A prototype concurrent engineering tool has been developed for the preliminary design of composite topside structures for modern navy warships. This tool, named GELS for the Concurrent Engineering of Layered Structures, provides designers with an immediate assessment of the impacts of their decisions on several disciplines which are important to the performance of a modern naval topside structure, including electromagnetic interference effects (EMI), radar cross section (RCS), structural integrity, cost, and weight. Preliminary analysis modules in each of these disciplines are integrated to operate from a common set of design variables and a common materials database. Performance in each discipline and an overall fitness function for the concept are then evaluated. A graphical user interface (GUI) is used to define requirements and to display the results from the technical analysis modules. Optimization techniques, including feasible sequential quadratic programming (FSQP) and exhaustive search are used to modify the design variables to satisfy all requirements simultaneously. The development of this tool, the technical modules, and their integration are discussed noting the decisions and compromises required to develop and integrate the modules into a prototype conceptual design tool.

The merits of function point analysis are discussed. Function point analysis was chosen because it is one of the most widely used aids for software cost estimation. In the analysis we use data from a large survey of Dutch organizations, from an experiment on the effectiveness of software cost estimation models and from a field study aimed at the adjustment part of the FPA model. Conclusions show that it is indeed widely used and that it performs reasonably well as a product sizer, but that the adjustment part of the model is less useful.

The use of power Darlington transistors for an inverter of a 40 kVA uninterruptible power supply (UPS) system is discussed, and the storage time, dead time, and switching aid network contributions to the total harmonic content of the output voltage are examined. A review of common switching aid circuits, for nominal and short-circuit conditions, is presented, and their limitations are discussed. A solution, conceived specifically for power Darlington transistors, is presented. The solution that fits the most relevant characteristics of this technology is analyzed regarding commutation under nominal conditions, commutation under short-circuit conditions, and contribution to harmonic distortion in the output voltage. Conclusions are drawn about the optimal switching frequency for this type of application. The discussion and conclusions are supported by experimental and simulation results.< >

In this paper, the limitation of the Bristol's relative gain used as the interaction index of multivariable control systems is pointed out. The study on digital simulation in the dynamic interaction of some two input-two output control systems, including dual quality control system of distillation column, has been done; and the interacting responses of 15 control systems are examined under four different situations. The results show that under some particular conditions which are given in this paper the steady-state relative gain can be used as the comparative standard of interaction measure for several control systems; and in some control systems, the distinctive dynamic interaction may be appeared even if their dynamic relative gains are equal at all. Consequently, the dynamic relative gain also can not correctly reveal to interaction property of multivariable system. Thus, new appraisal of the feasibility for Bristol's relative gain array is given in this paper.

Mr. Mellis is currently developing manpower requirements for the U.S. Navy's DDGX ship design. In this capacity he has examined proposals for shipboard manpower reductions through the use of automation and remote control techniques. Another project where Mr. Mellis is heavily engaged in is the Ship Systems Engineering Standards (SSES) development. Mr. Mellis is the assistant project manager for the test and evaluation and producibility aspects of the SSES project. Previously prior to his employment with NAVSEA Mr. Mellis worked for General Dynamics/Electronic Division as a Senior Field Engineer on the Apollo Instrumentation Ships (i.e. Vanguard Restone Mercury). This paper examines the recent experience in the UNITED STATES NAVY where automation has been introduced into new ship designs. While other attributes are recognized in the introduction of automated shipboard systems, such as the ability to respond more quickly in combat situations, this paper focuses on the effects of automation upon ship manpower requirements. Specific examples show that expected reductions in manning were not achieved in recent ship designs where automation was incorporated for that purpose. While the use of shipboard automation is not without its critics, the U.S. Fleet appears to have accepted the concept. User feedback addresses the issues of reliability, the provisions for backup systems, the need for better qualified personnel and the concern about maintenance workload. The authors provide specific recommendations for improved guidance to ship designers to more effectively apply automation in the ship design process.

Associated with this policy is a cost function. This paper establishes certain properties of the cost function for arbitrary piecewise continuous functions u ∗ (·) and K (·), permitting the determination of sufficient conditions for the following statement: “If the distance between the nominal and new control functions is ϵ, then the error in the estimated change in cost is of the order ϵ 3 .”
