SYSTEM AND PROCESS IN CAPITAL‐INTENSIVE PRIVATIZATION: A COMPARATIVE CASE STUDY OF MUNICIPAL WASTEWATER TREATMENT WORKS

Capital‐intensive privatization (CIP) is an option for infrastructure project development. Advocates claim that CIP generates cost savings through efficiencies inherent in the coordinated design, construction, and operation of facilities. The present paper assesses these claims in the field of municipal wastewater treatment facilities (WIWs). It presents case‐study results and aggregate data on seven of the first privatized WIWs, and on seven comparable grant‐funded facilities. The analysis relies on the concepts of system and process. It concludes that CIP changes the system of players and the processes through which they interact. In doing so, CIP generates efficiencies of time and cost in project design and construction. It also may change accountability mechanisms, trade efficiency off against accountability, and raise issues of compatibility with the nature of the state. These matters bear directly on the current debates over tax and budget policy generated by increased demands for services, limited resources, and deficit reduction mandates. He received his B.S. and M.S. degrees in applied physics from Loyola College in Baltimore Md. and the American University in Washington D. C. He also has completed his course work towards his Ph.D. degree in computer science specializing in the fields of systems analysis and computer simulation. He has been employed by the Naval Surface Warfare Center White Oak Laboratory Silver Spring Md. for 20 years in the areas of weapon system analysis and the development of weapon systems simulations. Since 1978 he has been involved in the development of tools and methodologies that can be applied to the solution of shipboard combat system/battle force system architecture and engineering problems. Mr. Mensh is a member of ASNE MORS IEEE U.S. Naval Institute MAA and the Sigma Xi Research Society. Robert S. Kite:is a systems engineer with the Naval Warfare Systems Engineering Department of the MITRE Corporation in McLean Va. Mr. Kite received his B.S. degree in electronic engineering from The Johns Hopkins University in Baltimore Md. Mr. Kite retired from the Federal Communications Commission in 1979 and served a project manager of the J-12 Frequency Management Support Project for the Illinois Institute of Technology Research Institute in Annapolis Md. before joining MITRE. Mr. Kite is presently a member of ASNE the Military Operations Research Society and an associate member of Sigma Xi. Paul H. Darby:has worked in the field of interoperability both in the development of interoperability concepts and systems since joining the Department of the Navy in 1967. He was the Navy's program manager for the WestPacNorth TACS/ TADS and IFFN systems. He is currently head of the Interoperability Branch Warfare Systems Engineering Office Space and Naval Warfare Systems Command. He holds a B.S. from the U.S. Naval Academy.

JCS Pub 1 defines interoperability as “The ability of systems, units or forces to provide services to and accept services from other systems, units or forces and to use the services so exchanged to enable them to operate effectively together.” With JCS Pub 1 as a foundation, interoperability of systems, units or forces can be factored into a set of components that can quantify interoperability. These components are: media, languages, standards, requirements, environment, procedures, and human factors. The concept described in this paper uses these components as an analysis tool to enable specific detailed analyses of the interoperability of BFC3 systems, units, or forces for the purpose of uncovering and resolving interoperability issues and problems in the U.S. Navy, Joint, and Allied arenas. Also, as a management tool, the components can help determine potential interoperability characteristics of future U.S. Navy BFC3 systems for compliance with battle force systems architectures. The approach selected for the quantification of interoperability was the development of a set of measures of performance (MOPs) and measures of effectiveness (MOEs). The MOPs/MOEs were integrated with a candidate set of components, which were used to partition the totality of interoperability into measurable entities. The methodology described employs basic truth table theory in conjunction with logic equations to evaluate the interoperability components in terms of MOPs that were aggregated to MOEs. It is believed that this concept, although elementary and based on fundamental principles, represents an operationally significant approach rather than a theoretical approach to the quantification of interoperability. The vehicle used as a means to measure the MOPs and MOEs was the research Evaluation and Systems Analysis (RESA) computer modeling and simulation capability at the Naval Ocean Systems Center (NOSC), San Diego, Calif. Holm is an associate chemist in the Aquatic Chemistry Section of the Illinois State Water Survey (2204 Griffith Dr. Champaign IL 61820-7495) a division of the Illinois Department of Energy and Natural Resources. His research interests include ground water geochemistry trace-metal speciation and arsenic chemistry. Prior to joining the Water Survey he was a research assistant prof essor at the University of Minnesota (Twin Cities) where he studied the geochemistry of aquifer thermal energy storage. Before that he was a postdoctoral research associate in the Water Chemistry Program of the University of Wisconsin (Madison) where he investigated arsenic speciation and cycling in fresh water sediments. He received his B.S. in chemistry from Portland State University and his M.S. and Ph.D. in environmental engineering science from the California Institute of Technology. Gregory K. George is' an assistant chemist in the Aquatic Chemistry Section of the Illinois State Water Survey (2204 Griffith Dr. Champaign IL 61820-7495). His research work has focused on evaluation and improvement of analytical methods for naturally occurring aquatic organic matter and on the development and validation of analytical and sampling methods for ground water oxidants. He was previously a research technician with the University of Illinois Institute for Environmental Studies where he determined dissolved 226Ra for a ground water treatment project. He received a B.S. in chemistry from the University of Illinois (Urbana-Champaign). Michael J. Barcelona is the head of the Aquatic Chemistry Section of the Illinois State Water Survey (2204 Griffith Dr. Champaign IL 61820-7495). His research interests include ground water geochemistry contaminant detection monitoring and verification techniques with an emphasis on ground water resource protection and management. A model for the diffusion of gases through polymeric tubing was derived which predicts that the amount of gas transferred is proportional to the tubing length and inversely proportional to the pumping rate. The model was experimentally tested and confirmed for oxygen transfer through fluorinated ethylene-propylene copolymer (FEP) tubing using tubing lengths and flow rates typical of ground water sampling. Diffusion can introduce measurable concentrations of oxygen into initially anoxic water. Diffusive loss of carbon dioxide from water that is oversaturated with respect to atmospheric CO 2 does not measurably affect pH under similar usage conditions.

She has held positions in the artificial kidney development group at Dow Chemical Company and the new product development group of Cordis-Dow Corporation. She is currently working in clinical research in the Hemodialysis Treatment & Research Center at Franklin Hospital in San Francisco. Marcia Keen is currently a doctoral student at the University of California San Francisco and serves as Clinical Research Supervisor at the Hemodialysis Treatment & Research Center at Franklin Hospital in San Francisco. She received her MS at the University of California San Francisco. Her thesis research developed a non-invasive Doppler technique to quantitate vascular access graft flow in hemodialysis patients. Hemodialysis is a therapeutic procedure for replacing some functions of the natural kidney. As such, it is capable of allowing people with little or no residual kidney function to survive and in some cases to lead productive lives. There are, unfortunately, a number of side effects associated with this procedure (shock, muscle cramps, fatigue, etc.). In order to minimize these side effects, we have undertaken to model shifts of fluid between the intracellular and extracellular fluid spaces in hemodialysis patients. Fluid shifts are primarily a function of osmolality differences between these fluid spaces. Changes in osmolality are caused mainly by changes in urea and salt concentrations. Least squares analysis of patient data has been used to estimate the appropriate ultrafiltration and urea mass transfer coefficients for each patient. The model has then been used to find a dialysate sodium concentration profile that will minimize fluid shifts into and out of the intracellular fluid space.

Formerly Dr. Mangun was the Project Manager for Policy Analysis and National Surveys for the U.S. Fish and Wildlife Service in Washington DC. Assistant Professor of Environmental Studies at the University of California-Davis. He has published extensively on natural resource economics topic areas providing a blend between his experience with management decisionmaking and academic interests. His articles appear in leading journals such as Land Economics Journal of Environmental Management and Journal of Leisure Research. Formerly Dr. Loomis was a resource economist with the Western Energy and Land Use Team of the U.S. Fish and Wildlife Service in Ft. Collins Colorado. Over the past several years he has been involved as an instructor o f short courses around the United States on valuation techniques for the U.S. Army Corps of Engineers personnel.

Hornby received a bachelor of scien degree in agronomy from Delaware Valley College of Science and Agriculture in 1980 and a master of science degree in soil science from Texas A&M University in 1984. Hornby has more than Jive years experience in conducting research in the field of soil science. He has designed and supervised the installation of unsaturated zone monitoring (UZM) equipment) or hazardous and non-hazardous land treatment facilities and conducted on-site evaluations of existing UZM systems. He is co-author of the U.S. EPA draft “Permit Guidance Manual on Hazardous Waste Land Treatment Demonstrations.” J. David Zabcik received an associate degree in forestry from Temple Junior College in 1974 a bachelor of science degree in agronomy from Texas A&M University in 1976 and a master of agriculture degree in soil physics from Texas A&M University in 1982. Zabcik has more than eight years experience in conducting research in the field of soil science. He has been project manager of permitting activities for several hazardous and non-hazardous waste land treatment facilities which involves permitting strategy development site assessment preparation of the land treatment demonstration unsaturated zone monitoring and treatment program. Wayne Crawley received a bachelor of business administration from North Texas State University in 1975 and a master of science in range science from Texas A&M University in 1982. He has more than five years experience in natural resource management. Crawley has prepared waste management and monitoring plans for land treatment units. He has written closure plans and supervised field work for several surface impoundment closures. Crawley has directed the installation of soil-pore liquid samplers and ground water monitoring wells at hazardous and non-hazardous waste treatment facilities.

Presently available suction and free drainage soil-pore liquid (SPL) samplers were compared with two new SPL sampler designs for use in unsaturated zone monitoring programs. Comparisons and recommendations for appropriate SPL monitoring equipment were based on factors that influence sample quality. These factors are: • The nature of the matrix being sampled • The nature of the constituent being monitored • Seasonal and site managerial influences on water movement • Site condition influence on available options for installation of monitoring equipment.

She received a doctorate in educational psychology from Michigan State University in 1974 and has previously served on the faculties of the Medical University of South Carolina and the University of Miami (Florida). Among her most recent publications are an article in Research in Nursrng and health and co-editorship of Comprehensrve Reziew of the Basic Sciences (Health Science Consortium 1985) JAMES PLEWS-OGAN R.N. M.S. is a nurse practitioner with the Harvard Community Health Plan. Formerly he was the Co-Director of the Delmarva Rural Ministries in Virginia. Mr. Plews-Ogan received his degree in nursing in 1081 from Pace University-Ogan JEFFREY A. JOHNSON M.P.A. is Assistant Deputy Director of the Area Health Education Center (AHEC) of the Eastern Virginia Medical School. Mr. Johnson received his graduate degree from Old Dominion University and has previously served as an Evaluation Specialist in the AHEC program

The utilization of an outreach primary care health service provided by nurse practitioners to the migrant farm work population on the Eastern Shore of Virginia in 1984 was examined by migrants’ethnicity, gender, and age. Seventy percent of a population of Black, Mexican American, and Haitian workers and dependents were seen in 5,937 camp encounters. The population and first‐encounter patient distributions were equivalent except for gender: relatively more moles than females received service. First‐ and subsequent‐encounter distributions were disproportional for ethnicity, gènder, and age: subsequent service was provided more frequently to Blacks, females, and patients over 30 years of age. In Search of Legitimacy: Toward An Empirical Analysis

Legitimacy is a much used concept in the social sciences. However, the absence of precise operational meaning has prompted questions about its utility as an explanation of compliance with social norms. Most recently, Alan Hyde has argued that legitimacy cannot be disentangled from other explanations of compliance such as coercion and self‐interest and should, therefore, be abandoned. However, institutional, attitudinal, and behavioral dimensions of legitimacy can be operationalized. As part of our research on small claims courts we examined variations in institutional processes and legitimacy, gathered data on levels of voluntary compliance, and questioned defendants about their reasons for paying claims against them. We conclude that institutional legitimacy is related to voluntary compliance, and that the “language of obligation” is an important part of normal discourse. Operational meanings for legitimacy are available and empirical research about legitimacy should be a prominent part of the social science research agenda. Copyright © 1986, Wiley Blackwell.
