He received his B.S. and M.S. degrees in applied physics from Loyola College in Baltimore Md. and the American University in Washington D. C. He also has completed his course work towards his Ph.D. degree in computer science specializing in the fields of systems analysis and computer simulation. He has been employed by the Naval Surface Warfare Center White Oak Laboratory Silver Spring Md. for 20 years in the areas of weapon system analysis and the development of weapon systems simulations. Since 1978 he has been involved in the development of tools and methodologies that can be applied to the solution of shipboard combat system/battle force system architecture and engineering problems. Mr. Mensh is a member of ASNE MORS IEEE U.S. Naval Institute MAA and the Sigma Xi Research Society. Robert S. Kite:is a systems engineer with the Naval Warfare Systems Engineering Department of the MITRE Corporation in McLean Va. Mr. Kite received his B.S. degree in electronic engineering from The Johns Hopkins University in Baltimore Md. Mr. Kite retired from the Federal Communications Commission in 1979 and served a project manager of the J-12 Frequency Management Support Project for the Illinois Institute of Technology Research Institute in Annapolis Md. before joining MITRE. Mr. Kite is presently a member of ASNE the Military Operations Research Society and an associate member of Sigma Xi. Paul H. Darby:has worked in the field of interoperability both in the development of interoperability concepts and systems since joining the Department of the Navy in 1967. He was the Navy's program manager for the WestPacNorth TACS/ TADS and IFFN systems. He is currently head of the Interoperability Branch Warfare Systems Engineering Office Space and Naval Warfare Systems Command. He holds a B.S. from the U.S. Naval Academy.

Holm is an associate chemist in the Aquatic Chemistry Section of the Illinois State Water Survey (2204 Griffith Dr. Champaign IL 61820-7495) a division of the Illinois Department of Energy and Natural Resources. His research interests include ground water geochemistry trace-metal speciation and arsenic chemistry. Prior to joining the Water Survey he was a research assistant prof essor at the University of Minnesota (Twin Cities) where he studied the geochemistry of aquifer thermal energy storage. Before that he was a postdoctoral research associate in the Water Chemistry Program of the University of Wisconsin (Madison) where he investigated arsenic speciation and cycling in fresh water sediments. He received his B.S. in chemistry from Portland State University and his M.S. and Ph.D. in environmental engineering science from the California Institute of Technology. Gregory K. George is' an assistant chemist in the Aquatic Chemistry Section of the Illinois State Water Survey (2204 Griffith Dr. Champaign IL 61820-7495). His research work has focused on evaluation and improvement of analytical methods for naturally occurring aquatic organic matter and on the development and validation of analytical and sampling methods for ground water oxidants. He was previously a research technician with the University of Illinois Institute for Environmental Studies where he determined dissolved 226Ra for a ground water treatment project. He received a B.S. in chemistry from the University of Illinois (Urbana-Champaign). Michael J. Barcelona is the head of the Aquatic Chemistry Section of the Illinois State Water Survey (2204 Griffith Dr. Champaign IL 61820-7495). His research interests include ground water geochemistry contaminant detection monitoring and verification techniques with an emphasis on ground water resource protection and management. He has published extensively on natural resource economics topic areas providing a blend between his experience with management decisionmaking and academic interests. Hornby received a bachelor of scien degree in agronomy from Delaware Valley College of Science and Agriculture in 1980 and a master of science degree in soil science from Texas A&M University in 1984. Hornby has more than Jive years experience in conducting research in the field of soil science. He has designed and supervised the installation of unsaturated zone monitoring (UZM) equipment) or hazardous and non-hazardous land treatment facilities and conducted on-site evaluations of existing UZM systems. He is co-author of the U.S. EPA draft “Permit Guidance Manual on Hazardous Waste Land Treatment Demonstrations.” J. David Zabcik received an associate degree in forestry from Temple Junior College in 1974 a bachelor of science degree in agronomy from Texas A&M University in 1976 and a master of agriculture degree in soil physics from Texas A&M University in 1982. Zabcik has more than eight years experience in conducting research in the field of soil science. He has been project manager of permitting activities for several hazardous and non-hazardous waste land treatment facilities which involves permitting strategy development site assessment preparation of the land treatment demonstration unsaturated zone monitoring and treatment program. Wayne Crawley received a bachelor of business administration from North Texas State University in 1975 and a master of science in range science from Texas A&M University in 1982. He has more than five years experience in natural resource management. Crawley has prepared waste management and monitoring plans for land treatment units. He has written closure plans and supervised field work for several surface impoundment closures. Crawley has directed the installation of soil-pore liquid samplers and ground water monitoring wells at hazardous and non-hazardous waste treatment facilities.
