Drawing upon historical and future perspectives, the evolution of Thai higher education and its many challenges in the current decade and next century are examined in this paper. The close relationship between national planning and policies towards higher education is described. Major themes and problems related to higher education identified in Thailand's six national development plans are summarized. In this historical segment, the management of higher education and the growing role of the private sector are considered. In the second, future-orientated part of the paper, Thailand's rapidly changing economic context is described in terms of potential implications for the future directions of Thai higher education. The need for Thailand to increase its quality of human resources as a critical means to increase productivity and enhance international competitiveness is stressed. The related need to strengthen higher education's contributions to science and technology is emphasized. Among other key future policy issues considered are: – problems of regional disparities in access to quality higher education and related under-utilization of talent; – the role of higher education in promoting environmental education and research related to dealing with growing environmental problems; – the relationship between higher education and quality of life; – the challenge of the internationalization of the Thai society and economy.

His research interests are in microwave measurements numerical electromagnetics and signal processing. Biographies and photos are not available for M. Manela and R. K. Lade. Tapan K. Sarkar (Sf69-M'76-SM'X1) was born in Calcutta. India on August 2 1948. He received the BTech degree from the Indian Institute of Technology Kharagpur India in 1969 the MScE degree from the University of New Brunswick Fredericton Canada in 1971. and the MS and PhD degrees from Syracuse University. Syracuse NY in 1975. From 1975-1976 he was with the TACO Division of the General Instruments Corporation. He was with the Rochester Institute of Technology (Rochester NY) from 1976-1985. He was a Research Fellow at the Gordon Mckay Laboratory Harvard University Cambridge MA from 1977 to 1978. He is now a Professor in the Department of Electrical and Computer Engineering Syracuse University. His current research interests deal with numerical solutions of operator equations arising in electromagnetics and signal processing with application to system design. He obtained one of the “ best solution” awards in May 1977 at the Rome Air Development Center (RADC) Spectral Estimation Workshop. He has authored or coauthored more than 154 journal articles and conference papers and has written chapters in eight books. Dr. Sarkar is a registered professional engineer in the state of New York. He received the Best Paper Award of the IEEE Transactions on Electromagnetic Compatibility in 1979. Dynamic analysis of waveguide structures containing dielectric and metal strips is presented. The analysis utilizes a finite difference frequency domain procedure to reduce the problem to a symmetric matrix eigenvalue problem. Since the matrix is also sparse, the eigenvalue problem can be solved quickly and efficiently using the conjugate gradient method resulting in considerable savings in computer storage and time. Comparison is made with the analytical solution for the loaded dielectric waveguide case. For the microstrip case, we get both waveguide modes and quasi-TEM modes. The quasi-TEM modes in the limit of zero frequency are checked with the static analysis which also uses finite difference. Some of the quasi-TEM modes are spurious. This article describes their origin and discusses how to eliminate them. Numerical results are presented to illustrate the principles.

Since 1980 he has been a ground water consultant with Golder Associates in Mississauga Ontario and Zenon Environmental in Burlington Ontario and founded Applied Groundwater Research Ltd. in 1987. Feenstra specializes in the hydrogeochemical evaluation of ground water contamination at waste disposal facilities and chemical spill sites. He is currently a Ph.D. candidate in hydrogeology and research associate in the Waterloo Centre for Ground Water Research at the University of Waterloo (Waterloo Ontario N2L 3G1) and is involved in research related to the behavior of dense organic solvents in ground water. Douglas M. Mackay is an adjunct professor at the Waterloo Centre for Groundwater Research at the University of Waterloo Waterloo Ontario (N2L3G1). Dr. Mackay received a B.S. in engineering and M.S. and Ph.D. in civil engineering from Stanford University in 1970 1973 and 1981 respectively. From 1986 to 1990 he was a faculty member of the Environmental Science and Engineering Program of the UCLA School of Public Health. His research focuses on field studies of transport and fate of organic chemicals in ground water various scale studies of decontamination of soil and ground water and ground water monitoring technologies. John A. Cherry is a professor at the Waterloo Centre for Groundwater Research at the University of Waterloo Waterloo Ontario (N2L 3G1). He received his B.S. in geological engineering from the University of Saskatchewan in 1962. He received his M.S. from the University of California at Berkeley in 1964 and his Ph.D. from the Department of Geology at the University of Illinois in 1966. Ground water contamination by non-aqueous phase liquid (NAPL) chemicals is a serious concern at many industrial facilities and waste disposal sites. NAPL in the form of immobile residual contamination, or pools of mobile or potentially mobile NAPL, can represent continuing sources of ground water contamination. In order to develop rational and cost-effective plans for remediation of soil and ground water contamination at such sites, it is essential to determine if non-aqueous phase liquid (NAPL) chemicals are present in the subsurface and delineate the zones of NAPL contamination. The presence of NAPL pools may be evident as a floating or sinking phase in monitoring wells. The residual NAPL contamination may be identified in soil samples if residual contents are high and contaminated zones in the soil cores are thick. However, visual identification may not be effective if residual contents ar elow or if the NAPL residual is distributed heterogeneously in the samples. The chemical analysis of soil samples provides a measure of the total chemical concentration in the soil but cannot determine directly whether NAPL is present in the samples. Qualitatively, soil analyses that exhibit chemical concentrations in the percent range or > 10,000 mg/kg would generally be considered to indicate the presence of NAPL. However, the results of soil analyses are seldom used in a quantitative manner to assess the possible presence of residual NAPL contamination when chemical concentrations are lower and the presence of NAPL is not obvious. The assessment of the presence of NAPL in soil samples is possible using the results of chemical and physical analyses of the soil, and the fundamental principles of chemical partitioning in unsaturated or saturated soil. The method requires information on the soil of the type typically considered in ground water contamination studies and provides a simple tool for the investigators of chemical spill and waste disposal sites to assess whether soil

A PROPOSAL TO USE CHLORINE-36 FOR MONITORING THE MOVEMENT OF RADIONUCLIDES FROM NUCLEAR-EXPLOSIONS

He obtained bachelor's degrees in earth science and history from the University of California at Santa Cruz in 1976 and M.S. and Ph.D. degrees in hydrology from the University of Arizona in 1979 and 1981. He has performed research on radiometric dating of ground water application of stable isotopes to Quaternary paleohydrology surface exposure dating using the accumulation of cosmogenic radionuclides and geological controls on solute transport in ground water. In 1988 he was awarded the Clarke Medal by the Geochemical Society in recognition of his work in developing hydrogeologic applications of36C1. Peter W. Kubik (Nuclear Structure Research Laboratory University of Rochester Rochester NY 14627) received his Ph.D. from the Technical University of Munich. He has been with the Nuclear Structure Research Laboratory since 1985 and is now in charge of its accelerator mass spectrometry program.

Chlorine-36 has been produced in large amounts by hundreds of nuclear explosions on the Nevada Test Site as well as 12 off-site explosions at eight locations in five states. Continued monitoring of the redistribution of radionuclides by subsurface water is of concern in most of the areas affected by the detonations. Chlorine-36 has the following advantages as a built-in tracer for this redistribution: its mobility is equal to or greater than water, its long half-life assures its continued usefulness over long periods, collection and storage of samples is simple, it is not subject to vapor transport at ordinary temperatures, its natural background is very low, and it does not form insoluble precipitates. Chlorine-36 from the Gnome event near Carlsbad, New Mexico, illustrates how 36 C1 can be used to help study the redistribution of radionuclides in the soil profile. Chlorine-36 is also potentially useful as a tracer to study movement of contaminants around large nuclear reactor complexes and near respositories for radioactive waste.

He has written extensively on voter turnout and the impact of registration practices on participation as well as on American politics more generally. He is the co-author of the influential Who Votes? among many other works in political science. He has been an expert witness before the Congress and a vocal advocate of change in registration procedures to facilitate higher levels of voter involvement. Senior Analyst with the Kaiser Health Foundation in Oakland. He has a Ph.D. in Political Science from the University of California at Berkeley. He is on staff at the Computer Assisted Survey Methods Program at the University of California at Berkeley. Associate Professor of Political Science at the University of Iowa. His published articles have appeared in the leading social science journals. His research interests include both American politics with recent attention to the structure and process of state legisla- tures and comparative politics with field research in Japan. Professor Squire received his Ph.D. in Political Science from the University of Califor- nia at Berkeley.

Voter turnout in the United States is much lower than in almost all other democratic countries. This has been interpreted as a symptom of popular alienation from the political system, suspicion of politicians, and pessimism about the consequences of political activity. When these perspectives are measured directly, however, it is clear that Americans score very low on almost every item. Indeed, there is no relationship between political con‐ tentment and turnout. Turnout does not reflect international variations in acceptance of politicians or the political system. Rather, it responds to variations in the bureaucratic steps required to cast a ballot. The United States is one of a handful of countries that require a separate step–registra‐ tion–before the citizen can vote;and with the partial exception of France it is the only country in which the individual rather than the state bears the responsibility for registration. Hayden Griffin Jr.:received his B.S. and M.S. in mechanical engineering from Texas Tech University in 1970 and 1971 respectively. He received his Ph.D. in engineering mechanics from Virginia Polytechnic Institute and State University in 1980. Prior to joining the faculty of Virginia Polytechnic Institute and State University as associate professor of engineering science and mechanics in September 1985 he was employed at the U.S. Naval Surface Warfare Center (Dahlgren Virginia) BF Goodrich Tire Group (Akron Ohio) the Bendix Advanced Technology Center (Columbia Maryland) and the Johns Hopkins University Applied Physics Laboratory (Laurel Maryland). He is currently an associate director of the Virginia Institute for Material Systems. He is a registered professional engineer in Virginia and is a member of the American Society of Mechanical Engineers and the American Society for Composites. Zafer Gürdal:received his M.S. in mechanical and aerospace engineering from Illinois Institute of Technology in 1981 and his Ph.D. in aerospace engineering from Virginia Polytechnic Institute and State University in 1985. Characteristics of both thermoplastic and thermoset composite materials as they pertain to marine vehicle applications are discussed. Comparison of various material selection factors such as strength, damage and moisture resistance, and flammability and toxicity as well as cost and availability of thermoset and thermoplastic composite materials are presented. Methods for testing and reducing the flammability and toxicity are discussed. Many commercially available composite systems are reported to provide favorable characteristics for marine applications. Although there seems to be a need for improved production technology for thermoplastics, they present potential advantages in physical properties over thermoset composites.

Dr. Zitzman received his B.S. degree in physics from Brigham Young University in 1963 and his M.S. and Ph.D. degrees in physics from the University of Illinois in 1967 and 1972 respectively. Stephen M. Falatko:was a senior engineering analyst in the Combat Systems Engineering Department Comptek Research Incorporated for the majority of this effort. He is currently employed at ManTech Services Corporation. During his eight-year career first at The Johns Hopkins University Applied Physics Laboratory and currently with ManTech Mr. Falatko's work has centered around the development of requirements and specifications for future Navy systems and the application of advanced technology to Navy command and control systems. He is a member of both the Computer Architecture Fiber Optics and Data Bus Working Group and the Aegis Fiber Optics Working Group. This paper sets forth computer systems architecture concepts for the combat system of the 2010–2030 timeframe that satisfy the needs of the next generation of surface combatants. It builds upon the current Aegis computer systems architecture, expanding that architecture while preserving, and adhering to, the Aegis fundamental principle of thorough systems engineering, dedicated to maintaining a well integrated, highly reliable, and easily operable combat system. The implementation of these proposed computer systems concepts in a coherent architecture would support the future battle force capable combat system and allow the expansion necessary to accommodate evolutionary changes in both the threat environment and the technology then available to effectively counter that threat. Changes to the current Aegis computer architecture must be carefully and effectively managed such that the fleet will retain its combat readiness capability at all times. This paper describes a possible transition approach for evolving the current Aegis computer architecture to a general architecture for the future. The proposed computer systems architecture concepts encompass the use of combinations of physically distributed, microprocessor-based computers, collocated with the equipment they support or embedded within the equipment itself. They draw heavily on widely used and available industry standards, including instruction set architectures (ISAs), backplane busses, microprocessors, computer programming languages and development environments, and local area networks (LANs). In this proposal, LANs, based on fiber optics, will provide the interconnection to support system expandability, redundancy, and higher data throughput rates. A system of cross connected LANs will support a high level of combat system integration, spanning the major warfare areas, and will facilitate the coordination and development of a coherent multi-warfare tactical picture supporting the future combatant command st

Compositional changes of Coal-Derived Liquids (CDLs) during hydrotreatment on fixed bed catalysts can be investigated by low-voltage (12 eV) mass spectrometry (MS) in combination with multivariate analysis without chromatographic pre-separation. Low-voltage (12 eV) MS data were obtained and compared under two different inlet conditions;(1) MS inlet at ambient temperatures and (2) with the MS inlet preheated to about 200~ The major trend found in both data sets by Factor analysis was the hydrotreatment effect, namely, hydroaromatic (hydrotreater product) versus aromatic (hydrotreater feed) compounds. A second "time + temperature" trend that reflected the aging of the catalyst as well as the temperature of the hydrotreater reactor was only obtained under ambient inlet temperature conditions. Numerically extracted spectra along the second trend show that more of the low molecular weight components were found early in the process and also at lower reactor temperatures;whereas more of the higher molecular weight components, primarily alkyl substituted polynuclear aromatics, were obtained later in the process and at higher temperatures of the hydrotreater. © 1989 ASTM International.
