A wide variety of Galactic sources show transient emission at soft and hard X-ray energies: low- and high-mass X-ray binaries containing compact objects, isolated neutron stars exhibiting extreme variability as magnetars as well as pulsar-wind nebulae. Although most of them can show emission up to MeV and/or GeV energies, many have not yet been detected in the TeV domain by Imaging Atmospheric Cherenkov Telescopes. In this paper, we explore the feasibility of detecting new Galactic transients with the Cherenkov Telescope Array Observatory (CTAO) and the prospects for studying them with Target of Opportunity observations. We show that CTAO will likely detect new sources in the TeV regime, such as the massive microquasars in the Cygnus region, low-mass X-ray binaries with low-viewing angle, flaring emission from the Crab pulsar-wind nebula or other novae explosions, among others. Since some of these sources could also exhibit emission at larger time-scales, we additionally test their detectability at longer exposures. We finally discuss the multiwavelength synergies with other instruments and large astronomical facilities.

Links between issue reports and corresponding fix commits are widely used in software maintenance. The quality of links directly affects maintenance costs. Currently, such links are mainly maintained by error-prone manual efforts, which may result in missing links. To tackle this problem, automatic link recovery approaches have been proposed by building traditional classifiers with positive and negative links. However, these traditional classifiers may not perform well due to the inherent characteristics of missing links. Positive links, which can be used to build link recovery model, are quite limited as the result of missing links. Since the construction of negative links depends on the number of positive links in many existing approaches, the available negative links also become restricted. In this paper, we point out that it is better to consider the missing link problem as a model learning problem by using positive and unlabeled data, rather than the construction of traditional classifier. We propose PULink, an approach that constructs the link recovery model with positive and unlabeled links. Our experiment results show that compared to existing state-of-the-art technologies built on traditional classifier, PULink can achieve competitive performance by utilizing only 70% positive links that are used in those approaches.

In open software development environment, a large number of feature requests with mixed quality are often posted by stakeholders and usually managed in issue tracking systems. Thoroughly understanding and analyzing the real intents that feature requests imply is a labor-intensive and challenging task. In this paper, we introduce an approach to understand feature requests automatically. We generate a set of fuzzy rules based on natural language processing techniques that classify each sentence in feature requests into a set of categories: Intent, Explanation, Benefit, Drawback, Example and Trivia. Consequently, the feature requests can be automatically structured based on the classification results. We conduct experiments on 2,112 sentences taken from 602 feature requests of nine popular open source projects. The results show that our method can reach a high performance on classifying sentences from feature requests. Moreover, when applying fuzzy rules on machine learning methods, the performance can be improved significantly.

Combinations of intense non-pharmaceutical interventions (lockdowns) were introduced in countries worldwide to reduce SARS-CoV-2 transmission. Many governments have begun to implement lockdown exit strategies that allow restrictions to be relaxed while attempting to control the risk of a surge in cases. Mathematical modelling has played a central role in guiding interventions, but the challenge of designing optimal exit strategies in the face of ongoing transmission is unprecedented. Here, we report discussions from the Isaac Newton Institute "Models for an exit strategy" workshop (11-15 May 2020). A diverse community of modellers who are providing evidence to governments worldwide were asked to identify the main questions that, if answered, will allow for more accurate predictions of the effects of different exit strategies. Based on these questions, we propose a roadmap to facilitate the development of reliable models to guide exit strategies. The roadmap requires a global collaborative effort from the scientific community and policy-makers, and is made up of three parts: i) improve estimation of key epidemiological parameters;ii) understand sources of heterogeneity in populations;iii) focus on requirements for data collection, particularly in Low-to-Middle-Income countries. This will provide important information for planning exit strategies that balance socio-economic benefits with public health. Copyright © 2020, The Authors. All rights reserved.

Distributed Kalman Filters with state equality constraints: Time-based and event-triggered communications

In this paper, we investigate a distributed estimation problem for multi-agent systems with state equality constraints (SEC). First, under a time-based consensus communication protocol, applying a modified projection operator and the covariance intersection fusion method, we propose a distributed Kalman filter with guaranteed consistency and satisfied SEC. Furthermore, we establish the relationship between consensus step, SEC and estimation error covariance in dynamic and steady processes, respectively. Employing a space decomposition method, we show the error covariance in the constraint set can be arbitrarily small by setting a sufficiently large consensus step. Besides, we propose an extended collective observability (ECO) condition based on SEC, which is milder than existing observability conditions. Under the ECO condition, through utilizing a technique of matrix approximation, we prove the boundedness of error covariance and the exponentially asymptotic unbiasedness of state estimate, respectively. Moreover, under the ECO condition for linear time-invariant systems with SEC, we provide a novel event-triggered communication protocol by employing the consistency, and give an offline design principle of triggering thresholds with guaranteed boundedness of error covariance. More importantly, we quantify and analyze the communication rate for the proposed event-triggered distributed Kalman filter, and provide optimization based methods to obtain the minimal (maximal) successive non-triggering (triggering) times. In this paper, we investigate a class of time-inconsistent discrete-time stochastic linear-quadratic optimal control problems, whose time-consistent solutions consist of an open-loop equilibrium control and a linear feedback equilibrium strategy. The open-loop equilibrium control is defined for a given initial pair, while the linear feedback equilibrium strategy is defined for all the initial pairs. Maximum-principle-type necessary and sufficient conditions containing stationary and convexity are derived for the existence of these two time-consistent solutions, respectively. Furthermore, for the case where the system matrices are independent of the initial time, we show that the existence of the open-loop equilibrium control for a given initial pair is equivalent to the solvability of a set of nonsymmetric generalized difference Riccati equations and a set of linear difference equations. The matrix logarithm, when applied to Hermitian positive definite matrices, is concave with respect to the positive semidefinite order. This operator concavity property leads to numerous concavity and convexity results for other matrix functions, many of which are of importance in quantum information theory. In this paper we show how to approximate the matrix logarithm with functions that preserve operator concavity and can be described using the feasible regions of semidefinite optimization problems of fairly small size. Such approximations allow us to use off-the-shelf semidefinite optimization solvers for convex optimization problems involving the matrix logarithm and related functions, such as the quantum relative entropy. The basic ingredients of our approach apply, beyond the matrix logarithm, to functions that are operator concave and operator monotone. As such, we introduce strategies for constructing semidefinite approximations that we expect will be useful, more generally, for studying the approximation power of functions with small semidefinite representations. Fusing R Features and Local Features with Context-Aware Kernels for Action Recognition

The performance of action recognition in video sequences depends significantly on the representation of actions and the similarity measurement between the representations. In this paper, we combine two kinds of features extracted from the spatio-temporal interest points with context-aware kernels for action recognition. For the action representation, local cuboid features extracted around interest points are very popular using a Bag of Visual Words (BOVW) model. Such representations, however, ignore potentially valuable information about the global spatio-temporal distribution of interest points. We propose a new global feature to capture the detailed geometrical distribution of interest points. It is calculated by using the 3D R transform which is defined as an extended 3D discrete Radon transform, followed by the application of a two-directional two-dimensional principal component analysis. For the similarity measurement, we model a video set as an optimized probabilistic hypergraph and propose a context-aware kernel to measure high order relationships among videos. The context-aware kernel is more robust to the noise and outliers in the data than the traditional context-free kernel which just considers the pairwise relationships between videos. The hyperedges of the hypergraph are constructed based on a learnt Mahalanobis distance metric. Any disturbing information from other classes is excluded from each hyperedge. Finally, a multiple kernel learning algorithm is designed by integrating the l2 norm regularization into a linear SVM classifier to fuse the R feature and the BOVW representation for action recognition. Experimental results on several datasets demonstrate the effectiveness of the proposed approach for action recognition. © 2015, Springer science+Business Media New York.

Delayed optimal control of stochastic LQ problem

A stochastic LQ problem with multiplicative noises and transmission delay is studied in this paper, which does not require any definiteness constraint on the cost weighting matrices. From some abstract representations of the system and cost functional, the solvability of this LQ problem is characterized by some conditions with operator form. Based on these, necessary and sufficient conditions are derived for the case with a fixed time-state initial pair and the general case with all the time-state initial pairs. For both cases, a set of coupled discrete-time Riccati-like equations can be derived to characterize the existence and the form of the delayed optimal control. In particular, for the general case with all the initial pairs, the existence of the delayed optimal control is equivalent to the solvability of the Riccati-like equations with some algebraic constraints, and both of them are also equivalent to the solvability of a set of coupled linear matrix equality-inequalities. Note that both the constrained Riccati-like equations and the linear matrix equality-inequalities are introduced for the first time in the literature for the proposed LQ problem. Furthermore, the convexity and the uniform convexity of the cost functional are fully characterized via certain properties of the solution of the Riccati-like equations.
