He is the author of “Reaction Fin Applications In Marine Propulsion” which documented the use of asymmetric pre-swirl vanes to increase propulsion efficiency aboard a 41-ft Coast Guard utility boat. It was presented on 5 March 1987 at the Hampton Roads section of SNAME and was nominated for the section paper of the year award. CWO3 Joe Bobby McCollum USCG: iscurrently engineering officer of the Surface Effect Ship Division Seventh Coast Guard District Key West Florida. Prior to this assignment he was assistant engineering officer on the USCGCUte.His other duty tours included engineering assignments on theCape Currenta 95-foot patrol boat on the USCGCUnimak a 311-foot cutter CG Loran Station Upolo Point Hawaii and CG Station Sabine Pass Texas. CWO McCollum was responsible for modifying and repairing the SESs and contributed many unique problem solving ideas which resulted in much improved operation of the Coast Guard Surface Effect Ship Division. Benton H. Schaub:is a senior engineer with Maritime Dynamics Inc. He has a bachelor of science degree in naval architecture and marine engineering from the Massachusetts Institute of Technology. Mr. Schaub has fifteen years of experience working as a test engineer project engineer and design engineer on advanced marine vehicle projects and is a recognized authority in the areas of hull structure seal system and machinery design for surface effect ships. He has participated in virtually every USN SES design development and test evaluation program including: XR-5 XR-10 SES-100A SES-100A1 and the SES-200. During the early 1980s the United States Coast Guard took delivery of three surface effect ships (SES) from Bell Halter, Inc. These 136-ton, 30-knot plus, aluminum hulled cutters were to be used primarily for drug interdiction in the southeastern United States. By early 1985, however, the full load weight of these cutters had grown to 150 long tons, and their top speed had dropped to below 23 knots in calm water. By mid-1985, operation of all three SESs was suspended to prevent possible catastrophic failure of their main engines. At this point, the USCG joined ranks with Textron Marine Systems (then Bell Aerospace), and Detroit Diesel to analyze what had gone wrong, and to propose solutions to the problems encountered. From that beginning, the performance of the Coast Guard's SESs has steadily and dramatically improved until at present all three cutters are able to exceed their original performance specifications. This paper discusses the problems experienced with the SESs, including engine overloading, vibration, ride quality, seal wear, poor lift system performance, and metal cracking, along with the corrective actions taken to solve them. The cooperation between government and private industry, which made this dramatic turn-around in performance possible, is also explored. Lessons learned about SES technology are viewed in relation to the general experience of the Coast Guard with other types of high performance hull forms.

MINERALOGY AND GEOCHEMISTRY OF CARBONATE MINERALIZATION AND THEIR ROLE FOR ENVIRONMENTAL-ANALYSES OF LOWER PERMIAN CLASTIC AND VOLCANICLASTIC SEDIMENTS (STOCKHEIM-TROUGH, FEDERAL-REPUBLIC-OF-GERMANY)

In the Permian of the Stockheim Trough, a volcaniclastic to elastic sedimentary series was mineralogically and geochemically studied for its types of carbonate mineralization. Mineralogy permits a division into two lithofacies types (Type I: stratabound/stratiform, Type II: faciesbound) and helps constraining the T interval of postdepositional alteration (100 °C to 135 °C). Four processes have been responsible for carbonate precipitation (evapotranspiration, pedogenesis, hydrothermal replacement, and cementation). This classification is refined by use of chemical parameters like the CaO/MgO ratio, Sr, Mn contents and O- and C-isotopes, in specific. During early basin subsidence, volcanites, locally suffering intensive Fe-carbonatization, were extruded. After that, bimodal volcaniclastic sediments were spread out in the Stockheim Basin. Their good permeability and the preponderance of labile volcanic components were favourable for hydrothermal carbonization. The major elements for carbonates were delivered by decomposition of organic matter (C), replacement of plagioclase (Ca) and originated from circulating meteoric waters (O). Overlying evaporitic lacustrine limestones were built-up by ground-water discharge in distal fan positions and outpouring of hot brines. In a playa environment dolomite was concentrated in calcretes. Subsequent to erosion, increased evapotranspiration and brackish-marine conditions substituted for these continental conditions. This change is well documented by a shift in the C- and O-isotope patterns of carbonates.

Judson:is the technical director for the Electromagnetic System Environment Design and Engineering Project within the Autonetics Marine Systems Division of Rockwell International. He received the Ph.D E. E. degree from Michigan State University in 1964 and has served in a variety of management and technical positions with Rockwell International since 1968. Dr. Judson's military service was aboard submarines from 1952–1956. Gerald R. Aschoff:is the engineering manager for the Electromagnetic System Environment Design and Engineering Project within the Autonetics Marine Systems Division of Rockwell International. He received the M.A. degree in mathematics from California State University at Fullerton in 1972 and has served in a variety of management and technical positions with Rockwell International since 1967. Mr. Aschoff's forte is in the area of electromagnetic effects upon electronic systems. John W. Newcomb:is the program manager for the Electromagnetic System Environment Design and Engineering Project within the Autonetics Marine Systems Division of Rockwell International. His twenty years of professional experience include a three-year tour as an engineering duty officer attached to SupShip 3 in Brooklyn New York. Civil service experience includes positions with DTNSRDC NAVSEC Preliminary Design Division and NAVSEA ‘s Aegis Shipbuilding Project office. Since joining Rockwell International in 1976 he has filled a number of project engineering and program management assignments dealing with ship design engineering and acquisition. Mr. Newcomb holds a B. S. in naval architecture and marine engineering from Webb Institute and an M. B. A. from George Washington University. He is a member of ASNE and SNAME.

Engineering processes, for the integration of topside electromagnetic environment and EM subsystems performance engineering into the mainstream of surface ship engineering, are presented and discussed in this paper. The engineering procedures and tasks pertaining to ship EM systems engineering must be tailored to the several stages of the life cycle, but all contain a core of activities covering performance-based EM suite selection and topside arrangement design, which is based on EM environment and performance vs. requirements analysis. These core activities are presented and discussed as they apply to all life cycle design stages. Several recent fleet EMI problems are briefly discussed for the insight they provide relative to the EM portions of the current design process, and conclusions regarding how the proposed procedures address current deficiencies are included.

ANALYSIS OF CHANGES IN THE AEGIS CRUISER SHIPBUILDING program

He has a bachelor's degree from the U.S. Naval Academy and master's degrees in operations research from the U.S. Naval Postgraduate School and in industrial personnel administration from George Washington University. Previous related positions include nuclear cruise project officer supervisor of shipbuilding Newport News VA and fleet maintenance and modernization analyst CNO's Office of Systems Analysis (OP. 96). R. P. Riddick III:is a principal staff member of Advanced Technology and deputy program director for the Configuration Management Directorate of the Systems Analysis Operations Center. He contributes technical expertise in configuration management and data management to the Aegis shipbuilding program. Mr. Riddick applies more than 15 years of comprehensive technical experience in ship design and construction coupled with an understanding of the SupShip/shipyard environment to efforts in support of the Aegis cruiser director.

The Aegis cruiser program's objective has been to deliver ships to the fleet that are not only “war ready” but also reflect state-of-the-art combat systems technology. Therefore, change has been mandatory. The types of changes have covered the spectrum from major combat system and mission capability improvements to minor INSURV items. Since the sources of changes have been so varied and the quantities so substantial, attention must be placed on change management. A “source-based” change categorization scheme has been developed and implemented to enable the Aegis cruiser program manager to maintain an overview of change status on the ships. Developed as an outgrowth of the existing automated configuration management database, the change categorization scheme provides data to maintain an awareness of changes from many standpoints, including cost on a per ship basis as well as the categories which have been the largest cost drivers. More importantly it enables the SHAPM to determine the originating source, thus providing the knowledge needed to manage the change. Change can significantly improve products, but it must be prudently controlled, budgeted and scheduled.

THE IMPACT OF ELECTROMAGNETIC ENGINEERING ON WARSHIP DESIGN

A graduate of the U.S. Naval Academy in 1951 he served in various surface assignments until attending MIT in 1955. Subsequent to becoming an engineering duty officer he served in naval shipyards afloat engineering ship design and fleet ship salvage billets. He directed the preliminary design of FFG-7 and later served as project technical director. Subsequent tours included duty as project manager nuclear cruiser acquisitions and assistant to the deputy under secretary of defense (acquisition). Upon retirement he joined Sun Shipbuilding and Dry dock Company serving as V. P. program management and V. P. engineering. His education includes a B. S. from the U.S. Naval Academy and an M. S. in naval architecture and marine engineering and a naval engineer's degree from MIT in 1958.

In recent years, the expanding use of electromagnetic systems in warships has created significant problems. Mutually antagonistic systems degrade intended performance and serious safety problems have been created. The environmental effects produced by these systems must be considered in the mainstream of the warship design process. Systems engineering considerations using specific examples will show the potential impact on warship design considerations not normally considered. In addition, electromagnetic engineering considerations are proposed for impact on specific ship specification sections.

Assistant Professor of Environmental Studies at the University of California-Davis. He has published extensively on natural resource economics topic areas providing a blend between his experience with management decisionmaking and academic interests. His articles appear in leading journals such as Land Economics Journal of Environmental Management and Journal of Leisure Research. Formerly Dr. Loomis was a resource economist with the Western Energy and Land Use Team of the U.S. Fish and Wildlife Service in Ft. Collins Colorado. Over the past several years he has been involved as an instructor o f short courses around the United States on valuation techniques for the U.S. Army Corps of Engineers personnel.

Ms. Williams is the executive secretary and program coordinator for the Office of Continuing Medical Education University of Virginia School of Medicine. She has been involved in planning CME activities since 1982.

Implementing Swing‐Bed Services in Small Rural Hospitals

Dr. Richardson received her B.S.N. from the University of Virginia an M.P.H. from The Johns Hopkins School of Public Health and Hygiene and a Dr. P.H. from the School of Public Health at Columbia University. ANTHONY R. KOVNER Ph.D. is Professor and Director of the Program in Health Policy and Management Graduate School of Public Administration at New York University. He is also Director of the Rural Hospital Program of Extended-Care Services a national demonstration project funded by The Robert Wood Johnson Foundation. Dr. Kovner received his Ph.D. in Public Administration from the University of Pittsburgh.

Since 1983, twenty‐six small rural hospitals in five states have been developing models of the “swing‐bed” concept as part of a coordinated national demonstration project. Based on the experiences of these hospitals, swing‐bed programs use excess hospital capacity to provide short‐term, post‐acute care in rural communities where there are nursing home shortages, and, thus, help avoid the need for new nursing home construction. The availability of swing‐bed services in rural hospitals has allowed the elderly patient to receive a full‐range of long‐term care services within the community to avoid transfer to a nursing home outside the community. Introduction of services also has improved patient care for all hospitalized elderly. Finally, the revenue from the swing‐bed services has helped to stabilize small, rural hospitals faced with declining utilization. The demonstration has provided evidence that the swing‐bed program has the potential to deliver a needed service to the rural elderly while contributing to the preservation of the small, rural hospital as a valuable community resource. Education of Health Care Providers for the Rural Setting: A Family Nurse Practitioner Demonstration program

Hodnicki, Donna Dorroh, Margaret Wyss REBECCA RYAN Ph.D. is a Sociologist at Georgia Southern College and currently coordinates two grant programs at that institution -a family nurse practitioner program and a continuing education program in gerontology for licensed practical nurses who work in long term care settings. She has conducted research and authored articles and monographs in the areas of aging substance abuse health and the implementation of applied research techniques. CHARLENE M. HANSON R.N. M.S.N. FNP-C is the Director of Georgia Southern College's Family Nurse Practitioner Program. A family nurse practitioner in rural areas of New York and Georgia for eleven years she was recently selected as Georgia's Nurse Practitioner of the Year by the Georgia Nurses Association. She is currently involved with the National Organization of Nurse Practitioner Faculties in a research project to study desired nurse practitioner competencies. In addition to her role as an educator she practices in a primary health care provider role with rural residents and migrant workers. DONNA HODNICKI R.N. M.N. FNP-C is a member of the faculty of the Family Nurse Practitioner Program at Georgia Southern College. Her focus of instruction is in the area of physical assessment and primary health care management for rural and migrant populations. For the past five years she has practiced as a family nurse practitioner providing hedlth care to rural and migrant underserved populations in North Carolina and Georgia. MARGARET WYSS DORROH R.N. M.N. C.N.M. is an Instructor in the Family Nurse Practitioner Program at Georgia Southern College. She has practiced nurse midwifery in urban and rural settings for a number of years and is currently teaching those aspects of the curriculum which are related to women infants and the family as the nurse practitioner's focus of care.

Spurred by mass concern over shortages of health care providers, the country's educational system has, over the past ten years, produced an ample supply (in some areas a near glut) of health care professionals. Studies demonstrate, however, that these professionals tend to cluster in the affluent metropolitan and suburban areas. Residents of rural areas are still significantly underserved. In the heavily rural southern half of Georgia, this problem has reached a critical peak. Georgia Southern College (GSC) is a rural based college located in the heart of rural south Georgia. In order to address some of the health care problems of its constituency, GSC, with federal support, established a Nursing Department and a Family Nurse Practitioner program with a commitment to recruit nursing students from the rural area, educate them in rural settings, and provide appropriate preparation for the unique experience of working in the rural environment. The program has been very successful in producing highly skilled graduates who do stay and work in the rural areas, providing health care at reasonable costs. This paper describes the setting (rural south Georgia), the need, the program implementation, and the impact (numbers of graduates actually working in rural settings, and innovative projects initiated by graduates). FACTORS WHICH AFFECT SOIL-PORE LIQUID - A COMPARISON OF CURRENTLY AVAILABLE SAMPLERS WITH 2 NEW DESIGNS

Hornby has more than Jive years experience in conducting research in the field of soil science. He has designed and supervised the installation of unsaturated zone monitoring (UZM) equipment) or hazardous and non-hazardous land treatment facilities and conducted on-site evaluations of existing UZM systems. He is co-author of the U.S. EPA draft “Permit Guidance Manual on Hazardous Waste Land Treatment Demonstrations.” J. David Zabcik received an associate degree in forestry from Temple Junior College in 1974 a bachelor of science degree in agronomy from Texas A&M University in 1976 and a master of agriculture degree in soil physics from Texas A&M University in 1982. Zabcik has more than eight years experience in conducting research in the field of soil science. He has been project manager of permitting activities for several hazardous and non-hazardous waste land treatment facilities which involves permitting strategy development site assessment preparation of the land treatment demonstration unsaturated zone monitoring and treatment program. Wayne Crawley received a bachelor of business administration from North Texas State University in 1975 and a master of science in range science from Texas A&M University in 1982. He has more than five years experience in natural resource management. Crawley has prepared waste management and monitoring plans for land treatment units. He has written closure plans and supervised field work for several surface impoundment closures. Crawley has directed the installation of soil-pore liquid samplers and ground water monitoring wells at hazardous and non-hazardous waste treatment facilities.

Presently available suction and free drainage soil-pore liquid (SPL) samplers were compared with two new SPL sampler designs for use in unsaturated zone monitoring programs. Comparisons and recommendations for appropriate SPL monitoring equipment were based on factors that influence sample quality. These factors are: • The nature of the matrix being sampled • The nature of the constituent being monitored • Seasonal and site managerial influences on water movement • Site condition influence on available options for installation of monitoring equipment.
