The algorithm of wavelet analysis can be used to estimate the time delay (TD) and Doppler stretch (DS) of Chirp signals, but it cannot suppress the effect of Gaussian noises. In this paper, a definition of fourth-order Wavelet-Cumulants is given by combining the wavelet and the forth-order cumulant. This method can be used in unknown Gaussian noise environment. The simulation results demonstrate the effectiveness of this novel approach.

In this issue, some related models based on location-allocation analysis are introduced into emergency traffic evacuation field. Considering the actual situation and character of emergency traffic evacuation, we develop maximum covering models which are applied to emergency traffic evacuation and its optimized algorithm. Firstly, with the blackboard rulers the steering system and wheels get their coordinated control tasks based on their own states and the vehicle's state. It can adjust desired commands and control paraments of the servo controllers to realize the vehicle's steering antilock brake stability. The force distribution strategy suitable for complex conditions is designed. Secondly, it realizes the servo control of the vehicles with the optimum slide mode control method, and studies on it's application methods to the vehicle's longitudinal and lateral servo-system to track the desired input commands robustly. The estimation of the body slip angle is the key problem in the electronic stability control system design. In this paper a state observer of the vehicle body slip angle is designed by considering the variation of the vehicle model parameters timely, which are effected by the maneuvers. In order to get a better state estimation value, the tire cornering stiffness is identified online based on the Recursive Least Squares (RLS). According to the results of simulation, the state observer with sufficient robustness can be used to overcome the impact of model error and the effectiveness of the observer can be verified by the simulation.

The traditional PID controller parameters are hard to tune timely under the rapid changes of the dynamic network circumstances, which affect the PID algorithm's control effects on network data flows. To alleviate the problem, a novel AQM algorithm based on PID controller is proposed, called the improved expert intelligent PID algorithm (IEI-PID). By combining expert knowledge with PID and adding more detail control rules, the algorithm receive better control effect. The NS2 simulation has been done to compare IEI-PID with classic PID algorithm (CPID) and expert intelligent PID algorithm (EI-PID), and the former has superior performance.

Since the resources from environment are in short supply, it is necessary to alleviate the conflict between high-speed economic construction and limited resources in the Chinese society. This paper aims to analysis the variation of natural resources input into China during 2000-2007 based on extended exergy as an eco-centric metric. With the materials, labor, capital and environmental renovation quantified by exergy numeraire grounding on the second-law metric in view of ecological accounting, the composition and proportion of extended exergy clearly revealed the whole condition of available energy input into society in China. Moreover, two indexes, i.e., extended exergy consumption intensity and extended exergy productivity of natural resources, are proposed to depict the contribution of four different production factors from economic, social and environmental aspects, respectively. Moreover, the extended exergy based analysis of the Chinese society may be helpful in uncovering the long-term resource depletion and promoting efficiency of the resource transformation in the social-economic-environmental system, thus providing holistic method and systematic view for the decision makers with respect to environmental management.
