The Industrial engineering (IE) program at the authors' university receives continued feedback from industry, the IE program Industry Advisory Board (IAB), and student evaluations. This feedback indicated the program needed to provide the senior-level students with a more realistic industry experience. Currently, the IE internship course, IE 471, and Industrial systems Design (IE capstone course), IE 495, are in the IE program curriculum to introduce and provide the senior engineering student an insight into the industrial world. These two courses were evaluated according to the continuous improvement plan for the Accreditation Board for engineering and Technology (ABET) and changes were recommended. The IE 471 Internship is offered to give students an occupational experience in an industrial facility. Students and faculty have experienced several disappointing obstacles in executing this IE 471 internship course, including students being unable to convince industry to hire them for an internship course. The students in the authors' IE program are generally nontraditional students. They are generally older students with family and other responsibilities in addition to their education goals. They are generally working 40 hours per week to support the family and meeting a full-time student curriculum. These students are reluctant to give up their current employment and to work for one semester as an intern. These internships are at minimum wage without benefits for the student and his/her family. The student's current job may not be available when he/she returns after the internship. The disappointments the faculty experience stem from students requesting the faculty advisor to consider using their current job responsibilities as their internship. To solve large scale 3-D non-stationary incompressible flow problems, an algorithm to perform an Incomplete Balancing Domain Decomposition (IBDD) is constructed in this work; as an improvement of the Balancing Domain Decomposition (BDD) method, it reduce the computation cost of the coarse problem by replacing the exact balancing procedure with an inexact balancing procedure; the nonlinear convection term of the Navier-Stokes equation is approximated by a characteristic-curve method, which is advantageous as it renders the matrix for linear equations symmetric, thus enabling the Conjugate Gradient (CG) method to be used together with the Schur complement system of Domain Decomposition Method (DDM); the algorithms are all implemented in parallel by the Hierarchical Domain Decomposition Method (HDDM) system, and the program provides solvability for models of over 10 million degrees of freedom (DOF).

This paper proposes a method for solving congestion management problem by optimally allocating FACTS devices. The problem is approached by utilizing optimization method which optimizes generation and installation costs while satisfying voltage stability index. The main contribution of this paper is to provide pareto optimal solutions which describe previous objectives during congestion and after congestion removed. Moreover, the method is able to rank optimal location in relieving congestion, to describe feasibility of solutions and to show better solution in improving voltage stability. Therefore, it is valuable for decision maker in determining locations and sizes of devices which gaining the benefit. Due to the complexity of the problem, Multi Objective Particle Swarm Optimization (MOPSO) is utilized to optimize devices allocation as master sub-problem; Sequential Quadratic programming (SQP) is used to solve the operation sub-problem, and Point of Collapse method is applied to calculate load margin during contingency. The effectiveness of this technique is demonstrated in modified IEEE 14 bus system.

In respect of the frequent fraud cases of social insurance by government organizations, the inspection procedure usually relies on experts' experience for verification and experienced personnel in charge for checking. However, due to the heavy work load and the insufficiency of manpower and lack of experience, the ratio of miscarriages of justice is very high, leading to improper settlement of claims and the waste of social resources. In this paper, we employ rule technology to improve the above inefficiency. We employ a knowledge engineering methodology to analyze the problem and construct the knowledge model, including the domain schema and rules. We then implement the knowledge model along with the existing database applications. The benefits generated by the research are: (1) establishing a knowledge system with expertise reasoning to solve the review problems of massive cases, (2) significantly reducing the large labor cost and consumed time of the existing reviewing system, and (3) improving the application level of traditional database in the expert reasoning system.

This paper describes the design of a unified framework for a multilingual text-to-speech (TTS) synthesis engine-Crystal. The unified framework defines the common TTS modules for different languages and/or dialects. The interfaces between consecutive modules conform to Speech Synthesis Markup Language (SSML) specification for standardization, interoperability, multilinguality, and extensibility. Detailed module divisions and implementation technologies for the unified framework are introduced, together with possible extension for algorithm research and evaluation of TTS synthesis.

These systems are developed to deliver critical information during life threatening events. Congress created a grant program specific for purchasing mass notification technology. When a mass notification system is in place an individual or group of individuals can send out prerecorded messages or customized messages to any or all of the system's various group lists. Message delivery can be sent using text messaging, e-mail, PDAs, sirens, flashing strobes, intercoms, outdoor emergency phones, computer screen displays, cell and landline phones, and live or recorded voice announcements. Schools, universities, medical buildings, cities, law enforcement, and military have embraced such systems. Any organization can use mass notification to better their emergency management.
