After the new energy access to distribution power grid, when new energy output is high, the power flow of the grid could be reversed probably and the overvoltage problem may be caused. In view of this, on the basis of the optimal allocation of reactive power compensation device of distribution network, this paper further introduces the demand response(DR) load, such as civil load and industrial load, to participate in the optimization. A multi-objective optimization operation method of power grid considering demand response is proposed. Based on the traditional power loss minimization and voltage deviation minimization, the new objective function is to increase the maximum utilization ratio of demand response in voltage and reactive power optimization process. And capacitors banks (CB), reactor banks (RB) and static var generator (SVG) and DR are used as control variables to optimize the voltage and reactive power of power grid, and the regulation effect is the best. Finally, IEEE 33 bus distribution system is used to test the proposed control method. © 2022 IEEE.

To improve the efficiency of rust removal on telecommunication towers, we developed a prototype of a compact, lightweight rust-removal tool using a diffractive optical element and high-power laser that weighs only 500 g. With the aim of applying this technology to asbestos removal, we experimentally irradiated asbestos with a laser, and the results of the experiment suggest that using a laser in this manner can melt and remove asbestos and reduce its risk as a health hazard to workers. © 2022 Nippon Telegraph and Telephone Corp.. He has published more than 20 articles in reputed international journals has authored two books written articles and columns for newspapers and is quoted on issues related to leadership and marketing by various media platforms. His research work comprises construction of brand personality scale for media aesthetics and phenomenological design. His recent publications are on philosophy of a photograph hermeneutic reality of product and on philosophy of intimate spaces. R. Dhanuskodi has nearly 40 years of R&D experience at BHEL India in technical areas applicable for thermal power plants. He is a life member of The Institution of Engineers (India) and The Combustion Institute. He has won two BHEL’s Excel awards under the best author category for technical papers. He has visited France Netherlands and Germany under Indo-Europe Clean Coal Development Program. He has guided 42 UG PG and PhD project works. He holds 11 patents 40 copyrights and 2 design registrations. He has presented papers in 20 conferences and published in 10 national and international journals. R. Kaliappan completed his bachelors in electrical and electronics engineering and Masters in Computer Science. He has 36 years of research experience in different fields of power generation and power plant subsystems such as heat transfer studies on boiler circulation efficiency improvements of boiler subsystems product improvements/ enhancements and setting up test facilities for research studies. He has published a number of technical papers on MHD power generation and heat transfer studies in various national and international journals. Despite substantial declines since 2000, lower respiratory infections (LRIs), diarrhoeal diseases, and malaria remain among the leading causes of nonfatal and fatal disease burden for children under 5 years of age (under 5), primarily in sub-Saharan Africa (SSA). The spatial burden of each of these diseases has been estimated subnationally across SSA, yet no prior analyses have examined the pattern of their combined burden. Here we synthesise subnational estimates of the burden of LRIs, diarrhoea, and malaria in children under-5 from 2000 to 2017 for 43 sub-Saharan countries. Some units faced a relatively equal burden from each of the three diseases, while others had one or two dominant sources of unit-level burden, with no consistent pattern geographically across the entire subcontinent. Using a subnational counterfactual analysis, we show that nearly 300 million DALYs could have been averted since 2000 by raising all units to their national average. Our findings are directly relevant for decision-makers in determining which and targeting where the most appropriate interventions are for increasing child survival. © 2022, The Author(s).

In this paper, we explain how an experiential learning course and study tour to Gansu Province (People’s Republic of China) enabled undergraduates at the Singapore management University (SMU) to acquire 21st-century competencies and higher-order thinking skills by analyzing and evaluating specific aspects of China’s Belt and Road Initiative (BRI) and China–Singapore (Chongqing) Connectivity Initiative — New International Land–Sea Trade Corridor (CCI-ILSTC) with emphasis on developing viable Go-To-Market (GTM) strategies aimed at selling Gansu produce in four Southeast Asian markets. We share how the course was designed to support the attainment of key learning goals and discuss how we turned pedagogical aspirations into concrete learning outcomes. We introduce key aspects of the so-called “SMU-XO” project that the students conducted in partnership with an industry partner, Pacific International Lines (PIL), and discuss how the project work helped learners to gain global competency by (i) examining critical issues related to BRI such as multi-modal infrastructure connectivity, (ii) appreciating the local perspectives of project stakeholders in Lanzhou and Shanghai and (iii) successfully interacting with people from different cultures, namely China, Indonesia, Vietnam, Malaysia and Thailand.

Background: High-resolution estimates of HIV burden across space and time provide an important tool for tracking and monitoring the progress of prevention and control efforts and assist with improving the precision and efficiency of targeting efforts. We aimed to assess HIV incidence and HIV mortality for all second-level administrative units across sub-Saharan Africa. Methods: In this modelling study, we developed a framework that used the geographically specific HIV prevalence data collected in seroprevalence surveys and antenatal care clinics to train a model that estimates HIV incidence and mortality among individuals aged 15–49 years. We used a model-based geostatistical framework to estimate HIV prevalence at the second administrative level in 44 countries in sub-Saharan Africa for 2000–18 and sought data on the number of individuals on antiretroviral therapy (ART) by second-level administrative unit. We then modified the Estimation and projection Package (EPP) to use these HIV prevalence and treatment estimates to estimate HIV incidence and mortality by second-level administrative unit. Findings: The estimates suggest substantial variation in HIV incidence and mortality rates both between and within countries in sub-Saharan Africa, with 15 countries having a ten-times or greater difference in estimated HIV incidence between the second-level administrative units with the lowest and highest estimated incidence levels. Across all 44 countries in 2018, HIV incidence ranged from 2·8 (95% uncertainty interval 2·1–3·8) in Mauritania to 1585·9 (1369·4–1824·8) cases per 100 000 people in Lesotho and HIV mortality ranged from 0·8 (0·7–0·9) in Mauritania to 676·5 (513·6–888·0) deaths per 100 000 people in Lesotho. In this article, we explain the implementation status of this system and discuss standardization efforts. William 1. Lind joined ABS in 1992 after ten years with Sparkman and Stephens Inc. He is currently ABS Amekas Manager of Engineering jm New Orleans and Cleveland. The Defense Advanced Research project Agency (DARPA), in conjunction with the U.S. Navy, initiated a research program for the design and construction of a distinctive warship for the 21st century known as the Arsenal Ship. By using an innovative development and acquisition approach it was hoped to streamline the procurement process and reduce costs. In an environment where budgets are being cut, both industry and Government were challenged to develop, design, and produce the innovative ship and related mission systems to meet specific performance capabilities within strict affordability constraints. A key element of this innovative acquisition approach was a new certification scheme designed to replace the traditional test and evaluation (T&E) and acceptance process. The purpose of this paper is to describe the development of the certification plan during Phase LI of the Arsenal Ship program by the American Bureau of Shipping and the contending Shipyard teams, and to discuss the potential benefits of this alternative certification approach. Although the Arsenal Ship program was canceled late in 1997, insight derived from the exploration of new certification concepts could benefit future design and building programs.

As manager of the ATE Technology Division he was responsible for the SP-23 Fire Control System Support Project the SP-24 Navigation Project and the Fleet Progressive Maintenance Program (2M/ATE). This Division was responsible for selection and application of electronic product technology and for developing fleet test and repair techniques. He holds a B.S. in Electrical Engineering from the University of Evansville and is currently pursuing a Masters of Public Administration at Indiana University-Purdue University Indianapolis. Dr. Alfred Skolnick:retired from the Navy in 1983 with the rank of captain. He is president of System Science Consultants (SSC) specializing in strategic planning technical program definition technology assessment and engineering analyses on selected matters of national interest. Dr. Skolnick taught mathematics and management sciences at University of Virginia and Marymount University. He is adjunct faculty at Northern Virginia Community College. From 1985 to 1989 he was president of the American Society of Naval Engineers. In the Navy he served at Applied Physics Laboratory/The Johns Hopkins University then aboard USSBoston(CAG-1) and played leading roles in several weapon system developments inertial navigation (Polaris) deep submergence (DSRV) and advanced ship designs (SES). He later was director Combat System Integration Naval Sea Systems Command and head Combat Projects Naval Ship Engineering Center. In 1975 he became a major project manager and led the Navy's High Energy Lasers Program in 1981 he was assigned all Navy Directed Energy Weapons development efforts. The military services are being moved in the direction of performance-based specifications and standards. They are being steered against dictating ''how to'' produce an item since such action forecloses on the ability to gain access to components or technology that may have a commercial equivalent. Why should the engineering community embrace the new approach? Aside from the obvious weight of it being approved policy, therefore currently mandated, it warrants examination because it is the correct approach at this time when applied to appropriate products. Military specifications and standards are to be displaced then, by acceptable alternative contractor design solutions. Industry bidders will be allowed to propose the particular design details, permitting procurement flexibility by contractually citing only system level or interface requirements, both physical and functional. Hopefully, this can broaden the industrial base and increase competition with reduced costs to follow. Conceptually, the approach appears both performance-sensible and cost-attractive (there are, of course, consequent risks) but how does implementation proceed? Is it possible to pursue the goals envisioned along paths that are not in themselves experimental? Can the American postulate, minimal loss of life and limb to U.S. military people, continue to be honored? Experience and track record elsewhere imply encouraging possibilities in select situations-useful prospects are identified and discussed in practical terms.

THE SURFACE SHIP maintenance CHALLENGE

Originally trained as a data systems technician he attended Old Dominion University in Norfolk Virginia graduating with a B.S. degree in mechanical engineering in 1975. Over the course of the last 13 years Mr. Jacobs has served in NavSea as a project engineer for boats and service craft the type desk for AFS AOR AO and AOG ship types and as manager of the Amphibious and Auxiliary Ship Maintenance Strategy Program where he was instrumental in the development and implementation of the Phased Maintenance Program. He is a member of Tau Beta Pi. Bertram D. Smith Jr.:is a vice president of American Management Systems Inc. and engineering technical director of its defense business unit. He received his B.S. in engineering from the U.S. Naval Academy in 1957 and his M.S. and naval engineer degrees from the Massachusetts Institute of Technology in 1963. His experience includes shipboard operational engineering shipyard production planning and conversion project management carrier type commander maintenance engineering NavSea program management and private sector engineering management consulting. A member of ASNE since 1961 he is also a member of ASME and SNAME.

Current and projected future reductions in fleet maintenance funding are compelling the issue of ship maintenance requirements to be rethought on many different levels within the Navy. The Surface Ship maintenance Office (SSMO) in the Naval Sea Systems Command has been involved with many different aspects of the problem. Recognizing the two different aspects of the challenge — doing the right things and doing things right — SSMO has been involved with improvements to front-end maintenance planning: doing the right things. These improvements are being formulated for action on three different levels. The first level involves changes to maintenance management philosophy, dealing with maintenance as a technology subject to systematic processes. The second level involves specific NavSea initiatives to strengthen the technical basis for maintenance requirements. The third level involves actions available to the fleet itself to provide relief. Today's surface ship maintenance funding environment provides both a challenge and an opportunity for improvement. The challenge is to adapt successfully to constrained maintenance resources; the opportunity is to pioneer new approaches to make this possible and establish the precedent for years to come. The groundwork necessary has been laid and work to meet the challenge has begun.
