One commonly employed actuation device to change the orientation and angular velocity of a satellite is the reaction wheel (or internal rotor.) With this mode of actuation, to achieve any arbitrary orientation and angular velocity, three internal rotors suffice. A problem of long standing interest however, is the aspect of controllability when there are only two rotors - either by design or due to the failure of one rotor. An early result on this problem is by Crouch [1]. The paper affirms that the system is not accessible when there are two rotors. However, there is no attempt to characterize the reachable set in this case. In this paper, using a geometric framework based on the Lagrange -Routh reduction procedure, we characterize the reachable set for the case of two rotors.

Convertible bonds are complex financial derivatives, which allow the investor to convert a bond into a prescribed number of shares of the issuing company. This paper gives an overview of the basic properties of convertible bonds and then compares four pricing models: the Component model, the Margrabe model, a Binomial model and a Monte Carlo model. We also consider the use of the CGMY stock price process to price European convertible bonds. The issue of how credit risk can be integrated into these models is also considered. Attributing intentions to others based on observations of their behavior is a core cognitive ability. It is also a necessary precursor to social judgments such as judgments about responsibility and morality. The seminal work of Heider and Simmel (1944) highlighted the spontaneity, richness, and range of intention attributions that can be elicited by a stimulus as impoverished as moving geometric figures. Subsequent research has revealed a wide range of visuospatial cues that suggest specific intentions as well as observer attributes that influence judgments. How are such cues and observer attributes integrated into an inferred specific intention? A handful of processing models have used frameworks such as schema-matching or probabilistic inference to integrate such cues. This workshop will address two questions: 1) How have different fundamental paradigms fared in the quest for a model of human intention perception? and 2) What questions about this topic are most in need of answers? © CogSci *** rights reserved.

Deployment and configuration of grid computing applications are exhaustive and error-prone tasks, and represent a weak link of the lifecycle of grid applications. To address the problem, this paper proposes AGRADC, an architecture to instantiate grid applications on demand, which incorporates features from the Autonomic Computing paradigm. This architecture improves the grid application development process, providing tools to define a deployment flow, configuration parameters, and actions to be executed when adverse situations like faults arise. © 2009 IEEE.

The government of South Africa has identified astronomy as a field in which their country has a strategic advantage and is consequently investing very significantly in astronomical infrastructure. South Africa now operates a 10‐m class optical telescope, the Southern African Large Telescope (SALT), and is one of two countries short listed to host the Square Kilometre Array (SKA), an ambitious international project to construct a radio telescope with a sensitivity one hundred times that of any existing telescope. The challenge now is to produce an indigenous community of users for these facilities, particularly from among the black population which was severely disadvantaged under the apartheid regime. In this paper I briefly describe the observing facilities in Southern Africa before going on to discuss the various collaborations that are allowing us to use astronomy as a tool for development, and at the same time to train a new generation of astronomers who will be well grounded in the science and linked to their colleagues internationally.

Effect of nickel-cobalt-zinc ferrite filler on magnetic and thermal properties of thermoplastic natural rubber composites

A sample of Ni0.25Co0.25Zn0.5Fe2O4 ferrite was prepared by a double-staged sintering method in air. Thermoplastic natural rubber (TPNR) was prepared by melt blending of natural rubber (NR), liquid natural rubber (LNR), and high density polyethylene (HDPE) in an internal mixer Brabender Plasticorder PL 2000. Magnetic polymer composites were prepared from the ferrite and TPNR matrix using the same melt blending method at 135°C with mixing rate of 50 r.p.m. for 12 min. The fillers were varied from 5 to 30 weight percent. A uniform dispersion of the filler in the matrix was confirmed by thermogravimetric analysis (TGA). The density of the composites was determined using densitometer MD 200S. Magnetic properties were studied using a vibrating sample magnetometer (VSM) at room temperature (25°C). The results show that magnetization (M), saturation magnetization (MS), remanent magnetization (MR), initial susceptibility (χi) and initial permeability (μi) increase with increasing filler content at all compositions. The composites can be classified as soft magnetic materials as their coercivities are in the range of 30-36 Oe. The differential scanning calorimetric (DSC) results indicate that the glass transition temperature (Tg) and the melting point (Tm) of all the composites are independent of the filler content. The thermal conductivity of the composites was found to be in the range of 0.26 to 0.52 W m-1 K-1.

The aim of this work is to analyze interval fuzzy S-implications and interval automorphisms. Starting from any fuzzy S-implication, it is shown how to obtain an interval fuzzy S-implication canonically. We proved that such interval fuzzy S-implications meet the optimality property and preserve the same properties satisfied by fuzzy S-implications. In addition, commutative diagrams are used in order to relate fuzzy S-implications to interval fuzzy S-implications, and to understand how interval automorphisms act on interval S-implications, generating other interval fuzzy S-implications.

Diabetes mellitus in Irish general practice: Level of care as reflected by HbA_1c values

Objective: To assess the level of care given to people with diabetes by general practitioners and factors affecting it. Methods: A cross-sectional study of Irish general practitioners, looking at practice characteristics and patient care over the previous 2 years;a nationally representative sample of 27 general practitioners. A total of 1030 people with diabetes were studied, of whom 201 were type 1 and 829 were type 2. Results: The response rate was 27 out of 52 (52%). HbA_1c values were not related to the patient's socioeconomic status. The average HbA_1c for type 1 people with diabetes was 7.81%, and for type 2 it was 7.1%. HbA_1c values were measured 3.02 times for type 1 and 3.16 times for people with type 2 diabetes. This is a good standard of care, especially for type 2 disease. Computerized practices and those patients whose care was shared with the hospital achieved better control, even though HbA_1c levels were checked less frequently with computerization. The use of a protocol in the practices also improved care. Those practices employing a nurse had increased frequency of measurement of HbA _1c and better control on univariate but not on multivariate analysis. Possible reasons for this are discussed. Conclusion: Diabetes Mellitus is treated to a good standard in Irish general practice, especially type 2 disease. This standard appears to be independent of the patient's socio-economic status, is improved by GPs being computerised, in group practices and by providing care according to a protocol. Shared care also improves control. Employing a practice nurse may also improve care.

This work considers an interval extension of fuzzy implications based on the best interval representation of usual fuzzy implications. The related properties of fuzzy implications can be naturally extended and the interval representation meets the optimality property and preserves the behaviors of the implications in the interval endpoints. Our discussion mainly focuses on the best interval representation of three important classes of fuzzy implications: S-implications, R-implications and QL-implications. We analyze sufficient and necessary conditions for these three classes of implications as inclusion-monotonic functions in both arguments satisfying the minimal properties of fuzzy implications.
