作者: SMITH, CR FOSTER, RE USN Capt. Charles R. Smith Jr. USN:graduated from the U.S. Naval Academy in 1949. He completed his flight training in 1951 and first served in Composite Squadron 33 on board Atlantic and Pacific Fleet aircraft carriers until 1954. He then attended the U.S. Navy Postgraduate School in Aeronautical Engineering and was awarded his Masters degree in SM Aero-Weapons Systems by Massachusetts Institute of Technology in 1957 at which time he was ordered to Heavy Attack Squadron ONE embarked in Atlantic ‘Fleet aircraft carriers. He graduated from the Naval War College Command and Staff Course in 1961 and subsequently sensed on the Staff U.S. Naval Safety Center arid was Operations Officer. Executive Officer and Commanding Officer of Heavy Attack Squadron SIX and Reconnaissance Attack Squadron THREE. From 1968 until 1970 he was Executive Officer of the USS John F. Kennedy (CVA-67) when the ship was commissioned and first deployed followed by duty in the Office of the Chief of Naval Operations (OPNA V) where he served under the Director of Fleet Operations until 1971. Capt. Smith commanded the Fast Combat Support Ship USS Detroit (AOE-4) during her first deployment was Commanding Officer. USS Independence (CV-62): and later returned to OPNAV where he was the Deputy Director of the Aircraft Carrier Programs an assignment which he held until August 1976 when he assumed his present duties as Chief Navy Section MAAG. Greece. Capt. Richard E. Foster USN (Ret.):has been affiliated with Wheeler Industries. Inc. us Program Manager since 1968 when he retired from the U.S. Navy. He graduated from the U.S. Naval Academy with the Class of 1941 and later attended the U.S. Navy Postgraduate School in Engineering Design. He served at sea as Electrical Officer in the USS Pennsylvania and as Engineer Officer in the USS Indiana and the aircraft carrier USS Wright. 作者: ORLEANS, BS HIGDON, HE The author holds a BA degree in Mathematics and Statistics from Hunter College and a MA degree in Statistics from the Columbia University Gaduate School of Business. She has also completed graduate courses at Columbia George Washington and American Universities. Prior to her present position she was employed by the International Statistical Bureau as an Economic Statistician the Educational Testing Service as a Research Assistant the U.S. Air Force Human Resources Research Laboratory as an Aviation Psychologist and Head of the Statistics Section and CNO Aviation Plans and Programs as a Mathematical Statistician. At present she is Head Statistical Engineering Branch Naval Ship Systems Command covering areas of Quality Control Reliability and Design and Analysis of Experiments. In addition she has taught a number of sessions of a course in “Introduction of Statistical Inference” for the Navy the Laboratories and the Army. The author received his BS degree in Statistics and Mathematics from the University of Alabama and has completed graduate courses at the University of Alabama and Florida State University. He was employed out of college as a Statistician at the Naval Coastal System Laboratory (formerly the Navy Mine Defense Laboratory). His present position at the Laboratory is that of Head Statistical Design and Analysis Section in the Technical Support Department. Work experience in his position has covered a variety of problems in Diving and Salvage Swimmer Defense Mine Countermeasures and Acoustic Warfare. In addition he has served as Assistant Technical Test Director for two CNO projects and as Technical Test Director for another.

He is widely experienced in the application of quantitative analytical methods in particular computer simulation to the solution of real-world problems. Prior to joining the UCLA Staff he was a commissioned officer in the U.S. Navy and was assigned to the Naval Ship Systems Command as a system analyst engaged in the introduction of quantitative analysis methods in the Navy management decision-making process. He has also been Senior Systems Analyst ASSET Inc. Industrial Engineer with the Surface Combustion Corp. and Speiser Engineering Inc. and a lecturer in Mathematics at North Virginia Community College. He received his MS degree in Operations Research at the U.S. Naval Postgraduate School having specialized in gaming and simulation and his BSME degree at Tri-State College Angola Indiana. Miss Beatrice S. Orleans:holds a BA degree in Mathematics and Statistics from Hunter College and a MS degree in Statistics from Columbia University-Graduate School of Business. She has also completed graduate courses at Columbia George Washington and American Universities. 作者: CALOGERO, R MCMANUS, D Robert Calogero graduated from the University of Maryland with a Bachelor of Science in Electrical Engineering in February 1965. He entered the Magnetic Defense Section of Propulsion Power and Auxiliary Systems Division of the Naval Ship Engineering Center where he had previously served as a summer student engineering aid. In December 1968 he transferred to the Maintenance Management Branch of NAVSHIPS where he assumed responsibility as Manager of the Operational Sequencing System. Calogero is presently in the Engineering Administration Program offered at the George Washington University and is a member of the Association of Senior Engineers of the Naval Ships Systems Command. Donald McManus graduated from the Maine Maritime Academy in 1954 and received his Bachelor of Marine Science Degree Commission in the U. S. Naval Reserve and a USCG Marine Engineer's license. After graduation he sailed as a licensed engineer aboard steam and diesel powered tankers and “dry cargo” vessels engaged in worldwide commercial trade. Upon release from active duty in 1958 he was employed for the next eight and one-half years at the Sun Shipbuilding and Drydock Co. Chester Pa. in various engineering capacities. McManus came to the Naval Ship Engineering Center in December 1966 and is presently employed as a Marine Engineer in the Control Section of Machinery Arrangement and Controls Branch. He is a member of the Association of Senior Engineers of the Naval Ship Systems Command.

作者: KINNEY, ET CONSTANT, A Edward T. Kinney a native of Grand Rapids Michigan earned his Bachelor of Science degree with honors in Civil Engineering from Michigan State University in 1952. He began his career with the Bureau of Ships as a Naval Architect in the Hull Design Training Program in September 1952. Kinney has served as a Project Coordinator in the Machinery Systems Division and is currently Head of the Environmental Pollution Control Branch at the Naval Ship Engineering Center. He is a member of several committees including the Department of Defense Environmental Pollution Control Committee and the Interagency Committee on Vessel Pollution Standards. Alexander Constant graduated from Pennsylvania Military College in June 1960 with a B.S. in Civil Engineering. After two years with the U.S. Forest Services working as a Civil Sanitary Engineer designing recreational facilities Constant joined the Vermont Water Resources Department as a Project Engineer. For the past five years he has been associated with the Naval Ship Engineering Center Piping System Branch responsible for design and development of systems and equipment to abate and control shipboard generated waste. He is presently Acting Head of the Sewage and Waste Water Section of the Environmental Pollution Control Branch NavSec.

USN Captain Owen was commissioned in the Navy in 1940 upon graduation from the University of Washington where he received a Bachelor of Science degree in Chemical Engineering. After four years of service afloat during World War II and a brief tour in the Bureau of Naval Personnel he participated in the Navy officers' postgraduate training program. In 1950 he received the degree of Doctor of Philosophy in Physical Chemistry at Cornell University. After a year's work at the University of Amsterdam he was designated as an Engineering Duty Officer. He then returned to the United States for duty in the Naval Sciences Division of the Office of Naval Research. He was then transferred to the Long Beach Naval Shipyard where he served successively as Assistant Repair Superintendent and Production Control Superintendent. At the conclusion of this tour he was assigned to the Bureau of Ships as Head of the Materials Development Branch. He is now Director Applied Science Division of the Bureau. Captain Owen holds the Silver Star Medal Bronze Star Medal the Navy Unit Commendation and other area service awards. He is a member of the American Chemical Society Tau Beta Pi and Sigma Xi. Mr. Alfers graduated from Kansas State University with a degree in Electrical Engineering. He worked for several years with the Rural Electrification Administration on operation and maintenance of Rural Electric distribution systems. For the past 18 years he has worked in research and development and standardization of plastic and dielectric materials for the Bureau of Ships. At the present time he is Acting Head of the Section for Polymers Fibers and Packaging of the Material Development Branch. Mr. Alfers recently received a Master's degree in Engineering Administration from George Washington University. He has received the Distinguished Civilian Service Award from the Secretary of the Navy and the Executive Award from the Reinforced Plastics Division of the Society of the Plastics Industry. He has completed graduate work in Chemistry at the University of Maryland and Temple University and in Technology and Management at American University. He has been with the Navy Department Washington since 1949 and is currently Head of the Coatings and Chemistry Branch of the Materials Development and Application Office of the Naval Ship Engineering Center. Responsibilities of this Branch include such items as coatings corrosion control techniques insulation chemical cleaning water treatment toxicology and detection and decontamination of biological and chemical warfare agents. Prior to this Mr. Birnbaum was employed in the Industrial Test Laboratory Philadelphia Naval Shipyard from 1938 to 1949. Work during this period included supervision of a section which inspected paints and allied materials and petroleum products to determine their suitability for Naval use and direction of research in fire retardant treatments. He is a member of the American Chemical Society Washington Paint Technical Group. National Association of Corrosion Engineers and the American Society of Naval Engineers. Mr. Bukzin is a research and development program manager in the Naval Ship Systems Command of the Department of the Navy in the fields of non-metallic materials fuels lubricants cold weather operations and several other areas. He is a graduate chemical engineer from New York University with additional training in naval architecture and management which culminated in his participation in the Senior Development Program at Cornell University during the summer of 1960. He has been employed by the Command and its predecessor for the past 2b years and has been in his present position of R&D planning and programming for the past six years.
