The active train plan should be adjusted or a new plan should be created to deal with the exceptional case brought by the special operation conditions in high-speed rail, such as natural disasters, accidents, and large passenger flow, and so on,. How to evaluate the reasonality of the new plan is important. A fuzzy analytic hierarchy process (FAHP) combined qualitative and quantitative analysis is put forward to solve the problem. Firstly, an evaluation index system for high-speed railway train plan on the special operation conditions is built, and the indexes are made dimensionless. Then the relative weights of evaluation indexes are determined by analytic hierarchy process, and high-speed railway train plans on the special operation conditions are evaluated by comprehensive fuzzy evaluation method. Finally, Beijing-Shanghai high-speed rail is taken as example. The special operation condition is simulated and the corresponding train plans are created and evaluated. Then the rank of the plans can be obtained. The simulation results show that the fuzzy analytic hierarchy process (FAHP) is a feasible method to evaluate the high-speed railway train plans on the special operation conditions.

Radial basis function (RBF) network is one of the significant neural networks. It has been used successfully in various fields. But in RBF network approximation algorithm, the initial value of the network weights, Gauss function center vector and broad-based vector is not easy to determine, and when these parameter choice is undeserved, RBF network approximation precision will decline and even the serious consequences of network spread will be produced. By using genetic algorithm in this paper, which can better realize RBF network parameter optimization, thereby increasing the accuracy of approximation. Scilab is open source software and has good simulation capabilities. Experiments using Scilab shows that the optimization method of genetic neural network is feasible and results are satisfied.

This paper studies consensus control problems for a class of second-order multi-agent systems without relative velocity measurement. Some dynamic neighbour-based rules are adopted for the agents in the presence of external disturbances. A sufficient condition is derived to make all agents achieve consensus while satisfying desired H∞ performance. Finally, numerical simulations are provided to show the effectiveness of our theoretical results.

Then a Simulated Annealing (SA) theory based on packet size optimization algorithm is proposed in three communication models. This paper presents a discrete event-triggered communication scheme for a class of networked Takagi-Sugeno (T-S) fuzzy systems. This scheme has two main features: i) whether or not the sampled state should be transmitted is determined by the current sampled state and the error between the current sampled state and the latest transmitted state, and ii) it is a discrete event-triggered communication scheme since the triggered conditions are measured and checked at the discrete sampling instant. Next, an asynchronous networked T-S fuzzy model is delicately constructed, which not only includes the state error, but also considers the non-uniform time scales in the networked T-S fuzzy model and the parallel distributed compensation fuzzy control rules. Then, using the Lyapunov-Krasovskii functional techniques, two sufficient conditions are derived for system analysis and synthesis, respectively. In particular, the derived stabilization criterion can provide a tradeoff to balance the required communication resources and the desired performance. Finally, a numerical example is given to show the effectiveness of the proposed method.

Thailand has exported longan to international market more than four decades, and China is the main international market. After Thailand and China agreed the ASEAN framework under Free Trade Agreement (FTA) since 2003, the average volume and value of longan export per year during 2004-2010, grow up to 200,000 tons and 2,737 million Baht respectively. And the average of growth rate per year of volume and value is 18%, 15%. Therefore, the objectives of the research aim to investigate the supply chain performance, collaborative supply chain of exported longan and impact factors under Thailand-China FTA. The results are based upon empirical studies, a grower and an exporter. The questionnaires developed by Q-sort technique, have been intensively employed in order to collect data. As a significant result; this paper finds exporters have high level out of eight factors, it illustrates that good competence in business for this part of supply chain as well as are well-packed and much stronger than the grower. Nevertheless, the results from regression analysis also confirm the relationship of factors in all four models. From these experimental results, both international business and agriculture business have to be emphasized in order to manage longan export.
