FACTS (Flexible AC Transmission system) technology, a product of development in power electronics, is now providing an opportunity to develop the direction for power system control. It is profitable for this advanced technology to be combined with new control concepts. A novel hierarchical control methodology incorporated with FACTS devices in power systems is proposed in this paper, and possible future research directions are suggested. Issues concerning FACTS performance and applications, hierarchical control concepts, and model and algorithm developments are also addressed herein. This research aims to overcome technical limitations through a comprehensive and flexible methodology to enhance reliability and security of large-scale power systems.

Under Defense Advanced research Projects Agency sponsorship, APL is developing a miniature time-of-flight (TOF) mass spectrometer for early warning against exposure to chemical/biological agents, Intended for operation by a wide range of military and civilian personnel, the instrument must be able to detect and identify pathological agents wit-hin minutes. Key to this mission is the spectrometer operator's interpretation of the data. Typically, interpretation of mass spectra has been the realm of professional chemists and biochemists. Other operators must rely on computer classification of the TOF mass spectrometer's output. We describe algorithms that can be used to interpret mass spectra and that have been successful on a limited data set. These algorithms handle precisely known, and partially unknown, signatures. For precisely known signatures, a vector space problem can be formulated to estimate the optimum approximation of the measured spectrum with a combination of stored library signatures of threat agents. Fdr partially unknown signatures, a Bayesian probabilistic approach has been taken to relate the potentially variable signature of a bacterial threat to likelihoods of chemical composition of bacterial lipids.

We have proposed a novel type of image sensor named artificial retina LSIs (AR LSls) which combine both functions of image sensing and image processing, similar to our human eyes. The operation principle is based on the optoelectronic vector/matrix multiplier, where the input image is corresponding to the matrix, and the electric control signal to the vector. The functions of the image processing include simple image capturing, edge extraction, 2D to 1D image projection, random access, resolution control and so on. These functions can be selected just by changing the pattern of the electric control signal. The optoelectronic multiplier operates in a semi-parallel and an analog mode. We have developed four kinds of AR LSls based on the CMOS technology.

Activities are progressing for international standardization of the next-generation mobile communications system (IMT-2000). This new system is intended to substantially improve the quality of voice communications as well as to implement multimedia communications including Internet services. Hitachi developed a base station, mobile station and mobile switching center-simulator for a mobile telecommunications system, using the wideband CDMA system proposed for the international standard by Japan. Based on these results, Hitachi manufactured and delivered to KDD Corporation a test bed following the system specifications presented by KDD. KDD conducted field trials of this system, in the central part of Tokyo in November 1998 and confirmed that high-quality voice communications and image communications by video telephone could be implemented (including soft handover operation). Hitachi conducted a system test for itself and confirmed that the test bed could connect to the mobile station provided by NTT Mobile Communications Network and that the outdoor service area conformed well with the simulation.

A simulation of the movement of spilled oil after the incident of the Russian tanker Nakhodka in the Sea of Japan, in January 1997, was performed by a particle tracking model incorporating advection by currents, random diffusion, the buoyancy effect, the parameterization of oil evaporation, biodegradation, and beaching. The currents advecting spilled oil were defined by surface wind drift superposed on the three-dimensional ocean currents obtained by the Geophysical Fluid Dynamics Laboratory modular ocean model (GFDL MOM), which was forced by the climatological monthly mean meteorological data, or by the European center for Medium Range Weather Forecasts (ECMWF) daily meteorological data, and assimilated sea surface topography detected by satellite altimeter. A number of experiments with different parameters and situations showed that the wide geographical spread of oil observed is not explained by wind drift alone, and that including the simulated climatological currents gives better results. The combination of surface wind drift and daily ocean currents shows the best agreement between the model and observations except in some coastal areas. The daily meteorological effect on the ocean circulation model results in a stronger variability of currents that closely simulates some features of the nonlinear large-scale horizontal turbulent diffusion of oil. The effect of different parameterizations for the size distribution of model oil particles is discussed.

Summary form only given. This paper shows a 2.5 GHz PLL circuit for high-speed communication devices using a 0.18 /spl mu/m SOI/CMOS technology. The technology uses a shallow trench structure to effectively isolate active devices on a thin film SOI substrate. We employed floating-body SOI/CMOS in this chip. We applied a ring oscillator for the voltage controlled-oscillator (VCO). The well-known issues of SOI do not affect the circuit stability and noise performance of our PLL circuit for several reasons. Firstly, as the frequency range required for the VCO is comparatively narrow, the floating-body configuration would have little effect on circuit operation (Ueda et al., 1996). Secondly, thermal equilibrium on the ring oscillator can be achieved within a few microseconds (Tenbroek et al., 1998). Then the self-heating issue would be insignificant for the lock-in process of the PLL. Besides this, the buried oxide of SOI and shallow trench isolation reduces the crosstalk noise from the large digital logic block which is the most potentially serious problem for system-level integration of sensitive circuits and large logic blocks.

Elevator control systems are very sophisticated, hard real-time systems that have to do various activities within specified timing constraints. Also they have numerous differences of functions and system specifications due to adopting user's requirements. So, it is difficult to develop new models especially on requirement changes with satisfying timing constraints. A new software development process focused on software reuse is introduced. This process has been applied from the first phase of the software life-cycle. It is called feature-oriented reuse method (FORM). Using FORM, we could describe those complicated elevator systems in more understandable form, utilize reusability of requirement specifications, adopt new requirements, and finally develop reliable control systems. This paper present real-time elevator model resulted from each software development process for the elevator controller and promising simulation results showing dynamic behavior.
