Summary form only given. In 1996, Rochester Institute of technology launched the US's first Bachelor of Science program in software Engineering. The program is innovative in many respects, including its interdisciplinary sponsorship by the Departments of Computer Science and Computer Engineering, which are themselves housed in two distinct colleges of RIT. In addition, the curriculum was developed with input from across a broad range of industrial software development domains: commercial off-the-shelf (COTS), finance and banking, embedded real-time control systems, and telecommunications and networking. The result is a rich, broad-based curriculum, where the foundation laid by the core computer science and engineering courses provides the basis for deeper upper division study in software engineering. The curriculum is very much a work in progress. The paper focuses on experiences to date, including issues related to administering a multidisciplinary program, student response to the initial set of courses, and plans for the future.

Pascal's long and successful run at West Point illustrated Winston Churchill's dictum that, "The absence of alternatives clears the mind wonderfully." However, by the mid-90s, the United States Military Academy was finding that Pascal, long the educational workhorse, was no longer the clear choice for serious computer science education. The decision was taken to evaluate alternatives to Pascal. The criteria selected for programming language evaluation were student learning outcomes based on course goals and objectives. The controlled educational environment of a service academy provides an excellent opportunity to conduct research using control groups and experimental groups. We conducted a side by side comparison of the use of Pascal, which was specifically designed for instructional purposes, and Ada in an introductory course. The experiment demonstrated that students were much more successful in Ada than in Pascal, and led to the revision of the Academy core curriculum to use Ada 95 in our introductory computer science class. This paper discusses the details of our comparison, citing specific examples to illustrate a rational basis for evaluating programming language features against course objectives.

The paper describes engineering a system for a distributed Austrian Alpine road-pricing environment as well as the structure and organization of the software development. The client/server-based road-pricing system, handling on average 1.2 million vehicle transitions per month, had be to operational within a mere eight months after the start of the project. Current practical and industrial problems of client/server system strategies are discussed. Our main theses derived from the presented case study are: in current medium to large software engineering tasks there is a need for a) technical specialists for industrially identified project stress points (database, network, front-end) with experience in large projects, b) a project and process plan for a (very) short development time frame before production, and c) a dynamic production-oriented process model rather than a traditional linear process model.

Current economic conditions are forcing information system departments to focus simultaneously on decreasing costs while increasing software productivity. Improving software productivity is becoming critical because software costs of large in-house software companies have been increasing rapidly. For many organizations, however, measuring software productivity has been a difficult task. Using Data Envelopment Analysis (DEA), this research study investigates the productivity of 78 commercial system projects. The results of this study have practical implications for software project managers undertaking software development. The results showed that the DEA technology can be successfully used to identify efficient and inefficient software projects. Furthermore, within the inefficient group, DEA can also identify factors that affect software productivity in a positive or negative manner, allowing managers to take corrective actions. Based on the findings of this study, the manuscript also provides some practical guidelines for managers to follow in software development.

He obtained his B.A. Sc. and M.A.Sc. degrees in electrical engineering (summa cum laude) from the University of Ottawa Ottawa Ontario Canada in 1987 and 1989 respectively. Mr So was a research engineer in the University of Ottawa from January 1989 to October 1991 his research interests included CAD techniques of microwave circuits and numerical methods for electromagnetic wave modelling. He specialized in the development of electromagnetic engineering CAD software and successfully implemented a number of electromagnetic wave simulators based on the two-dimensional and three-dimensional transmission-line matrix methods. From August 1990 to February 1991 he accompanied Professor W. J. R. Hoefer to Rome Italy and Sophia Antiopolas France. During that time he implemented a parallel version of the 3D-TLM simulator for the CM-2 Connection Machine using C-Star and X Windows Library. He is a research engineer and a Ph.D. student at the University of Victoria Victoria British Columbia Canada. He ported the 2D- and 3D-TLM simulators to DECmpp 1200 massively parallel computer using MPL C and C++. He also combined OSA90/hope a commercially available microwave CAD program with a 2D-TLM simulation module for geometry optimization using the Datapipe technique of OSA90/hope. Recently he has developed a distributed client-server computing technique for the TLM method this technique could accelerate the TLM simulation by more than an order of magnitude. This paper describes the implementation of transmission-line matrix (TLM) method algorithms on a massively parallel computer (DECmpp 12000), the technique of distributed computing in the UNIX environment, and the combination of TLM analysis with Prony's method as well as with autoregressive moving average (ARMA) digital signal processing for electromagnetic field modelling. By combining these advanced computation techniques, typical electromagnetic field modelling of microwave structures by TLM analysis can be accelerated by a few orders of magnitude.

EFFECT OF BROADCAST AND PRECISE EPHEMERIDES ON ESTIMATES OF THE FREQUENCY STABILITY OF GPS NAVSTAR CLOCKS

His satellite navigation work began in 1966 with the TIM-ATION program. He developed navigation algorithms that were used in the design of the NRL-proposed constellation for GPS. He has been a member of the GPS team for more than 20 years. His current work involves the frequency stability analysis of all GPS Navstar and monitor station clocks. An Electronics Engineer who has worked at the Naval Research Laboratory since 1971 and with the Space Applications Branch since 1983. He has been a member of the GPS team for more than a decade. His current work involves software development for the clock analysis program and analysis of the Navstar clock behaviour in the areas of anomaly detection correction of breaks in the data frequency stability and spectral analysis. SFA Inc. 1401 McCormick Drive Landover MD 20785 USA. A physicist who has been associated with the Naval Research Laboratory since 1960 and currently is an independent contractor. He has worked on the GPS project for more than 20 years. He was involved with the first experiment in the TIMATION program in 1964 and with the design of the NRL-proposed constellation for GPS. He was the Director of the Control Center for the Navigation Technology Segment (NTS) of GPS which verified key concepts that included precise time transfer navigation and the relativistic clock effect for GPS. An engineer who has been associated with the Space Applications Branch of the Naval Research Laboratory since 1959–first with Bendix Field Engineering until 1990 and currently with SFA Inc. His work includes GPS precise time and frequency measurements for NTS and GPS data communications and analysis of the Navstar clocks.

Frequency stability analysis of on-orbit Navstar clocks is performed by the Naval Research Laboratory using both the broadcast and the precise post-processed ephemerides. The phase offset between the Navstar clock and the reference clock is computed from pseudorange measurements obtained by dual-frequency GPS receivers at the five GPS monitor sites and at the U.S. Naval Observatory precise-time site. The broadcast ephemerides are generated at the GPS master control station by a Kalman filter using data collected from the five GPS monitor stations. The precise post-processed ephemerides are generated by the Defense Mapping Agency (DMA) using data collected from the GPS monitor sites and from five additional DMA monitor sites. In this paper the frequency stability is estimated for two Navstar caesium clocks-a Block I caesium clock (Navstar 9) and a Block II caesium clock (Navstar 23)-using both the broadcast and the precise ephemerides. A significant improvement in the estimate of the frequency stability of the Block II clocks has been achieved using the precise ephemeris.

There is a very large demand for basic telephone service in developing nations, and remote parts of industrialized nations, which cannot be met by conventional wireline and cellular systems. This is the world's largest unserved market. We describe a system which uses recent advances in active phased arrays, fast-packet switching technology, adaptive routeing, and light spacecraft technology, in part based on the work of the Jet Propulsion Laboratory and on recently-declassified work done on the Strategic Defense Initiative, to make it possible to address this market with a global telephone network based on a large low-Earth-orbit constellation of identical satellites. A telephone utility can use such a network to provide the same modern basic and enhanced telephone services offered by telephone utilities in the urban centres of fully-industrialized nations. Economies of scale permit capital and operating costs per subscriber low enough to provide a service to all subscribers, regardless of location, at prices comparable to the same services in urban areas of industrialized nations, while generating operating profits great enough to attract the capital needed for its construction. The bandwidth needed to support the capacity needed to gain these economies of scale requires that the system use K(alpha)-band frequencies. This choice of frequencies places unusual constraints on the network design, and in particular forces the use of a large number of satellites. Global demand for basic and enhanced telephone service is great enough to support at least three networks of the size described herein. The volume of advanced components, and services such as launch services, required to construct and replace these networks is sufficient to propel certain industries to market leadership positions in the early 21st Century.

He is responsible for software development and special trials support. He has led the Flooding Casualty Control Software (FCCS) development effort since joining AME in 1989. He is also responsible for the material handling strikedown and stowage (MHS&S) software development program as well as special trials support for the ACVLAP and T-AGOS 19 programs. Prior to joining AME Mr. Zahn spent nine years with various companies of the ARCTEC Group. His experience includes field trials in venues from the Caribbean to the Bering Sea as well as model tests and engineering design and development efforts. Mr. Zahn received his B.S. in naval architecture and marine engineering from Webb Institute in 1980 and has published various papers on pollution prevention offshore systems and icebreaker design and performance. He is a member of ASNE and SNAME. John Rosborough:has been a naval architect for the Naval Sea Systems Command (NavSea) for the past 15 years. He is currently assigned to the Hydrodynamics Division with responsibility for aircraft carrier stability evaluations and as a task leader for computer-aided ship design development. In the Stability Division he was previously responsible for stability analyses on various amphibious ships SWATHs and foreign ships. He manages the upgrade and augmentation of SHCP at NavSea and is the Navy's technical point of contact for evaluating shipboard stability software and transitioning technology to the fleet. Mr. Rosborough received his B.S. in naval architecture and marine engineering from the University of Michigan in 1977. He is a member of USNI and the Association of Scientists and Engineers at NavSea. Richard Carlstrom:is a naval architect with Advanced Marine Enterprises. He has been responsible for software development in support of a variety of major programs including FCCS and SHCP and is a specialist in stability evaluations for complex ships such as CVs CVNs

The Flooding Casualty Control software (FCCS) was developed under the auspices of the Naval Sea Systems Command (NavSea) and is currently being deployed on a variety of ships in the neets of both the U.S. Navy and the U.S. Coast Guard. The primary objective of FCCS is to enable damage control personnel to identify critical stability conditions, especially when related to the loss of reserve buoyancy due to battle damage and the destabilizing effects of large quantities of firefighting water, in a timely manner. FCCS was initially deploved in 1990. It utilizes the standard algorithms of the Ship Hull Characteristics program (SHCP). The user interface was designed to allow quick familiarity for shipboard users, primarily the damage control assistant (DCA) and his staff. Intact stability evaluations include the effects of topside icing, high winds, personnel crowding, heavy lifts over the side, high speed turns, and towing. FCCS also supports ballasting analysis for amphibious ships as well as providing bottom reaction and beached stability data for grounding incidents. Bv providing a tool for the ''fuel king'' and DCA to generate the required daily updates on the current ship load and liquids status, FCCS is assured of an accurate baseline in the event of damage. The design allows the evaluation of the ultimate ship stability status for a damage event using simple compartmentation and flooding status inputs. Evaluation of the adequacy of resulting stabilitv, as well as identification of such critical stability parameters as off center loading, margin line immersion, and negative GM, are accomplished by the program. Guidance is provided for the user to initiate appropriate flooding related damage control activities. Initially fitted on USS Oliver Hazard Perry Class frigates, FCCS databases have been for the USCG Hamilton class high endurance cutters, USS Arleigh Burke class Aegis destroyers, and a variety of other U.S. Navy and U.S. Coast Guard ship classes.
