Modeling organizations as complex systems in permanent evolution, as an answer to change dynamics, is an increasing challenge. Particularly, there is a lack of an integrated perspective that is generally and recursively applicable to organization chains, organizations and sub organizations of several types and sizes. Our research aims to answer how to incorporate purpose into system development activities, in a way that promotes value orientation and innovation. Three main conceptual challenges were identified: 1) the lack of capacity to view a system, and the services it provides, integrated in different value chains;2) the separation of the instance of a system from the purpose behind its design;and 3) the conceptual unidirectionality of the system development process. In this paper, we present the proposal of rationalizing system design and engineering decisions with value orientation, materialized in a set of principles and a four-layer framework: System, Service, Market (Value) and Problem Solving (Purpose).

This paper presents a simple approach to rationally allocate means and tolerances to both provide quality and the associated cost in engineeringsystems. The novelty of the approach resides in the use of variance decomposition methods to provide variance information of multiple responses from full distributions of the design variables. The impact of the method is that it reinforces concepts from 6-ω design. Both cost and quality policies may serve as objectives and constraints in the optimization process.

Cognitive systemsengineering principles and methods guide analysis and understanding of complex work domains. Taking the CSE analytic findings to the next step, design, is often not clearly specified in process form. Some reasons for a weakly specified and documented CSE analysis-to-design translation process are: (1) variations in work domain, making generalizations difficult;(2) the value of the analyses in relation to the scope of the study - Analyses from better funded studies create more value propositions for a client;and (3) practical resource considerations. The panelists share their insights on tackling challenges in translating results from CSE analysis into impactful and practicable designs, and offer solutions and strategies for making effective CSE recommendations for practice. design of a web-based thesaurus for systems of systemsengineering (SoSE) discipline is presented in this article. Due to lack of linguistic clarity within this emerging discipline, there is a strong need to represent and interpret SoS concepts and terms to align heterogeneous models, and tools and techniques developed for SoS operations, management and its governance. A Blackboard-based systems approach is therefore used to devise a model, providing a mechanism for high level organisation and sharing of knowledge and information within the SoSE thesaurus system. To illustrate its applicability, a scenario derived from realistic use cases is provided. The potential benefits of this research are identified and a brief description of intended further work is given.
