Efficient video content management and exploitation requires extraction of the underlying semantics, a non-trivial task associating low-level features of the image domain and high-level semantic descriptions. In this paper, a knowledge-assisted approach for extracting semantics of domain-specific video content is presented. Domain knowledge considers both low-level features (color, motion, shape) and spatial behavior (topological and directional information). During the preprocessing step, a set of over-segmented homogenous atom-regions is generated and their low-level and spatial descriptions are extracted. A genetic algorithm is then applied in order to find the optimal interpretation according to a specific domain conceptualization. The proposed approach was tested on the formula one, tennis and beach vacations domains showing promising results.

Fault diagnosis is a challenging task in the control of hybrid systems. In this work we present a methodology for detection and isolation of faults to hybrid control systems using a diagnoser. For this purpose a general framework is proposed. We discuss the notion of diagnosability of hybrid systems in the framework of hybrid input output automata (HIOA), imposing the conditions for a hybrid system to be diagnosable. The diagnoser is designed using hybrid structure hypothesis tests. The states of the hybrid system model reflect the normal and the failed status of the system components. Due to the opportunities provided by the Internet, more and more people are taking advantage of distance learning courses and during the last few years enormous research efforts have been dedicated to the development of distance learning systems. So far, many e-learning systems are proposed and used practically. However, in these systems the e-learning completion rate is about 30 percents. One of the reasons is the low study desire when the learner studies the learning materials. In this research, we propose an e-learning system, which includes three subsystems: the learning subsystem, learner support subsystem, and teacher support subsystem. The learning subsystem improves the learners study desire. The learner support subsystem supports the learner during the study, and the teacher support subsystem support the teacher to get the learner's study state. In the future work, we would like to add other functions to improve more the system performance.

Networks of today are passing through a rapid evolution. The broadband ISDN (B-ISDN), which offers a wide variety of telecommunication services, is considered to be a powerful future network, which can satisfy the demands of users and the network providers. Even the network speed is increased very fast and by using DWDM technology the Terabit/s speed is possible in the near future, the costumers request are increasing and new multimedia applications which need large bandwidth will appear in the future. For this reason control of user traffic will be very important to keep the quality of service (QoS) of other already established connections by detecting violations of negotiated parameters and taking appropriate actions. In this paper we propose a fuzzy policing mechanism (FPM) for multimedia applications. We consider the case of still picture source control. The performance evaluation via simulation shows that the FPM efficiently controls the mean cell rate of the still picture source. We will extend this study for other multimedia applications such as video sources.

The multimedia rich module contains numerous interactive tools promoting the high level education in the academy sector and the vocational trainings in the industry. The interactive tools also highly support the circuit design process by enabling fast calculation and access to relevant circuit quantities and waveforms (voltages and currents) in steady-state without long simulations.

Capnographs are devices that use CO/sub 2/ from a patients' expired breath to monitor the cardiopulmonary status during anaesthesia and mechanical ventilation. The waveforms are called capnograms. Capnographs at present are routinely calibrated via a static calibration method only. There is no specific method of dynamically testing capnographs. Since capnograms are time varying, there is a definite requirement to evaluate the dynamic response of these systems. This paper presents a technique to determine the time and frequency response of capnographs using a custom built EtCO/sub 2/ simulator system. This system is computer controlled via a C program. A portable version of the simulator system has also been developed using a microprocessor. The waveforms obtained using the simulator system are recorded and image analysis is performed using Matlab to obtain the time and frequency responses of the capnographs. This paper explains the image analysis part of the technique in detail. Measurements of several types of capnograph systems proved that older capnographs usually do not satisfy the manufacturer quoted specifications for time and frequency response. Monitoring capnographs on a routine basis is thus important and is recommended. This new technique of time and frequency response measurement can be used as part of a quality control protocol for capnographs; for commissioning and routine monitoring as well as to verify manufacturer quoted specifications in new units.

The purpose of admission control is to support the quality of service (QoS) demands of real time applications via resource reservation. In order to deal with admission control for high-speed networks, in a previous work we proposed a fuzzy based admission control scheme, which is flexible and adaptive and makes an intelligent decision for call acceptance. In the previous work, we considered only two indicators for QoS and congestion control. However, for multimedia applications more QoS and CC parameters should be considered. In this paper, we extend our previous work by proposing two additional schemes, which are integrated in the previous scheme. The new scheme is called fuzzy admission control for multimedia applications (MFAC). In this paper, we introduce the conventional admission control schemes and give some simulation results of their performance. We explain the proposed MFAC scheme and present the design of fuzzy QoS controller (FQC) and Fuzzy congestion controller (FCC). The performance of the new scheme and the comparison with conventional ones is for the future work.

The paper describes an ultra-wideband (UWB) antenna developed for impulse ground penetrating radar (GPR) applications. The antenna is a modified bow-tie antenna designed for short-range GPR applications such as road inspection and non-destructive testing of concrete. For these applications, the transmitted pulses should have minimal ringing to avoid masking of targets. This can be achieved by the application of resistive loading at the expense of radiation efficiency. We have attempted to improve a conventional bow-tie antenna usually used in GPR by reducing the antenna size and minimizing ringing, while at the same time improving the antenna radiation efficiency.
