Several events on university campuses in recent years have raised awareness about the importance of effective mass emergencies notification systems (MNS). These systems are developed to deliver critical information during life threatening events. Congress created a grant program specific for purchasing mass notification technology. When a mass notification system is in place an individual or group of individuals can send out prerecorded messages or customized messages to any or all of the system's various group lists. Message delivery can be sent using text messaging, e-mail, PDAs, sirens, flashing strobes, intercoms, outdoor emergency phones, computer screen displays, cell and landline phones, and live or recorded voice announcements. Schools, universities, medical buildings, cities, law enforcement, and military have embraced such systems. Any organization can use mass notification to better their emergency management. These systems can also be used to distribute non-emergency messages such as breaking news that is of interest to students or employees. Legislation has been introduced in the U.S. House of Representatives to require colleges to immediately notify their students and employees when an emergency happens on campus. As recent incidents have demonstrated, minutes can mean the difference between life and death. Mass notification technology helps ensure that information is communicated, empowering students and employees so that they can take steps to protect themselves during a crisis. Students, parents, teachers, and college instructors have already embraced these systems. Missouri University of Science and Technology (Missouri S&T) installed an MNS to notify the campus community of emergency information via phone, email, SMS Text, and instant messaging. Previous studies on environmental impacts embodied in trade have paid little attention on the impacts of labor, or environmental overhead of labor (EOL). In particular, EOL can occur in both the household consumption of fuels and electricity by workers and in the delivery of products and services consumed by workers. This research defines EOL and quantifies energy and carbon dioxide (CO2) EOL embodied in the 2002 China-U.S. trade using an integrated environmental input-output model. The results find that the eastbound trade from China to the U.S. uses 28.80 million worker-years in China. This trade corresponds to, an EOL of 466.98 petajouless (PJ) of energy use and 42.50 million metric tons (MMt) of CO2 emissions. The westbound trade from the U.S. to China on the other hand requires 0.28 million worker-years, associated with an EOL of 87.48 PJ energy and 5.71 MMt of total CO2 emissions. Further analysis shows China's EOL is dominated by manufacturing while EOL on the U.S. side is primarily from household consumption.

In the acquisition of any new vehicle program, whether it be a marine, space, aircraft or ground transportation vehicle, there is the need throughout the life-cycle development phases to periodically assess the level of uncertainty and risk in the estimated or calculated prediction of the delivered vehicle mass properties characteristics (such as weight, center of gravity, or mass moment of inertia). Published industry standards for control of mass properties characteristics identify the components necessary for a desired outcome, yet occasionally there is a vehicle acquisition program which falls short of that desired mark. There can be many causes for this occurrence, and the causes can even appear within a program having a robust mass properties control plan. The focus of this research is on the unpredictability in the uncertainty of the reported values and associated risks, and the application of a hybrid approach to quantify that uncertainty and risk. Using current mass properties control techniques integrated with management science risk analysis approaches, the process is evaluated on an existing vehicle acquisition program covering a span of several years.

It mean-variance efficient strategies are modified is shown that these parameterized Markowitz strategies could reach the original mean target with arbitrarily high probabilities. This, in turn, motivates the introduction of certain stopped strategies where stock holdings are liquidated whenever the parameterized Markowitz strategies reach the present value of the mean target. The risk aspect of the revised Markowitz strategies are examined via expected discounted loss from the initial budget. A new portfolio selection model is suggested based on the results of the paper.
