In recent years the number of citations a paper is receiving is seen more and more (maybe too much so) as an important indicator for the quality of a paper, the quality of researchers, the quality of journals, etc. Based on the number of citations a scholar has received over his lifetime or over the last few years various measures have been introduced. The number of citations (often without counting self-citations or citations from ldquominorrdquo sources, in whatever way this may be defined), or some measurement based on the number of citations (like the h- or the g-factor) are being used to evaluate scholars; the citation index of a journal (again with a variety of parameters) is seen as measuring the impact of the journal, and hence the importance one assigns to publications there, etc. The number of measurements based on citation numbers is steadily increasing, and their definition has become a science in itself. However, they all rest on finding all relevant citations. Thus, ldquocitation mining toolsrdquo used for the ISI Web of Knowledge, the Citeseer citation index, Google scholar or software such as the *** software based on Google scholar, etc., are the critical starting points for all measurement efforts. In this paper we show that the current citation mining techniques do not discover all relevant citations. We propose a technique that increases accuracy substantially and show numeric evaluations for one typical journal. It is clear that in the absence of very reliable citation mining tools all current measurements based on citation counting should be considered with a grain of salt.

In this paper, we propose to improve the SvS algorithm by skipping elements of the smaller set for reducing a search boundary. The boundary of skipped element is determined by boundaries of elements prior to and next to it. We perform experiments on uniformly distributed random datasets to compare our algorithm with the standard SvS. We use regression analysis to get an equation for determining an appropriate skipping number. Our results show that the skipping SvS algorithm using the equation obtained can reduce approximately 41% on the number of comparisons of the standard SvS algorithm.

"Malware" is an umbrella term that describes a variety of Internet-borne threats, including viruses, spyware,Trojan horses, spam, bots and more. This sophisticated and evolving security threat puts all businesses at risk, no matter how big or small. Malware creates unique challenges to higher learning institutions (HLI) in protecting their information assets. This is largely due to the fact that HLI information technology (IT) departments must balance between enabling a highly collaborative, non-restrictive environment and ensuring the confidentiality, integrity, and availability of data and computing resources. HLIs can proactively defend the network to reduce the risks associated with this threat by assessing the vulnerabilities and threats present in their networks and implementing appropriate multilayer security. A multilayer approach involves applying countermeasures at every layer of the computer network, from the perimeter routers and firewalls to users' personal computers in order to increase network security. The goal of this study is to propose a framework for network security protection against malware to increase the level of protection using non technical countermeasures.

The clinical symptoms of metabolic disorders during neonatal period are often not apparent, if not treated early irreversible damages such as mental retardation may occur, even death. Therefore, practicing newborn screening is very important to prevent neonatal from these damages. In this paper, the newborn screening system used support vector machines (SVM) classification technique is proposed in place of cut-off value decision to evaluate the metabolic substances concentration raw data obtained from tandem mass spectrometry (MS/MS) and determine whether the newborn has some kinds of metabolic disorder diseases. On the basis of the proposed features, new analytic combinations are identified with superior discriminatory performance compared with the best published combinations. Classifiers built with the feature selection to find C3/C2, C3 and C16 of three key point features achieved diagnostic sensitivities, specificities and accuracy approaching 100%.

Bio-signal analysis is one of the most important approaches to biomedical engineering. The health information such as ECG, PCG, EMG and EEG are often recorded in digital format to be analyzed. In this paper, a bio-signal analyzing Web service system using Support Vector Machines (SVM) classifier technique is proposed. The bio-signals are recorded in digital format as the input of the system. In addition, based on the concept of Service-Oriented Architecture (SOA), the system under Web services .NET is designed. The system provides features including heterogeneous platform, protocols, as well as applications. The system has been designed with the purpose of seamless integration into the Health Information System.

This paper is devoted to the consensus control for a network of autonomous agents with high-dimension linear coupling dynamics and subject to external disturbances. By transforming the consensus control problem into an H infin control problem, we propose a distributed state feedback protocol, and obtain conditions in terms of linear matrix inequalities (LMIs) to ensure the consensus with a prescribed H infin performance level for networks with zero and nonzero communication delays, respectively. Furthermore, the undetermined feedback matrix of the proposed protocol is also solved. A numerical example is included to validate the theoretical results.

This paper proposes an adaptive multi-class support vector machine for simultaneous microarray classification and gene selection. By evaluating the gene ranking significance, the adaptive multi-class support vector machine is shown to encourage an adaptive grouping effect in the process of building classifiers, thus leading a sparse multi-classifiers with enhanced interpretability. Based on a reasonable correlation between the two regularization parameters, an efficient solution path algorithm is developed for solving the proposed support vector machine. Experiments performed on the leukaemia data set are provided to verify the obtained results.

Very prestigious work has been performed in the field of mobile ad hoc networks (MANETS) with respect to their routing protocols. Researchers have developed and designed so many protocols for these networks, but due to the dynamic change in topology, decentralization, power management, bandwidth and many other factors like these no specific routing protocol is exclusively recommended, up to today, which comply and fulfill all the needs and requirements of users for ad hoc networks in all situations of network variation statuses and traffic overhead. This paper contributes an effort towards anthology of one of the major segment of routing protocols i.e. unicast, their cateaories and the main type of unicast routing protocols such as DSDV from proactive plus DSR from reactive. The protocols and their performances are evaluated on the basis of some metrics commonly used in support of simulation environment for getting simulation results acquired by simulation of certain model with some parameters with the help of NS-2, OPNET and GloMoSim like simulators. The performance evaluations are declared on the basis of those simulations results, but all the results peter out when magnitudes of those attributes or load of network changes (increased or decreased ) with respect to bandwidth, power management, end to end delay, data errors, packet dropping ratio or even with distance. Here in this paper we have scrupulously reviewed the work done on these protocols and majority of the simulated results are examined and finally suggest few common uniqueness and differences with respect to their properties which remain unchanged in all the situations and scenarios.

Middleware design of bandwidth constrained QoS model for multi hop ad hoc networks

Middleware is actually a resource manager that guarantees the implementation of all policies, contracts to be satisfied, and it ensures that contracts do not go beyond the limits of network capacity. It also authentication, so that only the legitimate users could avail the network resources according to the agreed format. The middleware is supposed to be the backbone for QoS assurance and the system behavior depends on it. This paper proposes design of a middleware based on a bandwidth constrained QoS model for multi hop ad hoc networks. Our model is designed not only on the basis of conceptualization but we have considered the basic functionalities available in networking equipments like routers etc. The elements of QoS aware middleware are admission control, resource reservation, policy control and a feedback module. Finally we discuss our future work to find the primary and alternative route to the destinations by keeping the bandwidth constraints in mind.

This report summarizes the proceedings of the one day BioSharing meeting held at the Intelligent systems for Molecular Biology (ISMB) 2010 conference in Boston, MA, USA This inaugural BioSharing event was hosted by the Genomic Standards Consortium as part of its M3 & BioSharing special interest group (SIG) workshop. The BioSharing event included invited talks from a range of community leaders and a panel discussion at the end of the day. The panel session led to the formal agreement among community leaders to join together to promote cross-community knowledge exchange and collaborations. A key focus of the newly formed Biosharing community will be linking up resources to promote real-world data sharing (virtuous cycle of data) and supporting compliance with data policies through the creation of a one-stop-portal of information.
