This paper presents a method for noisy speech enhancement based on integration of a formant-tracking linear prediction (FTLP) model of spectral envelope and a harmonic noise model (HNM) of the excitation of speech. The time-varying trajectories of the parameters of the LP and HNM models are tracked with Viterbi classifiers and smoothed with Kalman filters. A frequency domain pitch estimation is proposed, that searches for the peak SNRs at the harmonics. The LP-HNM model is used to deconstruct noisy speech, de-noise its LP and HNM models and then reconstitute cleaned speech. Experimental evaluations show the performance gains resulting from the formant tracking, harmonic extraction and noise reduction stages.

In this paper, we compare the second and fourth order super-resolution time-of-arrival (TOA) estimation of frequency domain in an IEEE 802.11b network for location positioning. The performance of the super-resolution TOA estimation methods are valued by two parameters: mean distance error and standard deviation of the distance estimation error. Five hundred timed Monte Carlo simulations have been done in Matlab, and simulation results indicate that more accurate TOA estimation results can be achieved by the use of ESPRIT algorithms in super-resolution TOA method algorithm under the affecting of SNR.

Engineers and researchers are facing many challenges as they develop new applications and methods to improve optical wireless technology. The technology is being incorporated into many consumer products such as televisions, cell phones, broadband access, inter-satellite links and deep space connections. Indoor remote control and interdevice connectivity are significant areas for development in the market for optical wireless communication. In order for optical wireless technology to translate into successful consumer applications, it must have low-cost, short-range, high-dynamic range-links, be robust in the face of ambious noise and interference and be manufactured to certain standards to allow interoperability among products.

The trials, tribulations and successes experienced during the second year full-time educator at the Eastern Washington University is discussed. The transition from the industry to education is a rewarding process because many tasks became easier, more routine and less time consuming. However, new challenges emerged in the form of committee appointments, developing a new academic program, and beginning the persuit of tenure. The second year demanded far more effort than the first. The skills directly transferred from actual engineering and managerial experiences are applied to the education process with great success.

The need to provide instruction that is more "student centered" and challenging to the individual student in higher education has created the need for new paradigms of teaching engineering Technology. To meet this challenge requires a new look at how we have traditionally delivered the laboratory experience for engineering Technology at the bachelors level. The following paper describes how Eastern Washington University has chosen to meet this challenge using a non-traditional paradigm of delivering the laboratory experience in the Robotics and Automation course. The new method of delivery uses self-directed and self-designed experiments by the student to enhance the learning experience. This new framework of course delivery challenges the student to design and implement an experiment that is unique to him/her. The student is much more engaged in higher order learning since he must first design, understand and then perform the experiment. This is in contrast to the traditional method of the student blindly doing the same pre-planned experiment as all the other students, often not understanding or caring why he/she was doing the experiment in the first place. The paper further relates the experience and lessons learned in using this new method of laboratory experimentation at the undergraduate level.

The Department of engineering and design (E&D) within the school of computing and engineering Sciences at Eastern Washington University (EWU) is developing a new Electrical engineering (EE) degree program that will prepare professional engineers to adapt quickly to new technologies and knowledge. Coursework, faculty, community, and industry partners will engage students in the fundamentals of critical thinking, communication, and teamwork. The program emphasizes the best of engineering theory, professional practice, cutting-edge software, design, and manufacturing processes while utilizing instructional methods in the way people learn best. The result will be highly capable engineering professionals with both theoretical and active knowledge of engineering. The EE program is organized around an "experience-based learning" approach that gives equal importance and attention to service learning as well as industrial collaboration. Providing students with the necessary fundamentals to be able to solve technical problems both in industry and society will drive the curriculum. A recruiting and retention plan is also being developed as part of the new curriculum design. The development of this plan is considered to be a crucial and fundamental component of the overall EE program. One of the biggest concerns is the recruitment and retention of underrepresented groups in the engineering field. A design contest involving teams from different colleges and universities was used in engineering Education to accomplish team building and communication. Eastern Washington University created a Human Powered Paper Vehicle (HPPV) Contest to meet the challenges in the confines of an intercollegiate design competition. The contest was found challenging enough to hold the student's interest without being too complicated. The design and fabrication of the vehicle was done entirely by the student's, which led to real ownership in the competition by the student team. Even when a vehicle failed in the race, the students laughed and felt a sense of pride for just competing.

This paper presents an analysis of the potential yield loss in FPGA due to random defects in metal layers. A proven yield model is adapted to target the FPGA interconnect layers in order to predict the manufacturing yield. Defect parameters from the 2003 SIA roadmap are used to investigate the trend in yield loss due to defects in interconnect layers in the future. It is shown that the low yield predicted for the 45nm technology node and beyond is a cause for concern. The potential impact on yield using two different approaches, namely redundant circuits and fault tolerant design, is also presented. Copyright 2005 ACM.
