This paper analyzes how total project costs are split into operative costs and distribution costs. This split depends on the collaboration model being applied and the level of maturity of the collaboration. The lower the collaboration maturity, the more significant the so-called offshoring cost barrier, i.e. the resources and time needed to progress toward more cost-effective forms of collaboration. The low-cost offshoring problem is stated as a cost optimization problem, with customer requirements and internal requirements as boundary conditions. The more degree of freedom is available for project team composition, the better the result will be. The project team composition is always a trade-off between including the best available experts from different sites and the corresponding communication and coordination problems. Finally we will show how Siemens PSE (a Siemens-in-house R&D division with 5500 engineers distributed over 20 sites) is organized in terms of optimizing the low-cost offshoring problem.

This paper presents a diagnosis framework based on a qualitative model of the process. Starting from a dynamic abstraction procedure under a defined operating mode a fuzzy partitioning of the variables evolution is made, defining for each measured or observable variable a number of qualitative states. Then time Fuzzy intervals representing the moment of state change are defined. The process behaviour of the operating mode is represented by Time Fuzzy Petri nets (TFPN) model and its evolution is the consequence of events detection due to the partitioning bounds crossing. According to the membership possibility of an event to the estimated time interval and to fuzzy influence knowledge, it is possible to reason about a fault occurrence. The fuzzy data issue from the TFPN components allows evaluating the causes of the fault or failure mode. A model-based diagnosis of a hybrid system is presented.

Global Positioning system (GPS) Modernization on Block IIR-M added a new military signal (M-Code) and a second civil signal (L2C). On GPS IIF, a civil signal for aviation users is to be introduced on the L5 frequency. This modernization continues on GPS III with the concept of a Flexible Navigation Payload. This reprogrammable payload is envisioned to be able to modify code schemes, code rates, data rates, and navigation messages on-orbit. An essential aspect of this flexible payload is the ability to add new ranging signals while on orbit. As demonstrated in a prior work entitled, "Study of Signal Combining Methodologies for GPS Ill's Flexible Navigation Payload," the combining schemes used to add these new signals have a great degree of impact on satellite power efficiency and produce intermodulation (IM) signals [6]. These IM signals are products of the other ranging signals such as the C/A, P(Y) and M-code signals and vary with the combining scheme and relative signal power level. In this work, we will study the interference impact of these IM signals on the in-band C/A, P(Y), M-code and Galileo signals as a function of combining methods and number of signals added. These results provide new insights into the RF compatibility impact of flexible signal generation on the GPS III program's future navigation payload.
