Recently, There is no doubt that tying to find 'better' heuristics for computationally resource-constrained multiple project scheduling problems (rc-mPSP) with concepts of traditional single project management since very difficulty to find major organizations managing in only one *** this paper, we propose a hybrid genetic algorithm with fuzzy logic controller (flc-hGA) to solve the resource-constrained multiple project scheduling problem (rc-mPSP) which is well known NP-hard problem. Objectives described in this paper are to minimize total project time and to minimize total tardiness penalty. However, it is difficult to treat the rc-mPSP problems with traditional optimization techniques. The proposed new approach is based on the design of genetic operators with fuzzy logic controller (FLC) through initializing the serial method which outperforms the non-preemptive scheduling with precedence and resources constraints. For these rc-mPSP problems, we demonstrate that the proposed flc-hGA yields better results than conventional genetic algorithms.

To shrink the protracted length of total system and product development life cycles (DLCs), public and private sector organizations and their cross-functional integrated product teams (IPTs) have moved away from serial to concurrent collaboration to reshape organizational and stakeholder worlds. More recently, some organizations are now using real-time, on-demand, 3D life size fully- and semi-immersive virtual collaborative environments (VCEs) for DLC applications. To transform the US military to meet future needs, the US department of Defense (DoD) and the US Army have implemented visionary, strategic, and technology-enabling initiatives called simulation based acquisition (SBA) and simulation and modeling for acquisition, requirements and training (SMART), respectively. Transformation-enabling technologies making SBA and SMART realities are: modeling and simulation (M&S), virtual reality (VR), and advanced collaborative environments (ACEs). Results have included the significant reduction in the use of traditional hardware prototypes and demonstration models, DLC times, and program costs. This case study focuses on the theories and foundations that led to the development of an ACE "toolset," empirical testing and results, and the identification of advantages and applications of its use by operational collaborative IPTs. In spite of the success of this early ACE development, additional research and operational issues, empirical testing, and economic analysis remains.

Machine Learning has traditionally been a topic of research and instruction in computer science and computer engineeringprograms. Yet, due to its wide applicability in a variety of fields, its research use has expanded in other disciplines, such as electrical engineering, industrial engineering, civil engineering, and mechanical engineering. Currently, many undergraduate and first-year graduate students in the aforementioned fields do not have exposure to recent research trends in Machine Learning. This paper reports on a project in progress, funded by the National Science Foundation under the program Combined Research and Curriculum Development (CRCD), whose goal is to remedy this shortcoming. The project involves the development of a model for the integration of Machine Learning into the undergraduate curriculum of those engineering and science disciplines mentioned above. The goal is increased exposure to Machine Learning technology for a wider range of students in science and engineering than is currently available. Our approach of integrating Machine Learning research into the curriculum involves two components. The first component is the incorporation of Machine Learning modules into the first two years of the curriculum with the goal of sparking student interest in the field. The second is the development of new upper level Machine Learning courses for advanced undergraduate students. The paper will describe the first phase of the project, that of the integration of Machine Learning concepts into introductory engineering and science programming courses through appropriately designed programming projects.

Aboard current ships, such as the DDG 51, engineering control and damage control activities are manpower intensive. It is anticipated that, for future combatants, the workload demand arising from operation of systems under conditions of normal steaming and during casualty response will need to be markedly reduced via automated monitoring, autonomous control, and other technology initiatives. Current DDG 51 class ships can be considered as a manpower baseline and under Condition III typical engineering control involves seven to eight watchstanders at manned stations in the Central Control Station, the engine rooms and other machinery spaces. In contrast to this manning level, initiatives such as DD 21 and the integrated engineering plant (IEP) envision a partnership between the operator and the automation system, with more and more of the operator's functions being shifted to the automation system as manning levels decrease. This paper describes some human systems integration studies of workload demand reduction and, consequently, manning reduction that can be achieved due to application of several advanced technology concepts. Advanced system concept studies in relation to workload demand are described and reviewed including. Piecemeal applications of diverse automation and remote control technology concepts to selected high driver tasks in current DDG 51 activities. Development of the reduced ship's crew by virtual presence system that will provide automated monitoring and display to operators of machinery health, compartment conditions, and personnel health. The IEP envisions the machinery control system as a provider of resources that are used by various consumers around the ship. Resource needs and consumer priorities are at all times dependent upon the ship's current mission and the availability of equipment pawnbrokers.

Collaboration and sharing are elements in the foundation of a successful KM system deployment. Since such systems are seldom part of an organization's culture, the overall KM plan must include a change managementprogram that emphasizes collaboration and sharing. Such an approach can delay deployment by more than a year. Furthermore, when results are slow in coming or metrics are disappointing, this initial step can derail the entire KM initiative.
Currently, computer-aided tools for system analysis are distinct from project management tools. This study proposes and prototypes a model that integrates these two aspects of the Information System Life Cycle (ISLC) ...

A methodology for assessing a user's skill grade is a key technology for developing Adaptive User Interfaces. The methodology presented here assesses a user's skill grade by analyzing the tendencies of the user's operations. In order to analyze these tendencies, we categorized user's operations into three categories and extracted data from the logs on which the user's operation behavior was recorded. In this paper, we discuss the methodology for assessing a user's skill grade and the system architecture, and then we describe the results of a preliminary experiment and a new experiment with the prototype based on the new architecture.
