In this paper, consensus problems in discrete-time multiagent systems with time-invariant delays are considered. In order to characterize the structures of communication topologies, the concept of "pre-leader-follower" decomposition is introduced. Then, a necessary and sufficient condition for state consensus is established. By this method, consensus problems in networks with a single time-delay, as well as with multiple time-delays, are studied, and some necessary and sufficient conditions for solvability of consensus problems are obtained.

In today's competitive environment, employers consistently place high value on graduates that have demonstrated, relevant skills and knowledge. Perhaps the most effective way for acquiring such relevant capabilities is through co-op assignments and internships, yet these generally occur outside of the basic curricula even though they may have some educational credits attached. When incorporating the relevance of engineering practice directly into curricula, the use of input from external advisory boards is valuable and somewhat common. Industry visits, industrial seminar series, and incorporating external lecturers can also be effective in adding relevance to classes. However, while all of these are valuable, the most recognizable measure of having acquired relevant capabilities is achieving industry-specified professional validations and certifications. This requires carefully pre-designed curricula that account for multiple aspects. Merely providing instruction for professional certification tests and exams can border on training rather than educating, and is therefore more appropriate at a trade or commercial school rather than at a traditional academic institution. Using the advice and direction of external advisory boards, pertinent professional certifications have been identified and the content covered therein evaluated relative to its fit with various engineering and engineering technology curricula. By aligning aspects of professional certifications with established curricula, it is possible to integrate and intersperse the fundamentals and scope of the certifications into the curricula. As students move through their engineering or engineering technology programs they acquire the understanding and capabilities required to obtain appropriate professional certifications if they desire. Purpose - The aim of this paper is to empirically test and find the correlation between knowledge characteristics and relationship ties on project performance. Design/methodology/approach - Data were collected via personal interviews based on a structured survey of project managers in a knowledge-intensive firm. The data were analyzed using a multiple regression model. Findings - The results show that project performance was positively related to the frequency and closeness of source, and difficulty of the "knowledge element" described in the survey. Interestingly, against the prevalent view, the source and the level of tacitness of the knowledge element were not found to be significant. Research limitations/implications - Data are limited to specific corporate setting and variables are not exhaustive, despite the fact that this study includes the most theoretically interesting variables. One implication is that strong ties to a knowledge element source are important for project success, but distinctions between internal and external sources, and degree of codification, are not. Practical implications - This study also implies that, in this day and age of knowledge management and chief knowledge officers, most of the important knowledge may already have been codified inside the firm, thus alleviating the past focus on transfer of tacit knowledge. This fact also implies that firms that are left behind in terms of managing their knowledge inside the firm stand to lose a lot more since the other firms are managing their own knowledge base better. Originality/value - This paper incorporates and empirically tests most of the variables considered important to theoreticians and practitioners in the realm of knowledge management and network theory. The latter theory is important in the field of knowledge management because it offers the link and medium in which knowledge travels and transfers.

Risk management in shipbuilding projects is important in practice, but there have been few studies about risk assessment in the shipbuilding industry. The purpose of this study is to identify critical risks in shipbuilding projects and to examine the relationships among them, according to the ship production phases. A survey analysis was conducted with 248 experts from 10 major Korean shipbuilders in April 2007, and association rule mining was used as the research methodology. Twenty-six different risks are deduced. At the beginning stage of shipbuilding, it was discovered that design and financial risks were related, and human resource risks in ship design had relatively more influence but financial risks did not. At the block manufacturing stage, important risk factors were management of production equipment, supply of raw materials and labor, and quality management. Financial, technical, and managerial risks all had an important influence at this phase. At the erection stage, technical risks such as changes in design and managerial risks such as exceeding time and budget limits proved to be important. At the project finalization, phase risks were exchange rates, interest rates, timeline, fulfilling specifications, and natural disasters. The research results could be valuable for industrial participants to understand the shipbuilding risks in each construction stage.
