When images captured by a tilted camera are mosaiced into a panorama, the resulting mosaic is curled. This happens, for example, with a panning camera that is not perfectly horizontal, and with a translating camera facing a tilted planar surface. The tilt of the camera causes differences in image velocity between the top and bottom parts of the image, causing the curled mosaic. In rectified mosaicing these distortions are overcome by warping the strips into rectangles, while keeping some image feature invariant. This warping equalizes the image motion at the different image parts, and the resulting mosaic is straight. Mosaicing is done without camera calibration or knowledge of the scene, and the process adapts automatically to smooth changes in the scene and the imaging conditions.

The authors discuss multimedia data communications using the Internet from the standpoint of providing services, and propose a cost model based on multilevel complex objects for the purpose of responding to the various needs of users. The proposed cost model creates multiple levels of the service which provide each element of the complex object, and then introduces the concept of `service ranges' that can dynamically vary the service which can be received within the scope of the price paid. Conventional multimedia data can only provide one service. However, the authors' service can be selected dynamically from within a range based on the price paid by the user. In order to evaluate these methods, the authors created a framework which can be applied to 3DCG content using VRML by using Java and OODBMS. In addition, rights such as copyrights that are frequently a part of 3DCG content must be protected. The proposed multilevel complex object can confirm a user's rights by using a built-in user authentication function. Thus, copyright management features that provide services within a service range available to valid users and block out illegal users can be realized.

The contribution of this paper is an extension of the pruned tree-structured hierarchical vector quantization (PTSHVQ) algorithm, with a focus on designing and benchmarking a complete Internet-aware system for the real-time delivery of compressed images. We extend the PTSHVQ algorithm to enable the encoder to use a combination of "coarse" and "fine" rate control mechanisms. The coarse rate control is achieved by switching between successive HVQ lookup tables, thereby changing the bit rate on a logarithmic scale, e.g., to give 4, 2, 1, 0.5 bpp, etc. The fine rate control is achieved by sub-setting into the address space of the current HVQ lookup table, e.g., generating 4, 3.5, 3, 2.5 bpp. The combination of these two strategies of switching between HVQ stages and subsetting the available range of addresses at each stage gives us a much larger dynamic range as well as finer calibration of operational bit rates than any existing HVQ system. Organizing the codebooks into binary tree structures by using the greedy BFOS algorithm guarantees locally optimal rate-distortion behavior at each operational bit rate. The function of the distributed transcoder is to enable the regulation of operational bandwidth over a heterogeneous network, thereby guaranteeing fairness in broadcast type applications.

Underwater robotic vehicles (URV) have been employed for mobility, and robot manipulators attached to the underwater vehicle play the role of manipulation. URV motions are determined by inherent dynamic couplings between active and passive joints. Furthermore, the control problem becomes complex since there should be considered many hydrodynamic terms as well as intrinsic model uncertainties. To cope with these difficulties, we propose a disturbance observer-based robust control algorithm for underwater manipulators with passive joints. The proposed control algorithm is able to treat an underactuated system as a pseudo-active system in which passive joints are eliminated. Also, to realize a robust control method, a nonlinear feedback disturbance observer is applied to each active joint. A four-jointed underwater robotic system with one passive joint is considered as an illustrative example. Through simulation, it is shown that the proposed control algorithm has good position tracking performances even in the presence of several external disturbances and model uncertainties.

The combination of Petri net (PN) and AI to solve flexible manufacturing systems (FMS) sch.duling problems has been proven to be a promising approach. However, the NP-hard nature of the problem prevents the PN capability of reasoning about the behavior of a practical system. To overcome this drawback, we propose two techniques: a systematic method to avoid the generation of unpromising paths within the search graph, and a stage-search based algorithm. The algorithm developed is based on the application of the A* algorithm and the PN-based heuristics. The search is performed within a limited local search window where an optimization policy is applied to evaluate the most promising paths. For each state, the algorithm is able to decide whether an enabled operation is applied, and to maintain the decision until new system information makes the reconsideration meaningful. Comparison with previous work is presented to show the superiority of the proposed approach.

Working under a National science Foundation Advanced Technological Education (NSF/ATE) grant, the authors have been involved for two years in the development of graphical, interactive software for use by students in engineering and Technology programs. The project is primarily oriented toward two-year, community-college institutions and has involved the building of a small consortium of such sch.ols. The first module in the series to be completed and implemented, entitled Vector Vision, is now in use in the author's institution and in several two-year partner sch.ols. Vector Vision provides interactive instructional and problem-solving resources for introducing and reviewing fundamental vector and complex-number concepts for lower-division engineering and Technology students. The philosophy and objectives underlying the series of software programs (already discussed in previous works) are briefly reviewed, with specific attention to the Vector Vision module. The primary goal of the present paper, however, is to describe in detail how such a graphical, animated, interactive educational package with audiovisual aids and versatile on-screen commands is developed. The specific languages, tools, and techniques employed in program development are discussed, and some sample coding is presented. Specific relevant techniques associated with the Visual C++ development and production are enumerated. Program use is briefly demonstrated, and some screen views illustrating program use are included. The development and inclusion of animated HELP sequences, tutorials, and other aids is described.

Knowledge discovery techniques have not been widely used with macroeconomic data despite the social and political importance inherent in accurate economic forecasting. Rather, economic forecasting is currently performed with the use of models that rely heavily on theoretical assumptions. Economic assumptions are invariably contentious and model predictions are often rejected or accepted based on subjective perceptions about assumptions. We present an application of KDD (knowledge discovery in databases) that generates a forecasting model that avoids economic assumptions by focusing entirely on existing data. Although association rules are typically used for finding interesting patterns in data, this is not a strategy we employed. Our approach differs in that all possible association rules between variables representing the current state of an economy in a quarter and the state in the next quarter are generated to form a matrix. A metric based on the support, confidence and expected probability of each rule is then derived. The system has been used to perform economic analyses of existing and future government policies. The system has been developed using data from the US economy over the last 30 years. © 1999 IEEE.

It is outlined for transformation systems where the forward transform uses a kernel which has been adaptively/iteratively found but require an inversion sch.me which maps exactly the forward transformation.

An introductory multi-disciplinary course in electronics packaging has been delivered simultaneously in a live classroom, by videotape to remote students, and on the Internet. This paper describes the technical organization and integration of these delivery modes, with emphasis on the utilization of a flexible Internet course template. More than 250 courses will be offered in the spring 1999 semester from more than thirty separate colleges and universities in the State University of New York system, all based on the template developed by the SUNY Learning Network (SLN). Students participate entirely on-line, using either Netscape or Internet Explorer to access courses hosted on five SLN servers. As well as providing for on-line instruction, tests, problem assignments, and `office hours,' etc., the template is also designed to encourage group projects and class discussion. In the Watson sch.ol's graduate EngiNetTM courses delivered by the Internet, regular classroom lectures are prepared as PowerPoint presentations, with video output displayed on television monitors. During the presentation, the AudioPoint Logger resident on the instructor's computer records the Internet `video' presentation of slide images and cursor movements for later synchronization with recorded audio. The remote student's `playback' is also indexed to permit jumping back to selected slides (and audio) for review.

Genetic algorithms became popular as a powerful optimisation tool, relevant for a variety of problems. The paper describes an application of traditional genetic algorithms to maintenance sch.duling in power systems. A representation, integrating any constraints, suitable for a variety of problems, is designed and appropriate chromosome evaluation is suggested. Two example problems are discussed.
