the Hydromechanics Division computerizing the Model Design Group two years with the Large Cavitation Channel Project as a project engineer six years with the Ship Building Technologies Department as a task area manager managing research programs the past 3 ½ years with the Strategic Sealift Program as the ship design manager for Avondale's new con-struction and as the deputy assistant program manager for post delivery and NASSCO's new construction. Currently Mr. Lynaugh is the on-site ship design manager for LHD-8 at Ingalls Shipyard in Pascagoula Mississippi.

Cracking was discovered in the openings of cargo deck tie down fittings on ships under construction. There was a distinct possibility that these cracks could propagate through the fittings and into the strength deck plating, affecting the ships hull integrity. With more than 14,000 fittings installed on each ship, the appearance of approximately 400 cracks at the mid-ship area of the main and lower decks raised production and operational concerns. This paper will discus the successful application of a Root Cause Failure Analysis (RCFA) methodology employed by a Corrective Action Team (CAT) establish to solve the problem. Through their efforts and the systematic application of RCFA, various failure hypotheses were validated or discounted and consensus was achieved on the appropriate corrective action.

The ABET 2000 criteria and recommendations for improving the liberal education of engineers, are discussed. As Criterion d of ABET 2000 suggests, engineering and liberal arts faculty should function as a multi-discplinary team to establish a liberal arts curriculum which is structured and coherent. The business paradigm focuses on private benefits and costs by eliminating non-quantifiable benefits that accrue to society. The rise of the multinational corporation, the advancement in computer technology, and the expansion of capitalism have resulted in a global interdependence between business, science, and technology.

The purpose of the Berkeley project management process maturity model and an associated assessment methodology is to help organizations and people accomplish higher and more sophisticated PM maturity by a systematic and incremental approach. It measures, locates, and compares an organization's current PM maturity level. The primary advantage of using this model and industries, whereas other maturity models have specific audiences like software development or new product development. The maturity model and assessment technique has already been used to benchmark PM practices and processes in 43 companies. With it, they have also identified relationships between levels of organizational effectiveness and actual project performance data. The model is continuously being refined to reflect advances in their PM knowledge. Some of the most recent improvements include evaluating replicability of project success, which is the focus of this paper and presentation. © 2000 IEEE.

Survey of reduced workload and crewing strategies for ocean patrol vessels

He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration. He served as commanding officer of the patrol boat Cape George (WPB-95306) the icebreaking tug Biscayne Bay (WTGB-104) and the cutter Legare (WMEC-911). A 1975 graduate of the U.S. Coast Guard Academy Capt. Snyder held an M.A. in national security and strategic studies from the U.S. Naval War College and an M.A. in international relations from Salve Regina College. In addition he was a 1998 fellow of the Foreign Service

The U.S. Coast Guard is in the concept exploration phase of its Integrated Deepwater System (IDS) acquisition project. This project will define the next generation of surface, air and command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) assets used to perform the Coast Guard's missions in the IDS environment (>50 NM off the U. S. coastline). As part of early technology investigations, the needs exist to: (1) analyze the workload requirements of the IDS, (2) identify alternative means to perform ship's work, and (3) optimize ship manning consistent with ship workload, performance criteria, and the available tools and equipment aboard. To reduce shipboard work requires an understanding of the mission and support requirements placed on the vessel and crew, how these requirements are currently met, and how requirements might otherwise be met to reduce workload and crew size. This study examined currently implemented workload and manpower reducing approaches of commercial maritime fleets, U.S. and foreign navies, and foreign coastguards. These approaches were analyzed according to evaluation criteria approved by the IDS acquisition project team. From this, strategies for shipboard work reduction that may be considered for adoption by the IDS were identified and analyzed according to performance and costs factors. Ten workload-reducing strategies were identified: damage control, bridge, multiple crewing, engineering, risk acceptance, modularity, deck, enabling technologies, ship/personnel readiness, and operability and maintainability.
