Cohen:is head of the Coast Guard's Boat Technical Section which is responsible for the design and alteration of patrol boats self-righting rescue craft buoy boats utility boats and other special purpose craft. Since joining the Coast Guard in 1980 Mr. Cohen has been involved in a wide variety of small craft design and construction projects and several research projects. Formerly with Hydronautics Inc. he participated in various aspects of ship research and small craft prototypes. Mr. Cohen is a graduate of the Massachusetts Institute of Technology and the State University of New York Maritime College. He holds a Coast Guard Marine Engineer's license and is a member of the American Society of Naval Engineers the Society of Naval Architects and Marine Engineers and the American Boat and Yacht Council. Debabrata Ghosh:is a senior naval architect in the Coast Guard's Boat Technical Section and is currently engaged in the preliminary design of the fully capable patrol boat and the 47-ft self-righting motor life boat. Mr. Ghosh received a B. Tech. (Honors) in naval architecture from the Indian Institute of Technology Kharagpur India and an MBA from the Tulane School of Business. He has been involved with small craft design for over 10 years. His past experience at MonArk Boat Co. and Dravo Steelship Corp. includes the design of various workboats pilot boats crew boats and utility boats. Mr. Ghosh has also been involved with the design of jack ups semi-submersibles and self-elevating workover barges at Korkut Engineers Inc. and Carlos Monje Inc. He is a member of the American Society of Naval Engineers and the Society of Naval Architects and Marine Engineers. William B. Dodge:is a senior naval architect in the Coast Guard's Boat Technical Section. Mr. Dodge has been with the section for over 18 years and his work includes machinery arrangements and configuration studies for new designs and design details for changes on existing craft. His duties are the planning coordinating organizing evaluating and directing of the R&D activities of MarAd. His past experiences include: Naval Architect for the Naval Ship Engineering Center 1959 Deputy Chief Design Engineer for the Puget Sound Naval Shipyard 1958 to 1959 and Naval Architect the former Bureau of Ships 1948 to 1958. His education is comprised of a B.S. degree from the Webb Institute of Naval Architecture an L.L.B. degree from the George Washington University Law School completion of the Advanced Management Program at Harvard University and current study of Transportation at the American University. He is a Registered Professional Engineer in the District of Columbia and a Member of the Bar in the District of Columbia and the State of Maryland. In addition to ASNE his other professional memberships include the Society of Naval Architects and Marine Engineers the Society of Aeronautical Weight Engineers and the Association of Senior Engineers of the Naval Ships Systems Command (Honorary). USN Commander L. Dennis Ballou: USN is the Head of the Engineering Service Office Naval Ship Engineering Center. He is involved in computer hardware and software services to support engineering design automatic data processing systems design work study and quality assurance. Prior to NavSec duty Commander Ballou served in various billets afloat and ashore: tours on the USS Skagit and Tang supervision of the USS Skipjack's first overhul construction of the USS Nathanael Greene and helping to establish the Polaris overhaul program. He is a graduate of the U.S. Naval Academy Officers' Submarine School and the Webb Institute of Naval Architecture. Received his B.Sc. from the University of Bombay India an M.A. in mathematics from the University of Cambridge U.K. and a Ph.D. in physics from the University of Maryland. He is currently an Associate Executive Director of the Network Technology Division at COMSAT Laboratories. He has been involved in research and development activities in ISDN VSAT networks data communications and network systems and architectures. Prior to his current positions Dr. Chitre was a Principal Scientist in the Network Technology Division at COMSAT Laboratories. Dr. Chitre joined COMSAT Laboratories in 1980. He has made major contributions to the analysis and architecture of data communication ISDN and BISDN via satellite. Dr. Chitre directs and participates in the international and national standards activities in ISDN BISDN and data communication as they apply to satellite communication. He was Chairman of the Working Group on Protocols and Network Timing Function of the CCIR/CCITT Joint Ad Hoc Group on ISDN-Satellite Matters during 1990–1992. Currently he is the Chairman of the Working Group on New Technologies in the ITU Intersector Coordinating Group (ICG) on Satellite Matters. Dr. Chitre was a programme manager during 1990 and 1991 on a contract from INTELSAT on systems studies on satellite communications systems architectures for ISDN and broadband ISDN systems. Currently he is the technical manager of the DoD Contract on ATM via satellite demonstration and the programme manager for the INTELSAT contract on analysis and top-level specification of INTELSAT ISDN subnetworks and SDH compatible transport network.
