The WATERS Network (WATer and Environmental Research systems Network) will be an integrated real-time distributed observing system which will enable academic and government scientists, engineers, educators, and practitioners to advance effective management of our nation's water resources by understanding human interactions with water and the natural and built environment. WATERS will provide easily accessible real time environmental data as well as analysis tools to engineers, scientists, educators, K- graduate students and policymakers so they can better understand how water quantity, quality and related components of the hydrologic cycle are impacted by natural and human influences. The WATERS strategic plan will be completed by July 2007 and requires constituent input. This paper describes the draft Conceptual Design and the Education Plan of WATERS Network. This paper will highlight the potential impact of WATERS on undergraduate and graduate environmental engineering education in order to elicit input from the environmental engineering education community on how WATERS Network could better meet the future needs of undergraduate and graduate students and educators. This paper presents a digital watermarking technology for guaranteeing the database integrity. The proposed scheme based on the fragile watermarking technique, exploits trained support vector regression (SVR) predicting function to distribute the digital watermark over the particular numeric attributes to achieve embedding and detecting watermark by the same SVR predicting function. If the absolute value of the difference between predicted value and attribute value is more than the designed fixed value, like one, then the database content will be tampered with.

Without increased effort and new initiatives, the total number of road traffic deaths and injuries worldwide could rise by some 65 percent between 2000 and 2020, while deaths in low and middle income countries are expected to increase by 80 percent. Hence prevention is the best remedy for this global public health problem. For the effective prevention of road traffic injuries, accurate information on modes, patterns and trends of traffic injuries are mandatory. WHO is encouraging the establishment of such data collection systems by publishing guidelines on injury surveillance. We compared the data fields of the existing traffic injury surveillance systems of the Asian countries of Thailand, Cambodia, Sri Lanka, and Japan with WHO guidelines and examined the possibilities of compiling a global database. Although the surveillance systems of these four countries share a lot of similarities, there are variations in code choices. In spite of such variations, RTI data can be integrated into a common global data bases by applying information technology.

The research and development results of agent technology are awaited as the software solution with autonomy and social ability, which can provide the way to realize social activities on the Internet. However, the current status of the agent research is that research is for a specific application domain and is not so much generalized, and it is hard to apply the framework of the existing research to other fields. Moreover, it is thought that practical usage of agent is in immature state that there are few practical application examples and the system development methodology is not sufficient. In this research, the problem solving system by the multi-agents is first shown as an application development framework by the agents. Then, we present usage of templates of the agent model and the task model as the development support technique. And the evaluation according to an application construction experiment in the field of remote product management is discussed.

We describe a distributed falls management system capable of real-time falls detection in an unsupervised living context and remote longitudinal tracking of falls risk parameters using a waist-mounted triaxial accelerometer. A self-administrable falls risk assessment is used to facilitate falls prevention. A Web-interface allows clinicians to monitor the status of individuals and track their compliance with exercise interventions. Early identification of increased falls risk allows targeted interventions to be promptly administered. Real-time detection of falls allows immediate emergency response protocols to be deployed, reducing morbidity and increasing the independence of the community-dwelling elderly community.

Establishing an effective and secure operating and logistics base under austere conditions, either at home or abroad, regardless of whether the origin of the crisis is military or strictly humanitarian in nature, is a complex mission. Unfortunately, the doctrine supporting the life-cycle management of base camp facilities is poorly codified and usually unstructured due to the disparate nature of the governmental organizations tasked with accomplishing these missions. In order to overcome this problem, the department of systems engineering at the United States Military Academy (USMA) at West Point has developed functional and non-functional requirements for, and has partially implemented a commercial-offthe- shelf (COTS) knowledge management (KM) system that facilitates the sharing of this type of specialized information for military and civilian members of the "Base Camp Community of Practice (CoP)".

The primary purpose of this study was to identify the desired characteristics of an undergraduate Industrial Engineer as an entry-level employee, and to determine the emerging topic areas that should be incorporated into the reengineered curriculum. This research study will help determine the future focus on curriculum development to be more responsive to the needs and requirements of industry. This paper will explain the process to validate and obtain the different emerging topics. The principal research method employed was a modified three round Delphi study that targeted Industry and Academia. The research findings obtained from the first round of the study are discussed that identify the desired characteristics, and the most important emerging topics to be incorporated into the reengineered curriculum. © American Society for engineering Education, 2006.

To assist GK-12 teachers in their effort to improve science and math instruction, the STARS (Students, Teachers and Resources in the Sciences) program from the University of South Florida has developed a science training plan for teachers in the 3-5 band. STARS is a National Science Foundation project, which aims to promote systemic change in primary grade levels by enriching the math and science courses and by encouraging long-term professional development for the teachers. This paper discusses the tools employed to facilitate the integration of advanced concepts, such as materials science and nanotechnology, into the teacher curriculum through training modules. The modules were designed to target a population of lead science and math teachers. The main objective of the training program is to form and mature lead teachers that will disseminate to other elementary science educators the advanced science modules, and will provide the necessary in-class support during the implementation phase. © 2006 IEEE.

Reserve price auctions are one of hot research issues in traditional auction theory. Here we study the starting price in an online auction, the counterpart of the public reserve price in a traditional auction. By considering three features of eBay-like online auctions： stochastic entry of bidders （subject to Poisson process）, insertion fee proportional to the starting price, and time discount, we have analyzed the properties of extremum points of the starting price for maximizing the seller＇s expected revenue, and found that, under certain conditions, the optimal starting price should be at the lowest Mlowable level, which is contrary to the results from the classic auction theory and finds its optimality in reality. We have also developed a general extended model of multistage auctions and carried out analysis on its properties. At last, some directions for further research are also put forward.

The effort to incorporate ethics concepts into engineering curriculum in higher education has increased over the last several years. The engineering ABET Criteria includes understanding professional and ethical responsibilities. There has been increased funding from the National Science Foundation to develop ethics courses, incorporate ethics modules within existing engineering courses and develop discipline-specific ethics cases. In a search of the ethics literature and the ASEE engineering Case program, there were few industrial engineering or engineering management related cases found that could be incorporated as ethics modules across the curriculum. This paper will provide an approach to incorporate ethics cases as modules across an industrial engineering and engineering management curriculum and related courses. This paper describes the proposed project objectives, a methodology for developing engineering ethics modules and engineering conceptbased cases, as well a description of the project deliverables, the approach to disseminate the case modules, and the project evaluation and assessment approach to ensure that the project objectives are successfully met.
