Human systems integration and shipboard damage control

作者: Runnerstrom, E ERIC RUNNERSTROM is an executive engineer at MPR Associates. For the last eight years Mr. Runnerstrom has performed research and development engineering for several of the U.S. Navy 's projects to improve firefighting doctrine and to develop and demonstrate technology for damage control with reduced manning. Mr. Runnerstrom also supported the Program Executive Office for the DD 21 acquisition in the areas of HSI and damage control. Prior to working for MPR Associates Mr. Runnerstrom was an engineering duty officer in the U.S. Navy where some of his work involved ship systems survivability. He worked on the survivability features of the DDG 51 design and he developed the Navy 's deactivation diagram-damage tolerance methodology for assessing the survivability of distributed ship systems. Mr. Runnerstrom holds degrees in naval architecture marine engineering and ocean engineering from Webb Institute of Naval Architecture and from Massachusetts Institute of Technology.

LIVELY graduated from the University of Colorado with a BS in applied mathematics and an MS in mathematics in 1976 and from the Massachusetts Institute of Technology with an MS in electrical engineering and the degree ocean engineer in naval architecture and marine engineering in 1984. He retired from the U.S. Navy in 1989 after 23 years of service. Assignments included electrical officer on the USS Constellation (CV 64) project engineer for the DDG 51 machinery control system (NAVSEA) and DDG 51 Technical Director (NAVSEA). He was vice president of the PDI Division of Bird-Johnson Company from July 1989 to November 1998 where he managed various gas turbine and machinery controls related development projects. He joined Anteon Corporation's Systems Engineering Group as senior controls engineer in December 1998 where he provided technical support to the integrated power systems program (NAVSEA PMS 510) and managed the Office of Naval Research Afloat Laboratory. DR. MARK KIRKPATRICK is currently an independent consultant in human factors and work-load/manning analysis and modeling. He holds a Ph.D. degree in experimental psychology from The Ohio State University and has 34 years of experience in applied human factors. From 1982 through 2000 Dr. Kirkpatrick served as the senior vice president of Carlow International. Prior to joining Carlow in 1982 Dr. Kirkpatrick served as a member of the technical staff at North American Rockwell's Missiles Division and as a project director and vice president for Essex Corporation. His areas of expertise include workload simulation task analysis operator-in-the-loop simulation human performance experimentation statistical analysis and human factors T&E. He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration. He served as commanding officer of the patrol boat Cape George (WPB-95306) the icebreaking tug Biscayne Bay (WTGB-104) and the cutter Legare (WMEC-911). He is responsible for the program management of the large SWATH (Small Waterplane Area Twin Hull) ship construction in the Gulf region. Mr. Shen has over 14 years of experience in ship acquisitions and has co-authored several technical papers published by the Association of Scientists & Engineers the Society of Naval Architects & Marine Engineers and the American Society of Naval Engineers. He is a graduate of the University of Maryland with a BS in aerospace engineering and a BA in speech communication a 1986 graduate of the DSMC Program Management Course and a 1991 graduate of the Virginia Polytechnic Institute with an MBA in business administration. Mr. Barry Proctor:is NAVSEA's Ship Design Manager for the T-AGOS 23 program. He has held this position since March 1997. Prior to that time he was NAVSEA's Ship Design Manager for the T -AKR 300 class vessels. He has over 18 years of experience as a Naval Architect for NAVSEA (O3D). He has a BS in civil engineering from the University of Maryland and an MS in naval architecture and marine engineering from the University of Michigan. Mr. Deepak Saha:provides design support to NAVSEA's Program Office and Ship Design Manager on the T -AGOS 23 ship acquisition. His involvement with the program started at the time the first shipbuilder declared bankruptcy. He is Manager of the Commercial Ship Design Group at M. Rosenblatt & Son Inc. (MR&S) Arlington Branch. He has over 26 years of experience as a marine engineer and naval architect. He obtained a BS in marine engineering from Calcutta India in 1972 and a BSE in naval architecture from the University of Michigan in 1983. Moei-Min Lin:is a senior research scientist at the Ship technology Division of Sciences Applications International Corporation (SAIC). He received his B.S. degree in naval architecture and marine engineering from the National Cheng-Kung University Taiwan in 1977 and his Ph.D. degree in ocean engineering from MIT in 1985. He is an expert in computational ship hydrodynamics. He has been the P.I. for development of the Large Amplitude Motions Program (LAMP) system. Nils Salvesen:is the manager of the Ship Technology Division of the Science Application International Corporation (SAIC).He received his B.S. and Ph.D. degree from the Development Naval Architecture and Marine Engineering of the University of Michigan in 1960 and 1966 respectively. His experience in ship design includes dynamic analysis of ship's deck systems intact and damaged stability calculations trim and stability support during ship designs and structural design. For the last two years he has led a team of engineers in the dynamic analysis of the sideport ramp system employed on the Navy's new sealift ships. He graduated in 1979 with a B.S. degree in naval architecture and marine engineering from the University of Michigan. Keith Back is a senior engineer with Advanced Marine Enterprises in Arlington Virginia. He is currently the section chief for the Advanced Visualization Group. He has more than ten years experience developing and using CAD models in the ship design environment. For the past two years he has led the development of visualization techniques and models for use in simulations for current ship design programs. He graduated in 1985 with a B.S. degree in aerospace and ocean engineering from Virginia Polytechnic Institute and State University. USA Lt. Col. Joe McVeigh USA is currently deputy program manager (Army) for PMS 385 the Strategic Sealift Office at NavSea. Solitario:is the director of advanced technology at Ingalls Shipbuilding Inc. in Pascagoula Miss. He received his B.S. degree in chemical engineering from the City University of New York and has 28 years experience in marine engineering and design. His current responsibilities include the direction of Ingalls' IRAD programs and several Navy-funded R&D programs to improve ship's performance and reduce ship's operating costs. He is a member of the Society of Naval Architects and Marine Engineers and past chairman of the Gulf Section East Area. Arnold P. Moore:is the director design engineering at Ingalls Shipbuilding where he is responsible for all new construction design and engineering activities. Prior to promotion to his current position Mr. Moore served as chief naval architect at Ingalls. He has 24 years experience in ship design construction and repair. Mr. Moore holds the professional degree of ocean engineer as well as a master's degree in naval architecture and marine engineering from MIT. He also earned a bachelor's degree in naval science from the U.S. Naval Academy and is a registered professional engineer. Mr. Moore served as an engineering duty officer in the U.S. Navy and is currently a captain in the Naval Reserve. He has worked in ship design in his native Scotland before coming to the United States via Canada. Mr. McCallum has a M.Sc. degree from the University of Michigan and a B.Sc. from Strathclyde University (Glasgow). He is a member of SNAME ASNE and ASE. Allen H. Engleis a naval architect with the Hull Form and Hydrodynamic Performance Division of the Naval Sea Systems Command (NavSea). He received his B.S. degree in engineering science from the State University of New York at Buffalo in 1977 and his M.S. degree in ocean engineering from the University of Hawaii in 1979. Since 1980 he has worked for NavSea where he has been assigned to the Philadelphia Naval Shipyard SupShip Seattle and the U.S. Naval Academy Hydromechanics Laboratory. Selected as NavSea's Engineer of the Year for 1989 Mr. Engle is currently the program director for the Navy's Hydrodynamic Loads Technology Development Program. Prior to his current assignment Mr. Engle was technical director of the Navy's Ship Efficiency Improvement Program and task leader for hydrodynamic design for the LHD-5 AO-177 (Jumbo) AE-36 LSD-41 and FFX ship designs. Mr. Engle is a member of both ASNE and SNAME. Gregory Platzeris currently employed with Arneson Marine Inc. As manager of applications engineering Mr. Platzer is responsible for the development of propulsion specifications for articulated surface drive units matched to high-speed partially submerged propellers. Prior to November 1990 Mr. Platzer was the head of the Surface Ship Propeller Branch at the Naval Sea Systems Command. He had worked for the Navy in the field of propulsor analysis since 1977 initially at the David Taylor Research Center. Mr. Platzer graduated in 1977 from the University of Michigan with a B.S. degree in naval architecture.
