Large-scale natural or man-made disasters have the potential to cause great loss of life, human injury and extreme property damage. Evacuation from areas at risk is often one of the most feasible strategies that can be undertaken in response to these types of disasters. Evacuating a large population in the shortest possible time is an extremely complicated and difficult task, which urgently needs to look for ways to control the evacuation traffic flow efficiently and effectively in real-time. This paper, on the foundation of adaptive control theory, puts forward a traffic adaptive control framework for real time large-scale emergency evacuation, the characteristic of which integrates a method of prescriptive reference model and the adaptive control system. The prescriptive reference model is applied to specify, in a short-term and rolling-horizon manner, the desired traffic states, which serves as a reference point for the adaptive control. And the adaptive control system combines these desired states and the current prevailing traffic conditions collected by the sensing system to produce real time traffic control schemes. These traffic control schemes are implemented in the field to guide the real world traffic flow to evolve towards the desired states. © 2010 IEEE.

In order to limit short-circuit current and satisfy the need of relay setting, only part of the 220kV power transformer is grounded, so on the neutrals of ungrounded transformers will appear the over-voltage. Currently the value of over-voltage on transformer neutral point and the corresponding protection strategy is based on theoretical formula, this article use the PSCAD/EMTDC software to calculate the over-voltage on the neutral point of 4 ungrounded power transformers in Chongqing 220kV power grid, the result shows that the power frequency transient over-voltage on the neutrals may reach 178kV, If the single-phase grounding fault occurs in ungrounded power system, the power frequency over-voltage on the neutrals will be more serious and rise to 138.6kV. Non-full phase operation may cause serious ferro-resonance over-voltage on the neutrals of no-load transformer, which may last for seconds and may rise to 723.7kV, causing serious threat to the transformer neutrals and line-side equipment. The article also studies the gap parameter which should be taken on the neutrals of 220kV transformers at the end. © 2010 Chinese Soc for Elec Eng.

Lighting causes great damage to power systems due to the stochastic nature of lightning discharges and the vulnerability of lightning leaders to various environments in the process of inception and propagation. In this work, the growth of diffusion limited aggregation (DLA) was adopted for reproducing branches and tortuosity of lightning channels in both 2-D and 3-D simulations. By comparing the fractal dimensions of natural lightning discharges and simulation results on various discharge settings, we discovered that a fractal coefficient η = 2 can deliver a credible model of lightning strikes. We further proved the consistency between simulation results and observations conducted in Japan during 2005 and 2006 winter seasons on lightning strikes to a windmill and its lightning-protection tower. But the credibility of the result needs to be verified by further experimental data, when the model extended from 2-D to 3-D. Moreover, striking probability and the shielding effect in the actual condition were analyzed with the proposed simulation model. © 2010 Chin. Soc. for Elec. Eng.

This paper, on the foundation of efficiency and contmgency, puts forward a novel method of emergency evacuation traffic organization using information centrality of complex network theory, the characteristic of which integrates a method of emergency evacuation corridors optimization and traffic organization method of emergency evacuahon corridors. In addition, the efficiency function in information centrality has been improved. The experiment results show that the proposed method has rationality and feasibility.

Modeling and simulation of full-vehicle random vibration

Taking a 9 DoF full-vehicle model as an example, the vehicle vibration structure was discredited with the idea of finite element method(FEM). The element stiffness matrix and damping matrix were given by the transform of element displacement. The coefficient matrix of the mathematical model of the vehicle vibration was assembled according to the position of the element displacement in the vector of structure displacements. A mathematical model of vehicle vibration was built as the forced displacement disposed of as the restraint. The vibration response variables were deduced with the idea of FEM, and their simulations were realized by the virtual excitation theory. The results show that the combination of the modeling and the simulation provides a practical approach to the random vibration analysis of complex vehicles.

This paper proposed a parametric method to search the region needed fairinged of the automotive panels' contour, designed the roller mapping algorithm to generate the smooth curves, and used the contour curves and the smooth curves to generate the final smooth surface by skinning method. At last, two automobile panels had been contour fairinged successfully, the results show that algorithm this paper proposed is effective and feasible.

There are many winter road traffic accidents in China, and the Death Toll is on the top in the world for a long time, where, the traffic accidents under the condition of ice & snow road have some special characters. This article take the typical case about traffic accidents of ice & snow road as an example, make the reconstruction analysis for the accidents course applying the “Analysis System for Traffic Accidents V2.0” which is developed independently by the safety research lab.ratory of Jilin University, and analysis the accident causes from three aspects: people, vehicle, and road. Finally, the preliminary suggestion for countermeasures of the winter traffic safety is given out.

This paper puts forward a novel method of identifying key nodes and corridors for emergency evacuation based on information centrality, the characteristic of which integrates a method of identifying the efficient nodes and the critical connectivity nodes for evacuation, and a method of identifying the key evacuation corridors. In addition, the approach of connectivity key nodes has been proposed. The experiment results show that the proposed method has rationality and feasibility.
