He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration. He served as commanding officer of the patrol boat Cape George (WPB-95306) the icebreaking tug Biscayne Bay (WTGB-104) and the cutter Legare (WMEC-911). A 1975 graduate of the U.S. Coast Guard Academy Capt. Snyder held an M.A. in national security and strategic studies from the U.S. Naval War College and an M.A. in international relations from Salve Regina College. He obtained his B.A. Sc. and M.A.Sc. degrees in electrical engineering (summa cum laude) from the University of Ottawa Ottawa Ontario Canada in 1987 and 1989 respectively. Mr So was a research engineer in the University of Ottawa from January 1989 to October 1991 his research interests included CAD techniques of microwave circuits and numerical methods for electromagnetic wave modelling. He specialized in the development of electromagnetic engineering CAD software and successfully implemented a number of electromagnetic wave simulators based on the two-dimensional and three-dimensional transmission-line matrix methods. From August 1990 to February 1991 he accompanied Professor W. J. R. Hoefer to Rome Italy and Sophia Antiopolas France. During that time he implemented a parallel version of the 3D-TLM simulator for the CM-2 Connection Machine using C-Star and X Windows Library. He is a research engineer and a Ph.D. student at the University of Victoria Victoria British Columbia Canada. He ported the 2D- and 3D-TLM simulators to DECmpp 1200 massively parallel computer using MPL C and C++. He also combined OSA90/hope a commercially available microwave CAD program with a 2D-TLM simulation module for geometry optimization using the Datapipe technique of OSA90/hope. Recently he has developed a distributed client-server computing technique for the TLM method this technique could accelerate the TLM simulation by more than an order of magnitude. A physicist who has worked with the Space Applications Branch of the Naval Research Laboratory (NRL) since 1960. He works in the areas of precise time and frequency and satellite navigation. His satellite navigation work began in 1966 with the TIM-ATION program. He developed navigation algorithms that were used in the design of the NRL-proposed constellation for GPS. He has been a member of the GPS team for more than 20 years. His current work involves the frequency stability analysis of all GPS Navstar and monitor station clocks. An Electronics Engineer who has worked at the Naval Research Laboratory since 1971 and with the Space Applications Branch since 1983. He has been a member of the GPS team for more than a decade. His current work involves software development for the clock analysis program and analysis of the Navstar clock behaviour in the areas of anomaly detection correction of breaks in the data frequency stability and spectral analysis. He has worked on the GPS project for more than 20 years. He was involved with the first experiment in the TIMATION program in 1964 and with the design of the NRL-proposed constellation for GPS. He was the Director of the Control Center for the Navigation Technology Segment (NTS) of GPS which verified key concepts that included precise time transfer navigation and the relativistic clock effect for GPS. An engineer who has been associated with the Space Applications Branch of the Naval Research Laboratory since 1959–first with Bendix Field Engineering until 1990 and currently with SFA Inc. His work includes GPS precise time and frequency measurements for NTS and GPS data communications and analysis of the Navstar clocks.

He is responsible for software development and special trials support. He has led the Flooding Casualty Control Software (FCCS) development effort since joining AME in 1989. He is also responsible for the material handling strikedown and stowage (MHS&S) software development program as well as special trials support for the ACVLAP and T-AGOS 19 programs. Prior to joining AME Mr. Zahn spent nine years with various companies of the ARCTEC Group. His experience includes field trials in venues from the Caribbean to the Bering Sea as well as model tests and engineering design and development efforts. Mr. Zahn received his B.S. in naval architecture and marine engineering from Webb Institute in 1980 and has published various papers on pollution prevention offshore systems and icebreaker design and performance. He is a member of ASNE and SNAME. John Rosborough:has been a naval architect for the Naval Sea Systems Command (NavSea) for the past 15 years. He is currently assigned to the Hydrodynamics Division with responsibility for aircraft carrier stability evaluations and as a task leader for computer-aided ship design development. He has been principal investigator of research projects in knowledge engineering pattern recognition and heuristic problem-solving. Efforts include the development of a multi-temporal multispectral classifier for identifying graincrops using LANDSAT satellite imagery data for NASA. Also as a member of the research team for a NCI study with Baylor College of Medicine and NASA he helped develop techniques for detection of carcinoma using multispectral microphotometer scans of lung tissue. He established and became technical director of the AI Laboratory for Ford Aerospace where he developed expert scheduling modeling and knowledge acquisition systems for NASA. Since joining Unisys in 1985 he has led the development of object-oriented programming environments blackboard architectures data fusion techniques using neural networks and intelligent data base systems. Douglas E. Barton:is manager of Logistics Information Systems for Unisys in Reston Virginia. He earned his B.A. degree in computer science from the College of William and Mary in 1978 and did postgraduate work in London as a Drapers Company scholar. Since joining Unisys in 1981 his work has concentrated on program management and software engineering of large scale data base management systems and design and implementation of knowledge-based systems in planning and logistics.
