This paper illustrates a health information management for part-time engineers scenario inside an aged, renowned and great national healthcare enterprise in Taiwan. The major activities for an information center are experiments to harmonize all-inclusive information-oriented projects, even lead them. In order to cover most of the related activities, we disclose one of the key success factors, emerging the part-time engineers, correlated with some management views about information, knowledge, personnel, project, risk, and strategy. We also conceive that such management evidence could supply information management thoughts for further endorsement.

Nowadays, there is a growing interest in telemedicine in Brazil, because the country is the fifth largest country in the world and there is a huge gap between the population size and the number of available doctors. Institutions and the government are considering solutions for the integration and availability of data produced by several different systems. In this paper we present a contribution that is characterized by an asynchronous replication strategy between distributed medical databases. The contribution, named PGR, is an enhancement to the PostgreSQL database software that introduces lightweight asynchronous operations. In addition, we have implemented a multi-master engine with partial replication and hybrid fragmentation in order to allow interoperability between different telemedicine systems. Our early results indicate that the model and its implementation have reached a successful level in terms of performance and interoperability.

Modern flight test tends to be a complex, expensive undertaking so any increases in efficiency would result in considerable savings. Design of experiments is a statistical methodology which enables a highly efficient investigation where only the samples needed are collected and analyzed. The application of design of experiments to the design of flight test can result in a significant increase in test efficiency. Increased information is garnered from the data collected while the number of data points required to understand the system is reduced. In this effort, an actual flight test program serves as a case study to compare and contrast five different designs to explore the flight test envelope: the classic subject-matter-expert (SME) generated survey method, the SME-generated points augmented to a relatively fine mesh orthogonal analysis of variance design, an axial central composite design (CCD), a face-centered CCD plus simplex design, and a Simpson-Landman embedded face-centered CCD. The axial CCD is further expanded by a single point to illustrate the flexibility of the design in response to the interests of the test team. The case study data are analyzed using each designed experiment, and the results are compared and contrasted as a cost-benefit relationship between flight test resources expended (i.e. flight hours) and system understanding gained (i.e. statistical confidence and power). The design of experiments methodologies, as applied to this case study, generally show a 50 to 80 percent reduction in flight test resources expended to gain similar levels of understanding of the system under test. These savings can be applied to other programs, used to educate design changes before testing an improved system, allow for flexible investigation into areas of interest to the test team, or replicate the test points resulting in a better understanding of systemic error. The aim of this panel session is to promote discussion on emergent challenges and the need for advancements in the theory, methodology, applications, education in M&S. The changing landscape in science and engineering (e.g., industrial and defense application, medicine, predictive homeland security, energy and environment) introduces new types of problems and challenges into the M&S domain. In light of these emergent needs how can M&S stay relevant as new critical fields such as global climate change mitigation, energy restructuring, genetic engineering impacts on society and universal health care emerge and come into prominence? In wild nature, living systems obtain various regulatory machineries corresponding to specific environmental changes, during the evolutionary process. These regulatory machineries exhibit the same framework as that of the IF THEN ELSE type of conditional statement in computing system. Repressor-operator molecular regulatory networks, which are the fundamental systems for regulatory gene expression in cells, work similarly as the IF THEN ELSE commands in computational programs. Such regulatory systems work efficiently, when cells encounter the specific environmental changes as programmed in the regulatory networks. However, the IF THEN ELSE type network lose its efficiency against the environmental alterations that out of the programmed regulatory mechanisms. As the space of environmental conditions is much larger than that of cellular response programs, there isn't corresponding program for each condition. To achieve the adaptive response, cells may use other paradigms than the IF THEN ELSE type. Here, we employed an artificial gene expression network in bacterial cells, and observed that the gene expression was auto-regulated adapted to the changing environment, without using the IF THEN ELSE type of regulatory system. The role of such adaptive response of living systems allow us to find a design principle of constructing an auto-regulatory network against unexpected perturbations. ©ISAROB 2008.

We have addressed the improvement of production efficiency in an automobile parts supplier, and have revised the business processes to develop the knowledge-based production scheduling software as final goal. This paper focuses on the printing process from the whole of production processes, and describes the result of business process analysis to obtain the worker's implicit knowledge. Until now the whole of business processes in the parts supplier have been examined by our previous researches, and we have mainly discussed the operation in printing process as a lot sizing scheduling problem only by theoretical aspect. However the previous approaches cannot flexibly respond to the change of production conditions such as the dispersion of order, the interrupt of urgent task, and the change of inventory quantity in spite of the actual field can handle these. Therefore this paper regards that the expert's technical know-how of tacit knowledge in the actual printing field is mostly important factor in response to the change of production conditions, and the realities of lot sizing is grasped by the production performance records.

We have developed a well-balanced menu planning system to supply dishes to someone's taste. The system implements fuzzy mathematical programming logic and rough set theory. The fuzzy mathematical programming is mainly used to select menu among database, and the rough set theory provides user's selection rule for menu. This paper particularly focuses the method of rough set theory with fuzzy weight. So far we have used an information system with fuzzy weights adopted to only each tuple data. This paper discusses the method that is evaluated each attribute including both of condition and decision using a fuzzy number, in order to cover all uncertainties and noises in a menu database. On rough set procedure, some invisible elements are visualized i.e., it takes notice of the visualization of nutritional information which hid behind a user's favorite. Each user's characteristic is grasped and well-balanced menus are presented for each user after filling constraints such as the affinity of cooking.

In health informatics, the "updated DeLone and McLean IS success model" is reviewed as a mature model in measuring health information system (HIS) success. This research provided an evaluation model to estimate the implementation of electronic medical records (EMR) systems from a health professional perspective by combined the updated DeLone and McLean IS success model, data quality management model, and EMR systems safety attributes. Based on evidence-based management (EBM), this research could be regarded as an empirical example for further EMR systems research since it not only provided a model to measure the Taiwanese EMR systems in two hospitals by implementing a structure instrument and structure equation modeling (SEM) of quantitative methods, but also introduced how to identify the possible effects in such evaluation research.
