The paper describes a protocol for Secure E-Mail Infrastructure for establishing trust between different domains in order to protect mail servers from spam messages. The protocol uses messages for trusted interactions between intra and inter E-mail domain components, Secure E-mail (SEM) servers and Secure Mail Infrastructure (SMI) servers. In addition, the protocol validates E-mail addresses thus guaranteeing to the recipient that the E-mail is coming from a trusted domain. We also use XACML-based authorization policies at the sending and receiving servers, enforced by associated Policy Enforcement Point (PEP) servers at SEM servers, in order to provide a complete protection against spam. © 2009 IEEE.

In 2001, the Volpe National Transportation Systems Center completed an evaluation of the Global Positioning System (GPS) vulnerabilities and the potential impacts to transportation systems in the United States. One of the recommendations of this study was for the operation of backup system(s) to GPS;Loran C was identified as one possible backup system. The Federal Aviation Administration (FAA) has been leading a team consisting of members from industry, government, and academia to evaluate the future of Loran-C in the United States. In a recently completed Navigation Transition Study, the FAA concluded that Loran-C, as an independent radionavigation system, is theoretically the best backup for the GPS;however, in order for Loran-C to be considered a viable back-up system to GPS, it must be able to meet the requirements for non-precision approaches (NPA's) for the aviation community and the Harbor Entrance and Approach (HEA) requirements for the maritime community. A significant factor limiting the accuracy of a Loran system is the spatial and temporal variation in the times of arrival (TOAs) observed by the receiver. A significant portion of these variations is due to the signals propagating over paths of varying conductivity;these TOA corrections which compensate for propagating over non-seawater paths are called additional secondary factors (ASFs). Hence, a key component in evaluating the utility of Loran as a GPS backup is a better understanding of ASFs and a key goal is deciding how to mitigate the effects of ASFs to achieve more accurate Loran-C positions while ensuring that the possibility of providing hazardous and misleading information (HMI) will be no greater than 1x10(-7). For an aviation receiver, the approach to mitigate propagation issues under study is to use a single set of ASF values (one for each Loran tower) for a given airport. The 2001 Volpe National Transportation Systems Center report on GPS vulnerabilities identified Loran-C as one possible backup system for GPS. The Federal Aviation Administration (FAA) observed in its recently completed Navigation and Landing Transition Study that Loran-C, as an independent radio navigation system, is theoretically the best backup for GPS;however, this study also observed that Loran-C's potential benefits hinge upon the level of position accuracy actually realized (as measured by the 2 drms error radius). For aviation applications this is the ability to support non-precision approach (NPA) at a Required Navigation Performance (RNP) of 0.3 which equates to a 2 drms error of 309 meters and for marine applications this is the ability to support Harbor Entrance and Approach (HEA) with 8-20 m of accuracy. The recently released report of the DOT Radionavigation Task Force recommended to "complete the evaluation of enhanced Loran to validate the expectation that it will provide the performance to support aviation NPA and maritime HEA operations." To meet this need, the FAA is currently leading a team consisting of members from industry, government, and academia to provide guidance to the policy makers in their evaluation of the future of enhanced Loran (eLoran) in the United States. Through FAA sponsoring, the U.S. Coast Guard Academy (USCGA) is responsible for conducting some of the tests and evaluations to help determine whether eLoran can provide the accuracy, availability, integrity, and continuity to meet these requirements. The key to meeting HEA accuracy requirements is an accurate ASF spatial grid. This can be met by a very dense grid of ASF values;however, this increases the problems with grid distribution and storage on the receiver. Previous work (ION AM June 2004) suggested that a sparse grid can be used and accuracy targets still reached by interpolating the points in between the grid values. The U. S. Coast Guard currently operates a maritime differential GPS service consisting of two control centers and over 85 remote broadcast sites. This service broadcasts on marine radiobeacon frequencies using minimum shift keying (MSK) as the modulation method. For some time, the Coast Guard Academy has been developing hardware/software tools to assess the performance of this system. The tool described in this paper performs DGPS beacon field strength measurements using an electronically steerable antenna array. The steerable nature of this sensor provides the ability to perform spatial filtering while analyzing the DGPS beacon spectrum. This tool is useful for validation of DGPS coverage prediction software, for site certification, and reception troubleshooting: Consider two DGPS transmitters that are transmitting on the same frequency. This tool would provide the capability to make field strength measurements at a location half way between the two transmitters, in the direction of one transmitter, while nulling out the transmission from the other. Such a tool would be invaluable in validating propagation prediction coverage algorithms and software. The mandated coverage required by the National Differential Global Positioning System (NDGPS) makes such propagation prediction tools critical. The combination of this tool with a standard DGPS receiver would provide great insight while troubleshooting receiver reception problems. This combination could provide the ability to correlate directional signal strengths from DGPS beacons with periods of non-reception. The receiver consists of an antenna array (an H-field crossed loop antenna and an E-field whip antenna), amplifiers and filters, an analog-to-digital converter, and a MATLAB®-based, GUI driven, digital back end.

The Coast Guard currently operates a maritime differential GPS service consisting of two control centers and over 85 remote broadcast sites. This service broadcasts GPS correction information on marine radiobeacon frequencies to improve the accuracy and integrity of GPS. The existing system provides differential corrections over a medium frequency carrier using minimum shift keying (MSK) as the modulation method. MSK is a version of the Continuous Phase Frequency Shift Keying (CPFSK) modulation technique that is "spectrally compact," meaning that it is a narrow band modulation scheme. In a binary signaling channel, the two instantaneous frequencies for this modulation method are chosen in such a way so as to produce orthogonal signaling with a minimum modulation index. Current DGPS corrections are transmitted at a relatively low data rate, with message structures designed in an era when Selective Availability was in full operation. Greater demands for accuracy coupled with current operations in a "post SA" environment have prompted a reexamination of the DGPS data and signal structure, with an eye towards improving information rate while minimizing legacy user impact. A two-phased plan for a new generation of DGPS capability can be envisioned. In the first phase (near-term) new ionospheric messages would be introduced to allow greater DGPS accuracy at larger distances from the beacons. This capability could support both double (LI/L2) and triple (L1/L2/L5) frequency operation. This phase requires only the definition of the new message type(s) and the commitment of receiver manufacturers to implement the usage of the new data. In the second phase (intermediate future) a new signal would come on line to support RTK using two and three frequencies and homeland security messaging. This signal would have the capacity to send 500 bps or so without disrupting the legacy signal or legacy receiver performance. This new signal could be one of the new modulation techniques tha

In a cluster of many servers containing heterogeneous multimedia learning material and serving users with different backgrounds (e.g. language, interests, previous knowledge, hardware and connectivity) it may be difficult for the learners to find a piece of material which fit their needs. This is the case of the COLDEX project. Recommender systems have been used to help people sift through all the available information to find that most valuable to them. We propose a recommender system, which suggest multimedia learning material based on the learner's background preferences as well as the available hardware and software that he/she has. © Springer-Verlag Berlin Heidelberg 2004.

In this work we have addressed the issue of inherent trade-off between location update cost and paging cost for proper location area (LA) planning and have attempted to find out an optimal LA size such that the total cost comprising of location update and paging can be minimized. We have formulated a constrained cost optimization problem under the known patterns of call arrival and terminal mobility. The present work is divided into two parts. First, we have tried to validate the model itself;next we have proposed an algorithm based on simulated annealing technique as a solution methodology for the hard constrained optimization problem. © Springer-Verlag Berlin Heidelberg 2002.

The physical mechanisms responsible for superior crosstalk suppression are identified in a new class of silicon-on-insulator substrate (GPSOI) that incorporates a buried metallic ground plane below the active silicon and buried oxide layers. It has been shown that this technology exhibits a factor of ten reduction in crosstalk power between components through the substrate compared to existing state-of-the-art silicon-based substrates using standard s/sub 21/ magnitude measurements in a microwave coplanar transmission test structure. The dominant crosstalk mechanisms are identified and compared to other existing crosstalk suppression technologies using numerical electromagnetic simulations and lumped element compact model development.
