This work presents a diagnosis method for railway traffic security installations. More specifically, the authors present a series of diagnosis charts for passing signals on a railway block equipped with an automatic block signaling installation. These charts are based on the exploitation electric schemes, and are subsequently used to develop a diagnosis software package. The thus developed software package contributes substantially to a reduction of failure detection and remedy for these types of installation faults. The use of the software package eliminates making wrong decisions in the fault detection process, decisions that may result in longer remedy times and, sometimes, to railway traffic events. © Published under licence by IOP Publishing Ltd.

The article deals with the problems of speed and timeliness of the development of control actions from digital management systems. Generalization of researches is given. The role of mathematical applications of game theory for the role in the implementation of fog and boundary computations in the paradigm of the development of digital signal processing systems as well as their optimization value are substantiated.A particular generalization is developed and is given from the processing of an encoded signal sequence that demonstrates the operation of a humidity sensor from the viewpoint of bringing it to the basis of an antagonistic game in order to determine the optimal strategy of the device's behaviour at a given time *** practical significance of the study is confirmed by a new approach to the implementation of economic methods for analysis of probabilistic outcomes within the framework of game theory in an algorithm for analysis of a digital signal for a linear comparator of recorded physical quantities in the form of digital levels. The value of such analysis metrics in network-centric distributed systems of the Internet of things in multiplexing environments is given.

Connected health applications are efficient tools to improve health care services. The aim of this paper is to define a reusable requirements repository (catalog) for sustainable connected health applications based on the main related software engineering standards, e-health technology standards, and literature. The catalog contains requirements which cover the individual, social, environmental, and technical dimensions of sustainability. The requirements presented in this paper can be very useful to connected health application stakeholders and can be adapted to specific m-health applications. Moreover, the requirements catalog can be used to generate a checklist of requirements to evaluate and audit connected health applications. An application example is presented to show that the evaluation of connected health applications using the generated checklist is realistic. Copyright © 2017 John Wiley & Sons, Ltd.

Bitcoin’s future carbon footprint

The carbon footprint of Bitcoin has drawn wide attention, but Bitcoin’s long-term impact on the climate remains uncertain. Here we present a framework to overcome uncertainties in previous estimates and project Bitcoin’s electricity consumption and carbon footprint in the long term. If we assume Bitcoin’s market capitalization grows in line with the one of gold, we find that the annual electricity consumption of Bitcoin may increase from 50 to 400 TWh between 2020 and 2100. The future carbon footprint of Bitcoin strongly depends on the decarbonization pathway of the electricity sector. If the electricity sector achieves carbon neutrality by 2050, Bitcoin’s carbon footprint has peaked already. However, in the business-as-usual scenario, emissions sum up to 2 gigatons until 2100, an amount comparable to 6% of global emissions in 2018. Therefore, we also discuss policy instruments to reduce Bitcoin’s future carbon footprint. Copyright © 2020, The Authors. All rights reserved.

The article is dedicated to the issues of development of expert systems in data-processing networks during web programming. The dependence of the processing, storage and transmission of information and web applications on the uniqueness and problematics of expert systems creating is observed. The process of development of a software control block of content (engine) as the own control system is considered in details; vulnerabilities and a set of necessary functions inherent in the specified engine are explored. Each new developed software engine can be exposed to unauthorized access and content theft, in this regard, sometimes it is worth considering the percentage of uniqueness of the development methodology and code. In this case, the control block (engine) must be written using its own unique variables and file names, which will help secure the site from third-party interference and will not require the purchase of more expensive hosting for its placement. In addition, the article investigates the problems associated with the threat posed by malicious programs in computer networks, such as direct DDOS attacks, identifies the features of such programs, and also provides ways to combat them.

The desire to share and unite remote digital assets motivated the development of the classical internet, the enabler of the entire 21st century economy and our modern way of life. As we enter the quantum era, it is to be expected there will be a similar demand for networking quantum assets, motivating a global quantum internet for bringing together the world's quantum resources, leveraging off their exponential trajectory in capability. We present models for quantum networking, how they might be applied in the future, and the implications they will have. Socially, economically, politically and geostrategically, the upcoming era of quantum supremacy will be as significant for the 21st century as the transistor was for the 20th. The inherently different scaling in the computational power of quantum computers fundamentally changes the dynamics of how they will operate in the future. Given their high expected initial cost, a client/server model for outsourcing computation will be essential for enabling the accessibility and proliferation of this technology, and ensuring its economic viability. We therefore anticipate the emergence of cloud quantum computing, a model for outsourcing quantum computations to the network. We argue that economic efficiency will mandate that all future quantum computers be united into a single global virtual quantum computer, offering exponentially more power to all network participants than if they were to keep their resources to themselves. This model for the allocation of computational resources is uniquely quantum, with no classical analogue, completely altering the economic landscape for the future of computation. Given the sensitivity of much of the data to which future quantum computers are going to foreseeably be applied, protocols for encrypted quantum computation will be essential - the outsourcing of computations that neither an eavesdropper nor even the server performing the computation can spy upon. This paper describes a decision support system to represent the semantics of legal norms. The focus is on designing and software-technical implementing of a comprehensive system to support model based reasoning on legal norms and enabling end-users to create, maintain, and analyze semantic models, i.e. ontologies, representing structure and semantics of norms. A model based expression language (MxL) has been developed to coherently support the formalization of logical and arithmetical operations. MxL is intended to define complex, nested, strongly-typed, and functional operations. The paper summarizes research on the design and implementation of a legal expert system built upon model based decision structures. Thereby, three different components, namely a model store, a model execution component, and an interaction component have been developed. Integrated care approaches are becoming increasingly relevant with the current aging population. In the context of an integrated healthcare project, we developed a smart adaptive case management system for professionals that is currently being used for clinical trials. In this paper, we present the modeling requirements for integrated healthcare applications and use them to categorize and compare existing implementation approaches used in practice.

This paper examines innovative, including social entrepreneurship and modern opportunities for obtaining grant support for financing innovative projects, including social ones. The possibility of receiving grants from various funds is being considered. Detailed attention is paid to the stages of project development for drawing up an application for grant funding. Attention is drawn to certain nuances in the writing and processing of grant applications. We also conduct research on current conditions and factors that influence the development of innovative entrepreneurship, and compare Russian indicators with foreign ones. Detailed attention is paid to economic and innovative conditions, educational factors, measures to promote competition and tax incentives.
