The Social Affordances of the Internet for Networked Individualism

We review the evidence from a number of surveys in which our NetLab has been involved about the extent to which the Internet is transforming or enhancing community. The studies show that the Internet is used for connectivity locally as well as globally, although the nature of its use varies in different countries. Internet use is adding on to other forms of communication, rather than replacing them. Internet use is reinforcing the pre-existing turn to societies in the developed world that are organized around networked individualism rather than group or local solidarities. The result has important implications for civic involvement.

Mr. Cotner's primary technical interests are earth-station design transmission analysis and high power amplifiers. Mr. Cotner has been with COMSAT for over 25 years. Most recently he served as Director of Technical Liaison and Analysis responsible for much of COMSAT World Systems research and development programme for high-level technical interaction with customers such as AT&T and MCI and for initiatives to improve the quality of international satellite transmission. He has also held technical management positions in COMSAT Laboratories COMSAT General where he was a Division Director Earth Segment Engineering and COMSAT World Systems where he represented the U.S. Signatory on the INTELSAT Board of Governors Technical Advisory Committee for five years. Mr. Cotner is a colonel (retired) in the Signal Corps U.S. Army Reserve where he was assigned to several mobilization positions related to satellite communications including a tour of duty on the Joint Staff. Designing a world-wide satellite network that consists of hundreds of user sites and thousands of circuit connections is a complex problem, which involves selecting a set of candidate satellites and satellite beams/frequency bands from among numerous existing and planned satellites, evaluation of circuit connectivity, earth-station compatibility and sizing, and estimating transponder loading. The design process may also require assessment of the impact of a different set of satellites and modified user traffic requirements on the space segment, the earth-station types and quantity, and the total system cost. Although a conventional design approach based on link-by-link and site-by-site analysis provides accurate results, it is time-consuming and impractical for developing high-level network architectures in a time-constrained environment. A design technique is proposed which employs a set of rules for satellite network design, in combination with extensive databases of satellite parameters, earth-station parameters and user traffic requirements, to synthesize a network architecture. The technique is particularly useful for performing high-level trade-offs among alternative architectures in terms of space segment requirements, the number and type of earth-stations and overall system cost. Once the desired architecture has been selected, a detailed design may be developed using conventional methods.

Solid‐liquid interface of an inductively heated metal sphere

From 1965 to 1980 he was with the Philips Research Laboratories in Aachen as a research scientist where he was engaged in research on lumped element circulators YIG-filters linear and non-linear microstrip circuits for microwave subsystems. Since 1981 he has been a professor for high-frequency techniques at the Fachhoch-schule Aachen Germany teaching electromagnetics and microwaves. His areas of interest include microwave and millimeter wave integrated circuits and devices non-linear analysis techniques device modelling planar transmission line modelling and electromagnetic field theory applied to isotropic and anisotropic materials. In this paper inductive melting in a metal sphere is investigated, whereby the temperature dependence of the sample 's most important material parameters is considered. The solid‐liquid interface in the sphere is determined in consideration of heat conduction. The melting process takes place in a vacuum with zero gravity under the influence of a homogeneous, magnetic alternating field. For the numerical solution of the heat conduction equation, homogeneous, isotropic conditions are assumed in discrete toroidal volumes. This approach simplifies, at the same time, the use of Maxwell's equations. Using the method of finite differences, the procedure yields not only the spatial location of the solid‐liquid interface but also the corresponding time and absorbed active power as a function of frequency, radius of the sphere and intensity of the exciting field. And not least, the total required melting time for melting the sphere can be determined. Copyright © 1993 John Wiley & Sons, Ltd.

ROLE OF SIMULATION IN RAPID PROTOTYPING FOR CONCEPT DEVELOPMENT

作者： KING, JF BARTON, DE J. Fred King:is the manager of the Advanced Technology Department for Unisys in Reston Virginia. He earned his Ph.D. in mathematics from the University of Houston in 1977. He has been principal investigator of research projects in knowledge engineering pattern recognition and heuristic problem-solving. Efforts include the development of a multi-temporal multispectral classifier for identifying graincrops using LANDSAT satellite imagery data for NASA. Also as a member of the research team for a NCI study with Baylor College of Medicine and NASA he helped develop techniques for detection of carcinoma using multispectral microphotometer scans of lung tissue. He established and became technical director of the AI Laboratory for Ford Aerospace where he developed expert scheduling modeling and knowledge acquisition systems for NASA. Since joining Unisys in 1985 he has led the development of object-oriented programming environments blackboard architectures data fusion techniques using neural networks and intelligent data base systems. Douglas E. Barton:is manager of Logistics Information Systems for Unisys in Reston Virginia. He earned his B.A. degree in computer science from the College of William and Mary in 1978 and did postgraduate work in London as a Drapers Company scholar. Since joining Unisys in 1981 his work has concentrated on program management and software engineering of large scale data base management systems and design and implementation of knowledge-based systems in planning and logistics. As chairman of the Logistics Data Subcommittee of the National Security Industrial Association (NSIA) he led an industry initiative which examined concepts in knowledge-based systems in military logistics. His responsibilities also include evaluation development and tailoring of software engineering standards and procedures for data base and knowledge-based systems. A valuable technique during concept development is rapid prototyping of software for key design components. This approach is particularly useful when the optimum design approach is not readily apparent or several known alternatives need to be rapidly evaluated. A problem inherent in rapid prototyping is the lack of a "target system" with which to interface. Some alternatives are to develop test driver libraries, integrate the prototype with an existing working simulator, or build one for the specific problem. This paper presents a unique approach to concept development using rapid prototyping for concept development and scenario-based simulation for concept verification. The rapid prototyping environment, derived from artificial intelligence technology, is based on a blackboard architecture. The rapid prototype simulation capability is provided through an object-oriented modeling environment. It is shown how both simulation and blackboard technologies are used collectively to rapidly gain insight into a tenacious problem. A specific example will be discussed where this approach was used to evolve the logic of a mission controller for an autonomous underwater vehicle.

She is currently studying local fiscal responses to grants for the arts under a grant from the National Endowment for the Arts. Dr. LaPlante received the Ph.D. from the Maxwell School at Syracuse University in 1984.

THE SHIPBOARD FACILITIES MAINTENANCE DEMONSTRATION study

He has been a Behavioral Scientist in industry and government since 1960 working on command and control systems and simulations for the Strategic Air Command Job Corps Information Management System Permissive Action Link System Helicopter Attack System Riverine Warfare Systems Manpower Simulation Modeling and Facility Maintenance and Manpower Utilization. He has been employed at the Navy Personnel Research and Development Center formerly the Navy Personnel Research Laboratory since 1967 and has presented papers and participated in numerous international and national symposia. At the present time Mr. Schwartz is the principal investigator of the Facilities Maintenance Demonstration Study being conducted at David W. Taylor Naval Ship Research and Development Center. Mr. James L. Cordergraduated from the U. S. Naval Academy in 1958 and received his MS degree in Engineering Science in 1964 from The George Washington University. He served aboard a Destroyer and instructed in the Engineering Department U. S. Naval Academy until 1964. Since then he has been employed at the David W. Taylor Naval Ship Research and Development Center where he was the Program Manager for the Shipboard Manning and Automation Program until September 1977 and currently is assigned to DTNSRDC Annapolis Md. Mr. Corder who received a Letter of Commendation from the Assistant Secretary of the Navy (R&D) for his work performed while assigned on temporary additional duty at the Navy Research and Development Unit Vietnam in 1968 has been a member of ASNE since February 1965.

Facilities Maintenance (FM), as currently performed by shipboard personnel, requires a considerable expenditure of man—hours and material resources and is not performed efficiently nor effectively. Potential solutions to underlying problems were studied on portions of an operational ship of the FF 1052 Class. The study indicated that: 1) a significant reduction in man—hour expenditure and cost to the Navy is feasible through a systematic innovation program, 2) skill and knowledge of FM Team personnel is improved, and 3) shipboard spaces are cleaner and better maintained with FM innovations. The next phase of the project includes the total ship, and it is planned to commence in July 1978 aboard FF 1052, FFG 7, and LST 1179 Class ships. © 1978 American Society of Naval Engineers

THE USE OF MAINTENANCE DATA TO IMPROVE FLEET MAINTENANCE PRACTICES

Before joining ARINC Research he worked for the newly formed Litton Advanced Marine Technology Division. where as Manager System Engineering and Analysis and Director System Assurance he had responsibilities in a variety of areas including Reliability Maintainability Human. Engineering System Safety Operations Analysis and the operational and maintenance training of LHA I and DD 963 Class Navy crews. Mr. Reines received his BS degree from Columbia University in 1951 after his service in the U.S. Navy as an Aviation Machinist Mate/Combat Air Crewman. During his 27–year career since then he has worked in the automotive and aerospace industries and as a Consultant to industry and the military. Mr. John P. McCormickis a Principal Engineer and Group Manager in ARINC Research Corporation's Ships and Ordnance Division. He has been with ARINC Research since 1963 when he joined the Company to participate in reliability studies of NASA's SATURN Launch Vehicle. He was Project Leader of a comprehensive study of the Air Force Jet Engine Maintenance Management Program has conducted a number of studies involving the use of Army Maintenance Data and has considerable experience in the use and analysis of Navy Maintenance Data. Currently he is managing a number of projects involving the analysis of Navy Destroyer and Submarine Maintenance Information. Mr. McCormick received his BS degree in Physics from St. Bonaventure University in 1959. after which he was employed by the U.S. Naval Propellant Plant as an Internal Ballistics Specialist.

The purpose of this paper is to explain and demonstrate the value of using historical Navy maintenance data in analyses for developing improved Fleet maintenance practices. The Navy produces great volumes of maintenance and maintenance—related data on its ships, ship systems, and equipments. Analyses of these data by persons familiar with the intricacies of the data and the systems involved can provide the information and insight needed to evaluate present practices and develop improved Fleet maintenance. This paper identifies specific data elements, together with their sources, that have proven to be most useful. Capabilities of the data are highlighted, and the general analysis approach is described. A number of case studies are presented to trace the use of various data elements from their source, through analysis, to the requirements for improved maintenance practices. © 1978 American Society of Naval Engineers
