We consider the allocation of limited resources to heterogeneous customers who arrive in an online fashion. We would like to allocate the resources "fairly", so that no group of customers is marginalized in terms of their overall service rate. We study whether this is possible to do so in an online fashion, and if so, what a good online allocation policy is. We model this problem using online bipartite matching under stationary arrivals, a fundamental model in the literature typically studied under the objective of maximizing the total number of customers served. We instead study the objective of maximizing the minimum service rate across all groups, and propose two notions of fairness: long-run and short-run. For these fairness objectives, we analyze how competitive online algorithms can be, in comparison to offline algorithms which know the sequence of demands in advance. For long-run fairness, we propose two online heuristics (Sampling and Pooling) which establish asymptotic optimality in different regimes (no specialized supplies, no rare demand types, or imbalanced supply/demand). By contrast, outside all of these regimes, we show that the competitive ratio of online algorithms is between 0.632 and 0.732. For short-run fairness, we show for complete bipartite graphs that the competitive ratio of online algorithms is between 0.863 and 0.942;we also derive a probabilistic rejection algorithm which is asymptotically optimal in the total demand. Depending on the overall scarcity of resources, either our Sampling or Pooling heuristics could be desirable. The most difficult situation for online allocation occurs when the total supply is just enough to serve the total demand, in which case an organization could try to make allocations offline instead. We simulate our algorithms on a public ride-hailing dataset, which both demonstrates the efficacy of our heuristics and validates our managerial insights. © 2020, CC BY.

A therapy game for elementary students with ADHD

Children with Attention Deficit Hyperactivity Disorder usually have problem to express themselves. Using game as a therapy, they could reduce the problem. A recent study has revealed video games might be an alternative therapy for children with ADHD. This research is to analyze the data that was collected from a prototype game that has been developed and created. The game is created using Construct2. To collect data from the game, back-end web application was created using PHP and MySQL. Several data that have been used in this research paper are score, incorrect house, and incorrect fruit. Ten children with ADHD are involved in this testing, all children are elementary students and never receive any treatment for their ADHD. Before and after the testing, they have been tested by fMRI. The testing consists of 4 weeks of training sessions of about 20-30 minutes almost every day except Sunday or public holiday. Every session contains at least three tutorial or training tasks and four game tasks in a fixed order. In conclusion, the result showed the scores were better when the children with ADHD play with visual instruction rather than with audio instruction.

Existing compression methods typically focus on the removal of signal-level redundancies, while the potential and versatility of decomposing visual data into compact conceptual components still lack further study. To this end, we propose a novel conceptual compression framework that encodes visual data into compact structure and texture representations, then decodes in a deep synthesis fashion, aiming to achieve better visual reconstruction quality, flexible content manipulation, and potential support for various vision tasks. In particular, we propose to compress images by a dual-layered model consisting of two complementary visual features: 1) structure layer represented by structural maps and 2) texture layer characterized by low-dimensional deep representations. At the encoder side, the structural maps and texture representations are individually extracted and compressed, generating the compact, interpretable, inter-operable bitstreams. During the decoding stage, a hierarchical fusion GAN (HF-GAN) is proposed to learn the synthesis paradigm where the textures are rendered into the decoded structural maps, leading to high-quality reconstruction with remarkable visual realism. Extensive experiments on diverse images have demonstrated the superiority of our framework with lower bitrates, higher reconstruction quality, and increased versatility towards visual analysis and content manipulation tasks. © 2020, CC BY-NC-ND.

The transmission of severe acute respiratory syndrome coronavirus 2 (SARS CoV-2) in Indonesia is seen to be uncontrollably increasing that urges the government to leverage the capacity for the disease detections. Real-time polymerase chain reaction (RT-PCR), rapid test and computed tomography (CT) scan are the most common methods to determine if one has been infected regardless of whether or not the common symptoms of such Corona Virus Disease 2019 (COVID-19) surface. Among these three, RT-PCR is considered the gold standard for qualitative and quantitative assessment of SARS CoV-2 detection. The present paper aims at elaborating the framework of Roche's RT-PCR machine employed specifically for SARS CoV-2 detection performed by Genetics Indonesia which is deemed to be efficient and relatively quicker than other detection kits. RT-PCR machine detected SARS Cov-2 with RNA amplification curve equals to 10 copies RNA below the cut off value of Crossing point (Cp) positive control. Also elucidated in the paper is the implementations of EAV RNA and LightCycler® 96 RT-PCR System through which analysis time, amounts of individual required sample, as well as the reagents, can be accordingly reduced.

There have been many studies conducted related to Smart City, IT Governance and Big Data. In this study aims to find out how the relationship between the three and how to form a framework to explain it. The methodology used is qualitative by looking for some literature on smart city framework, IT Governance framework, and a Big Data framework. From these results, an overall picture of the relationship between the three is concluded, where Big Data has a role in IT Governance. and also the relationship of IT Governance to the realization of Smart City. And the final results of this study produce a framework to explain the relationship between Smart City, IT Governance and Big Data.

Orthogonal Frequency Division Multiplexing (OFDM) has been increasingly used in wireless broadband communication systems. Guard interval (GI) is used in OFDM system to reduce inter-symbol interference (ISI). As selection of the length of guard interval depends on the channel condition, the length of guard interval will change dynamically. Thus there must be a way to synchronize this parameter between the transmitter and the receivers. Traditional OFDM systems require a transmitter to notify its receivers using additional signal and thus result additional bandwidth. However, the length of guard interval is usually fixed in conventional OFDM system, which decreases the power and spectrum efficiency considerably, especially in a mobile environment. To solve this problem, an OFDM system with variable guard interval is proposed in this paper. This system first utilizes the preamble and pilot sub-carriers of each OFDM packet burst to estimate the channel RMS delay spread, and then the result is fed into the guard interval controller. Then, the controller uses a criterion to calculate the guard interval and control the OFDM transmitter.

Photonic technologies continue to drive the quest for new optical materials with unprecedented responses. A major frontier in this field is the exploration of nonlocal (spatially dispersive) materials, going beyond the local, wavevector-independent assumption traditionally made in optical material modeling. On one end, the growing interest in plasmonic, polaritonic and quantum materials has revealed naturally occurring nonlocalities, emphasizing the need for more accurate models to predict and design their optical responses. This has major implications also for topological, nonreciprocal, and time-varying systems based on these material platforms. Beyond natural materials, artificially structured materials—metamaterials and metasurfaces–can provide even stronger and engineered nonlocal effects, emerging from long-range interactions or multipolar effects. This is a rapidly expanding area in the field of photonic metamaterials, with open frontiers yet to be explored. In the case of metasurfaces, in particular, nonlocality engineering has become a powerful tool for designing strongly wavevector-dependent responses, enabling enhanced wavefront control, spatial compression, multifunctional devices, and wave-based computing. Furthermore, nonlocality and related concepts play a critical role in defining the ultimate limits of what is possible in optics, photonics, and wave physics. This Roadmap aims to survey the most exciting developments in nonlocal photonic materials, highlight new opportunities and open challenges, and chart new pathways that will drive this emerging field forward–toward new scientific discoveries and technological advancements. Survey of spectrum regulation for intelligent transportation systems

As 5G communication technology develops, vehicular communications that require high reliability, low latency, and massive connectivity are drawing increasing interest from those in academia and industry. Due to these developing technologies, vehicular communication is not limited to vehicle components in the forms of Vehicle-to-Vehicle (V2V) or Vehicle-to-Infrastructure (V2I) networks, but has also been extended to connect with others, such as pedestrians and cellular users. Dedicated Short-Range Communications (DSRC) is the conventional vehicular communication standard for Intelligent Transportation Systems (ITS). More recently, the 3rd Generation Partnership Project introduced Cellular-Vehicle-to-Everything (C-V2X), a competitor to DSRC. Meanwhile, the Federal Communications Commission (FCC)issued a Notice of Proposed Rulemaking (NPRM) to consider deploying Unlicensed National Information Infrastructure (U-NII)devices in the ITS band with two interference mitigation approaches: Detect-and-Vacate (DAV)and Re-channelization (Re-CH). With multiple standard options and interference mitigation approaches, numerous regulatory taxonomies can be identified and notification of relevant technical challenges issued. However, these challenges are much broader than the current and future regulatory taxonomies pursued by the different countries involved. Because their plans differ, the technical and regulatory challenges vary. This paper presents a literature survey about the technical challenges, the current and future ITS band usage plans, and the major research testbeds for the U.S., Europe, China, Korea, and Japan. This survey shows that the most likely deployment taxonomies are (1) DSRC, C-V2X, and Wi-Fi with Re-CH;(2) DSRC and C-V2X with interoperation, and (3) C-V2X only. The most difficult technical challenge is the interoperability between the Wi-Fi-like DSRC and 4G LTE-like C-V2X. Copyright © 2020, The Authors. All rights reserved.

Rubber Plant Disease Diagnostic System Using Technique for Order Preference by Similarity to Ideal Solution

Data from the Plantation Office of East Kalimantan Province, the area of rubber plantations has decreased every year. One of the factors that make productivity of rubber plants low is the presence of pests and diseases. The time limit of an expert is an obstacle in identifying rubber plantations. To overcome this problem, we need an expert system that can identify rubber plant diseases such as an expert. This system was developed to be able to provide solutions in diagnosing rubber plant diseases such as White Root Fungus (Rigidoporus micropus), Upas Mushroom Disease (Corticium salmonicolor), Antraknosa Disease (Colletorichum gloeosporoides), Skin Necrosis (Fusarium sp.), And Cancer Lines (Phytoptora palmivore). This study uses the TOPSIS method. There are four variables used as assessment criteria in this study, namely: the level of damage to the root, the level of damage to the stem, the level of damage to the leaves and the level of damage to the tapping path or the intensity of tapping, with preference values from 0 to 100; none, Very Light Intensity (1), Mild Intensity (3), Medium Intensity (5), Weight Intensity (7) and Very Heavy Intensity (9). Each weight value C1= 0.3; C2= 0.22; C3= 0.28; C4= 0.2. The results of this study compare manual calculations and calculations on the system obtained 99.99% accuracy. This system is expected to help facilitate rubber farmers in identifying diseases and can help experts.
