The project described in this paper is on a partnership program between southern polytechnic state university (SPSU), kennesaw Mountain High (KMH) School, and South Cobb High (SCH) School, all in Cobb County, Georgia. The project is driven by an overarching goal of establishing a community-based partnership, which focuses on an integration of education, research, and training in the design and development of embedded systems. The motivation for the project stems from the plausibility of 1) extending embedded system research / knowledge to high school (K-12) students and 2) enhancing their interests and opportunities in the field. The project involves several high school students and computer science and computer engineering technology undergraduates and graduates. The college students serve as role models, working side-by-side with the high-school students. The students are trained in the design and development of hardware/software systems for embedded applications. The project, dubbed as a Community-based Partnership for Integrated Research and Education (COPIRE), is housed in the COPIRE Research laboratory at SPSU. © 2004 IEEE.

A holistic approach for construction with respect to environmental law

The impetus for widespread change within the private‐sector building industry is about no single owner retaining a constructed project during its entire life cycle. This impetus will be difficult to establish as statutory relief because of changes in private‐sector ownership. This is not true in most cases for federal agencies. However, with the advent of sustainability in construction and bioremediation in environmental construction, federal agencies also need to address the problem in an integrated fashion by improving their project management, planning, and implementation strategies. Thus, federal agencies have a responsibility and duty to take the lead in developing processes to ensure environmentally friendly construction. Currently the motivations are only voluntary, not regulatory. The divided nature of the construction industry complicates the problem further. Construction will become substantially more environmentally friendly if private‐sector owners are motivated through rewards and federal agencies through more integrated life‐cycle planning and programming, built within the socioeconomic and regulatory framework. In this article, the building industry, which currently stands fragmented, is analyzed in the context of the incentives and structural changes it needs to implement environmental laws fully. This article presents the motivation for adopting a holistic approach toward environmental compliance by modeling the strategic interventions required. These interventions, within and outside the construction industry, are also used to compare economic parity issues between existing building stock and future environmentally compliant buildings. Fundamental internal and external changes have been identified in the manner business is presently conducted to reward and benefit those who comply with the environmental laws and regulations. Environmental laws are increasing and changing faster than they can be implemented in the construction industry. This is especially important for federal facilities and environmental construction because federal agencies are strongly averse to notices of violation to environmental regulations. Other industries, such as the Air Force aircraft development industry, are coping with problems related to impacts of environmental laws by integrating the concept of design for environment into their management strategy on a life‐cycle basis. The construction industry has historically addressed environmental regulations in a segregated and fragmented approach and seen environmental issues as restrictions and constraints. With the advent of sustainability in construction and bioremediation in environmental construction, federal agencies also need to address the problem in an integrated fashion by improving its project management, planning, and implementation strategies. This article presents a framework that can be used by the construction industry for analyzing construction alternatives in an integrated fashion with respect to environmental laws and regulations. The framework provides a holistic approach for taking into consideration public needs, construction processes, and regulatory governmental functions. The framework can be used by federal agencies for addressing life‐cycle environmental issues pertaining to compliance, conservation, and pollution prevention. Use of the holistic approach and integrated framework is expected to minimize remediation in new building and environmental construction projects. © 2004 Wiley Periodicals, Inc.

For many, the software engineering profession is still viewed as immature. The authors contend that a major problem has to do with the current educational model(s) for software. Most computer science graduates pursue careers in software development/software engineering. Only recently, a few B.S. in Software engineering programs began their existence. Analyses of several of these programs reveal a lack of coherent design. Some are housed in an engineering school and have the 'flavor' of engineering but lack enough emphasis on software engineering core. Some are housed on traditional CS departments, have a strong CS component with a few SwE courses, and no engineering focus. What is the right "mix"? Which of the existing BSSwE programs can be accredited? What educational model will most likely help produce a professional software engineer? Science? engineering? technology? This paper addresses these and other related topics and controversial issues.

Changes proposed to satisfy the new credit hour requirements, while giving the civil engineering technology students the basic concepts in environmental engineering are discussed. The Board of Regents modified the basic college core and reduced the total credit hours required to obtain a four-year degree in an attempt to unify all college requirements. The major impact of the reduction on the total credit hours was the elimination of specialty areas. To modify the contents of the courses and redefine the learning outcomes, four courses in the environmental engineering area were combined into two, while maintaining there additional elective courses.

Using data samples taken at the ϒ(4S) resonance and nearby continuum e+e− annihilation with the CLEO-II detector at CESR, we have measured the inclusive branching fraction B(B→ηX)=(17.6±1.1±1.2)%, and the momentum distribution of the η mesons from B meson decay. The η yield cannot be explained as arising solely from the decay of intermediate charmed mesons.

SURFACE SHIP COMBAT SYSTEM UPGRADE engineering

作者： HOLDEN, RA The author is a physicist in the Systems Engineering Branch Aegis Ship Combat Systems Division at the Naval Surface Warfare Center (NSWC). He received a B.S. degree in physics and mathematics from Arkansas Polytechnic College in 1965 attended graduate school at Southern Illinois University and University of Illinois receiving a M.S. degree in physics in 1967. He was an electro optics engineer for Delco Electronics before joining NSWC in 1972. He worked as a physicist in naval weapons guidance and control technology from 1972 until joining the Aegis shipbuilding program in 1983. Currently he serves as a combat system engineering group leader supporting the Aegis Program Office (NSWC). In this position he is responsible for a task supporting the Aegis Project Office (PMS-400) for present and planned combat system R&D.

Construction of new ships is typically limited to a rate of two to five per year. The lead ship of a class requires several years for design and construction and follow-on ships are completed at the typical production rate. The total time period to complete a class of multimission surface combatants is fifteen to twenty years. As ships are constructed the combat system gradually falls behind in warfighting capability and may be changed piecemeal in an attempt to keep pace with the advancing threat. Piecemeal changes are costly and create a proliferation of equipments and configurations. An acquisition strategy is described which avoids the annual capability upgrades but provides introduction of state-of-the-art technology at preplanned points in the building program. This will insure maximum commonality and modernization. Defining preplanned combat system upgrades consists of engineering conceptual systems as a departure from real systems under development. For modern integrated combat systems such as Aegis this requires evaluating all changes in terms of total impact on the functional and physical characteristics of the system. This paper describes an approach which defines combat system configurations as baselines and periodically evaluates emerging technology to define new baseline configurations. The configurations defined in this manner insure maximum commonality among ships of the class and still maintains warfighting capability.
