A novel elastic image registration approach is proposed, which can register both 2D medical images and gel electrophoresis automatically and accurately. Firstly, the global affine registration method based on image intensity is used to initialise a starting estimation of the robust registration algorithm. Then, by using iterative landmark based algorithm, the affine registration results are registered to further improve the accuracy in the second step, in which, the novel automatic landmark localization method is introduced and the thin-plate spline is used to refine the registration precision. Experimental results are presented for the registration of the 2D Phantom images and gel electrophoresis.

A thin film is a very attractive material in applications for capacitor material. Since the capacitance of multi layer capacitor is proportional to the number of dielectric layer and it is inversely as thickness, making thickness of film thin has a double advantage, in order to enlarge the capacitance. Nitrogen clusters have drawn considerable attention in recent years, because of not only their theoretical interest, but also their possible use as environmentally friendly high-energy-density materials (HEDMs). In this work, quantum chemical ab initio method has been applied to the study of seven cage-like N12 isomers, including two previously studied nitrogen cages N12. Full geometry optimization, harmonic vibrational frequency, and thermodynamics calculations for seven different N12 molecules have been performed at the RHF/6-31G * level of theory. The calculation results show that all of the seven structures were found to be local minima on the potential energy hypersurface at the RHF/6-31G * , and the cage-like N12 with D3d symmetry is the most stable in seven N12 isomers. From the results presented here, it seems that there is not a direct relationship between the stability of the isomers and their symmetry. We also found that the five-membered ring is a fundamental stable structural unit for large even number nitrogen clusters. The more the five-membered rings, the more stable the isomer would be. In addition, the energy differences relative to six N2 molecules are also calculated and it appears that these seven cage-like N12 isomers would be very energetic materials. The present study would provide some theoretical data for synthesizing more stable nitrogen clusters in the future.

The Sydney water scare shares with numerous contemporary policy issues a complex intermeshing of 'fact' and 'value'. An examination of the institutional reforms that resolved this matter shows the 'appeals to the facts' that dominated contemporary commentary to be both misleading and counterproductive. The emphasis on process that emerges reflects recent approaches to science in policy which, in acknowledging a key role for values, privilege decision processes over tech.ical analyses, highlight community involvement, and stress discursive procedures and fora over more conventional rational choice models of decision making. Ultimately we need to reconceive the fact/value distinction and how it frames science in politics.

Diabetic neuropathy induces disorder in blood flow, hence it is possible to estimate the autonomic function by analyzing it. We divided subjects into two groups, normal N and diabetic neuropathy DN (+) groups. The blood flow was measured at the fingertips by a non-invasive laser Doppler measuring tech.ique. We propose two methods to estimate autonomic function. The first method is to examine the blood flow fluctuation with component analysis. Thirty minutes after taking glucose, many normal subjects showed distinct amplitude increase in the frequency range between 0.05-0.15 Hz which reflects sympathetic nerve activity, while average blood flow decreases. On the other hand, in DN (+) group, the increase was hardly observed. The second method is to investigate the relation between 1st and 2nd time derivatives of blood flow from the viewpoint of circulating control of blood flow. For the normal group, we observed the clear feature that there were many points which lay near zero for the 1st derivative value. The existence of these points means there exists a period for the normal group in which the proper blood flow is attained and no changes in flow are necessary. In the DN (+) group, we could not observe these characteristic points. From these two results obtained by these methods, we can distinguish DN (+) patients from normal subjects.

The fire resistance of reinforced concrete columns was analyzed. The finite element analysis method was employed which considers the influence of the temperature on the material properties and the local failure of the material due to tension or compression stress. The analysis showed that the failure of the concrete column when it was subjected to fire on its one side is caused by the combination of few factors such as reduction in material strength due to high temperatures and the compressional stresses on the fire exposed side.

The Boeing Corporation conducts an A.D. Welliver summer fellowship program for engineering educators. This article describes the lessons learned by the 1998 summer Fellows. These include increasing emphasis on cost, communications and continuous learning, modifying faculty promotion guidelines to honor collaboration in teaching and research, and collaborating with industry on exit criteria. Eventually, industry has to become a partner in the educational process. The Fellows unanimously agreed that the Welliver Program was a valuable experience.
