Dr. Skolnick teaches mathematics and management sciences at Marymount University and Northern Virginia Community College. From 1985 to 1989 he was president of the American Society of Naval Engineers. He has been helping the Congressional Office of Technology Assessment in evaluating civil-military integration and dual-usage opportunities. He is active in advancing national efforts to improve the teaching of mathematics and science in our elementary and secondary schools he serves on the Board of Directors of the National Coalition of Engineering Societies for Precollege Mathematics and Science.

Among these were the Trident II fire control and navigation systems the BSY-I Anti-Submarine Warfare System and the Navy standard computers (UYK44 and EMSP). He served as manager of the Digital Circuits Engineering Branch and was then appointed as manager of the Automatic Test Equipment (ATE) Technology Division. As manager of the ATE Technology Division he was responsible for the SP-23 Fire Control System Support Project the SP-24 Navigation Project and the Fleet Progressive Maintenance Program (2M/ATE). This Division was responsible for selection and application of electronic product technology and for developing fleet test and repair techniques. He holds a B.S. in Electrical Engineering from the University of Evansville and is currently pursuing a Masters of Public Administration at Indiana University-Purdue University Indianapolis. Dr. Alfred Skolnick:retired from the Navy in 1983 with the rank of captain. He is president of System Science Consultants (SSC) specializing in strategic planning technical program definition technology assessment and engineering analyses on selected matters of national interest. Dr. Skolnick taught mathematics and management sciences at University of Virginia and Marymount University. He is adjunct faculty at Northern Virginia Community College. From 1985 to 1989 he was president of the American Society of Naval Engineers. In the Navy he served at Applied Physics Laboratory/The Johns Hopkins University then aboard USSBoston(CAG-1) and played leading roles in several weapon system developments inertial navigation (Polaris) deep submergence (DSRV) and advanced ship designs (SES). He later was director Combat System Integration Naval Sea Systems Command and head Combat Projects Naval Ship Engineering Center. He joined Ingalls in 1958 and has held various positions in the Engineering Division and participated in the design of numerous merchant ships drill rigs submarines and surface combatants and auxiliary support ships. Mr. Lindgren is a 1958 graduate of the University of Southwest Louisiana. His degree is in mechanical engineering and he is also a licensed professional engineer. William A. Solitario:is the director of advanced technology at Ingalls Shipbuilding Inc. in Pascagoula Miss. He received his B.S. degree in chemical engineering from the City University of New York and has 28 years experience in marine engineering and design. His current responsibilities include the direction of Ingalls' IRAD programs and several Navy-funded R&D programs to improve ship's performance and reduce ship's operating costs. He is a member of the Society of Naval Architects and Marine Engineers and past chairman of the Gulf Section East Area. Arnold P. Moore:is the director design engineering at Ingalls Shipbuilding where he is responsible for all new construction design and engineering activities. 作者: KING, JF BARTON, DE J. Fred King:is the manager of the Advanced Technology Department for Unisys in Reston Virginia. He earned his Ph.D. in mathematics from the University of Houston in 1977. He has been principal investigator of research projects in knowledge engineering pattern recognition and heuristic problem-solving. Efforts include the development of a multi-temporal multispectral classifier for identifying graincrops using LANDSAT satellite imagery data for NASA. Also as a member of the research team for a NCI study with Baylor College of Medicine and NASA he helped develop techniques for detection of carcinoma using multispectral microphotometer scans of lung tissue. He established and became technical director of the AI Laboratory for Ford Aerospace where he developed expert scheduling modeling and knowledge acquisition systems for NASA. Since joining Unisys in 1985 he has led the development of object-oriented programming environments blackboard architectures data fusion techniques using neural networks and intelligent data base systems. Douglas E. Barton:is manager of Logistics Information Systems for Unisys in Reston Virginia. He earned his B.A. degree in computer science from the College of William and Mary in 1978 and did postgraduate work in London as a Drapers Company scholar. Since joining Unisys in 1981 his work has concentrated on program management and software engineering of large scale data base management systems and design and implementation of knowledge-based systems in planning and logistics. As chairman of the Logistics Data Subcommittee of the National Security Industrial Association (NSIA) he led an industry initiative which examined concepts in knowledge-based systems in military logistics. His responsibilities also include evaluation development and tailoring of software engineering standards and procedures for data base and knowledge-based systems. His career with Westinghouse has been divided between assignments in engineering and computer applications. Mr. Allen has published eight technical papers. He received the George Westinghouse Signature A ward of Excellence for his work on the development of the GAGES computer program for designing propeller gages. He is a member of the Association for Computing Machinery (ACM) and the Institute of Electrical and Electronics Engineers (IEEE). Walter S. Vinoski:is a project engineer at the Machinery Technology Division Westinghouse Electric Corporation Large Pa. and was instrumental in the development of the GAGES computer program. He was awarded the George Westinghouse Signature Award of Excellence for his work on the GAGES program. Mr. Vinoski has six years of marine propulsion system experience specifically with propellers. He earned a B.S. degree in electronics engineering and minored in mathematics at the Ohio Institute of Technology. He is a member of the American Society of Naval Engineers. Bernard A. Overton:graduated from North Carolina Agricultural and Technical State University Greensboro N.C. in 1958 with a B.S. degree in mechanical engineering. Within two years of joining the U.S. Army Mr. Overton was honorably discharged as a first lieutenant. Mr. Overton worked seven years at Philadelphia Naval Shipyard in the following areas: shafting shafting alignment bearing reactions noise and vibration surveys propellers and propeller blade gage designs. 作者: BAILEY, JL The authoris an operations research analyst in the Systems Engineering Branch Aegis Ship Combat Systems Division at the Naval Surface Weapons Center (NSWC). Dr. Bailey received a B. S. degree in mathematics from the Massachusetts Institute of Technology in 1964 a Ph.D. in mathematics from the University of Tennessee in 1968 and an M. S. in computer science from the Virginia Polytechnic Institute and State University in 1975. He was an assistant professor of mathematics at the University of Tennessee during the 1968-69 academic year then came to NSWC/Dahlgren in September 1969. He worked as an operations research analyst in mine warfare from 1969 to 1978 specializing in minefield planning. He headed the group which developed the minefield planning module of the Mine Warfare Trainer which was delivered to the Fleet and Mine Warfare Training Center in 1978-79. Dr. Bailey served as science advisor to the commander Mine Warfare Command in 1978-79 under the sponsorship of the Navy Science Assistance Program. In 1979-80 he led the development of military value assessment methodology for a ship survivability improvement program. In 1980 he moved to the Aegis Ship Combat Systems Division becoming leader of the Systems Performance Assessment Group in 1981. Dr. Bailey leads a group of analysts who do assessment of the predicted performance of the Aegis combat system and the effects of proposed changes to the system. Dr. Bailey has also served collateral duty as systems analysis manager for the Technical Division of the Aegis Project Office (PMS-400) in the Naval Sea Systems Command since 1981.

He received his B.S.E. degree in Naval Architecture and Marine Engineering in 1970 and his M.S.E. degree in Ship Hydrodynamics in 1974 both from the University of Michigan. Mr. Comstock began his career with theU.S. Navyin 1974 as a Seakeeping Specialist in the Hull Form and Fluid Dynamics Branch of the former Naval Ship Engineering Center. Achieving his present position in January 1982 Mr. Comstock was previously Head of the Surface Ship Hydrodynamics Section of SEA 3213 being responsible for recent hull form designs including DDG-51 MCM-1 and ARS-50. Before obtaining that position in 1979 Mr. Comstock's efforts were primarily aimed at developing and establishing seakeeping performance assessment and design practices. Prior to his employment by the Navy Mr. Comstock worked in the Structural and Hydrodynamics Group of General Dynamics' Electric Boat Division. A member of ASNE he is also a member of ASE and SNAME and has been active in supporting the efforts of the SNAME H-7 (Seakeeping) Panel SNAME HS-12 (Hull Instrumentation) Panel the National Science Foundation (NSF) and the NATO Armaments Group IEG6/Sub-Group 5 (Seakeeping). Ms. Susan L. Bales:has been associated with the David W. Taylor Naval Ship R&D Center (DTNSRDC) and its predecessor organizations throughout her professional career. She is currently Head of the Ocean Environment Group of the DTNSRDC Surface Ship Dynamics Branch (1561) and also serves as the DTNSRDC Program Manager of the Navy's Exploratory Development Program on Surface Waves. Her work documented by more than fifty technical publications has been directed primarily to ship seakeeping ocean environment and ship performance assessment problems.
