The U.S. Navy recently conducted an analysis of alternatives (AOA) to set the stage for determining the characteristics and acquisition strategy for its next generation aircraft carrier. The platform design selected is expected to be in service throughout the 21st century. The parameters under consideration for change in the new carrier design lie in the areas of propulsion and electric power generation, aviation, survivability, service life, and total ownership cost (TOC) reduction. The issue of affordability is paramount This paper focuses on the need for the program management office and its supporting cost analysis staff to understand the life cycle cost (LCC) of the existing and proposed future aircraft carriers and to then translate these LCC's into meaningful information for cost-conscious decision making. The challenge is to relate the LCC in terms the key decision-makers and the engineering team can use to satisfy their respective roles. Thus, it is necessary to translate the results of the given ship design alternative LCC's into the paradigms of the respective stakeholders: Fleet User (operators of aircraft carriers) Ship Designers (translators of the fleet operator requirements) program Sponsors (providers of the funding resources) program Management Office, Ship builder and Supporting Industry (executors of the acquisition and construction of the ship) Navy and OSD decision-makers (overseers of program execution) The paper describes the aircraft carrier LCC breakdown structure that has resulted, in part, from a recent navy/shipbuilder integrated product team effort to capture total ownership costs. The structure has been used in the AOA as a tool to identify cost drivers and to add the time element to the cast equation in order to perform return on investment and program affordability analysis. NIST has recently established a Surface Analysis data Center to give greater visibility to its databases developed for applications in surface analysis. Two databases are currently available for this purpose, and a third will be released soon. These three databases are described briefly here. Version 2.0 of the popular X-ray Photoelectron Spectroscopy database (SRD 20) was released in 1997. This database has long been a valuable resource of binding-energy and related data for the surface analysis of a wide range of materials by x-ray photoelectron spectroscopy (XPS). Version 2.0 contains about 16,000 line positions, chemical shifts, and splittings. Pull-down menus are now available to initiate searches for the identification of unknown lines, to retrieve data on core-level binding energies, to retrieve data on chemical shifts, to initiate searches for compounds containing selected elements or for specified material classes, to perform searches based on compound names and other fields, and to display Wagner *** 1 of the Elastic-Electron-Scattering Cross-Section database (SRD 64) was released in 1996. This database provides differential and total elastic-electron-scattering cross sections for simulations of signal-electron transport in XPS and Auger-electron spectroscopy (AES). Such simulations are important in the development of improved methods for correcting for elastic-electron-scattering effects in quantitative surface analyses by AES and XPS and for separating chemical information from effects due to the complex morphologies of semiconductor structures. Cross sections are given for all elements and for electron energies between 50 and 9,999 eV. The Electron Inelastic-Mean-Free-Path database (SRD 71) will be released in 1998. This database contains calculated and measured inelastic mean free paths (IMFPs) that are needed for quantitative surface analyses by AES and XPS. Ship design is often multidisciplinary involving several design elements with various types of objectives and constraints (O/C) some easily described as mathematical formulas, others better modeled as descriptive assertions. This paper describes a method based on fuzzy functions and an integrated performance index to model O/C using descriptive assertions to be used with mathematical formulas in optimization. Another issue addressed in this paper concerns the coordination of design elements when sequentially coupled, that is, when one leads the other and the performance of the follower depends greatly on the design of the leader. Based on neuro-fuzzy techniques, the method described here coordinates and optimizes sequentially coupled elements. The two methods are applied to machinery arrangement (MA) and pipe routing (PR). Preliminary models for optimization of MA and PR are described considering convenience, producibility: engine room size, interference and location as factors in the O/C set. Some test results from MA/PR applications are presented and discussed. The methods are generic and can be extended to other elements in ship design. They are mutually independent and may be used separately Two advantages of their use are an improvement in overall performance and a reduction in the need for redesign of elements.

The objectives of Human Engineering (HE) are generally viewed as increasing human performance, reducing human error, enhancing personnel and equipment safety, and reducing training and related personnel costs. There are other benefits that are thoroughly consistent with the direction of the Navy of the future, chief among these is reduction of required numbers of personnel to operate and maintain Navy ships. The Naval Research Advisory Committee (NRAC) report on Man-Machine Technology in the Navy estimated that one of the benefits from increased application of man-machine technology to Navy ship design is personnel reduction as well as improving system availability, effectiveness, and safety The objective of this paper is to discuss aspects of the human engineering design of ships and systems that affect manning requirements, and impact human-performance and safety The paper will also discuss how the application of human engineering leads to improved performance, and crew safety, and reduced workload, all of which influence manning levels. Finally, the paper presents a discussion of tools and case studies of good human engineering design practices which reduce manning.

In 1992, the U.S. Environmental Protection Agency (EPA) proposed risk-based management of hazardous waste. A major component of the proposed rule is the determination of non-site-specific screening concentration levels from waste leachate. Ground water at a downgradient exposure point must not exceed those screening levels, or more stringent requirements would apply. The screening concentration level is determined with verified models and equations that simulate the transport and attenuation of chemicals as they travel from the source area to the exposure point. A consortium of screening levels is determined in this paper by considering varying physical, chemical, and biological conditions. In addition, a method is developed for multicomponent leaching from contaminated soils in a landfill to determine the time-dependent behavior of a finite source. Finally, this paper discusses infiltration rate through the clay liner.

This review describes thermodynamic properties of condensed phases of the alkali metals, excluding francium for which the amount of information is too limited. The properties considered are: heat capacities from 0 to 1600 K, temperatures and enthalpies of fusion and martensitic transformation in Li and Na;discussion of the Debye temperature and electronic heat capacity coefficient at absolute zero temperature is also included. The paper is the second part of a series. Similar to our previous assessment of the IIA group [93ALC/CHA], this paper considers original studies, especially with respect to factors which influence the accuracy and reliability of results. Recommendations derived from such analyses are compared with most advanced previous reviews made at the Institute for High Temperatures (Moscow) [70SHP/YAK], [82GUR] and the National Institute of Standards and Technology (Washington) [85JAN]. The properties of individual elements of the group are compared and suggestions are made for experimental studies which should improve poorly measured quantities. The review is supplemented by an IBM PC database which contains references, assessed data, brief description of studies and has facilities for fitting and plotting of data and for adding new information.
