Modelling combat system manning and manpower reduction

A graduate of the University of Pittsburgh with a BSEE degree he has over 35 years experience in functional operational combat system fire control interface and computer program design. As technology changed and the combat system was upgraded Mr. Roos maintained his level of technical expertise by taking graduate-level courses in computer science modelling & structured analysis networking & fiber optics. He has worked in various capacities on the LHD LHA DDG 993 DD 963 LPD 17 LCC LPD 13 CGN 38 CGN 9 CG 26 and the DDG Class Combat Systems. In recent years Mr. Roos has been responsible for managing directing and performing engineering design and analysis efforts associated with Battle Management Organization (BMO) functional analysis and operational analysis. These efforts were used in defining combat system operational requirements shipboard space requirements and integration requirements. His paper “Configuration Management of Digital Programs” was published at the 1972 IEEE Southeastern Conrence.

NAVSEA 03K41 is responsible for generating Combat System Rattle management Organizations (BMO) and Functional Flow Diagrams (FFD). Several years ago, NAVSEA provided the resources to conduct a functional analysis that would support the development and validation of the BMOs and FFDs. The major obstacle in performing the analysis was obtaining a consensus on how the functional hierarchy was to be structured. The non-optimum organization of the hierarchy was selected;as a result, the functions were difficult to define, find, use, and validate. Recognizing the shortcomings of this effort, research was conducted to evaluate state-of-the-art structured modelling techniques, concepts, and methodologies. Two modelling concepts by James Martin were found to be applicable for the combat system functional analysis: Enterprise Modelling Concept and Functional Decomposition Modelling Concept. The Structure Modelling definitions of Whitten, Bently, and Barlow provided the guidelines for using the Martin concepts. During the ensuing BMO and FFD development efforts, a Ship's Combat System (SCS) Modelling concept evolved and a SCS Model was developed. This paper addresses how the modelling concepts and tools are used in the BMO and FFD development and validation process. Data from the SCS Model provides the basis for defining combat system requirements (e.g., software, data display, database, networking, etc.).

Reviews the value of network concepts as a means of portraying complex logistics and distribution systems. Reports on research which focuses on the broader issues of model formulation and solution techniques rather than specific applications. Addresses the issues of designing networks with a tree structure, and also more general ones in which loops are allowed and redundancy enforced. The decision variables involved are related to whether or not a link should exist between two specific pairs of nodes, and then what should be the level of traffic flow on that particular link. Describes the design problem in detail and possible models that could be used to represent it. Follows with a description of genetic algorithms to solve the synthesis problem of deciding the node‐link topology, and the use of linear and non‐linear programming to solve the problem of assigning traffic flow to a network with a given typology in a least‐cost manner. Concludes with a description of computational experience with solving such problems.

A compact single ion irradiation system has been developed to examine energetic particle effects on materials and devices. The system has been constructed by use of commercially available and inexpensive standard components and can be easily recomposed according to beam requirements for various irradiation experiments. The beam adjustment was automatically performed in obedience to a computer program based on a modified SIMPLEX method. The beam performances of the system, i.e., pulse width, the number of ions included in one pulse and beam size were examined by use of a microchannel plate, a SI-SSD, a CCD image sensor and a CR-39 track detector, respectively. A beam of a single ion, 1 nsec in pulse width and several /spl mu/m in diameter has been successfully produced by this system.

He is a 1993 graduate of the Naval Construction and Engineering Program at the Massachusetts Institute of Zchmlogy where he received a Naval Engineering Degree and Master of Science in Mechanical Engineering. His interest in environmental issues predates his undergraduate studies at Syracuse UniversitylState University of New York College of Environmental Science and Forestw where he received a Bachelm of Science degree in Forrest Engineering from the School of Environmental and Resource Engineeriw. LCdr Markle has qualified as a Surface Warfare Oficer and in submarines through Engineering Duty Dolphin Program. He is a Professional Engineer registered in the State of New York and is a member ofASNE NSPE ASTM SNAME and SAE. Sean G. Gill:is a Senior Engineer with GEO-CENTERS incorporated in Pittsburgh PA where he provides technical and administrative support to the Naval Sea Systems Command (SEA 03L1) and the Carderock Division of the Naval Surfme Waflare Center (Code a) principal& on the shipboard and submarine solid waste management programs. Prior to joining GEO-CENTERS incorporated in 1996 he worked for eleven years at the Carderock Division of the Naval Surfme Warfare Center as a project engineer and a Branch Head. In the former capacity Mr Gill participated in various blackwatel gray watel and oily wastewater treatment projects oversaw the development of the Navy Pulper and was Center's technical team leader for the NAVSEA Solid Waste management program. In 1994 he was assigned to be Branch Head of Code 634 the Solid Waste Management

Through a detailed Research and Development program, the U.S. Navy has developed a suite of shipboard solid waste management equipment enabling compliance with federal and international law. Four major equipment types have been developed to outfit twenty-seven classes of naval surface ships. The major equipment types are: Plastic Waste Processor (PWP), Metal/Glass Shredder (MGS), Large Pulper (LP), and Small Pulper (SP). The Navy is aggressively procuring and installing this equipment aboard all ships of FFG 7 Class and larger. A deadline of December 31, 2000 has been set for completion. engineering analysis and held waste generation studies were conducted to select the specific equipment suite and develop alteration documentation for each ship class. Specific factors in this process were: solid waste generation rates, equipment reliability analysis, ship arrangement considerations, daily equipment operation Limits, and shipboard quality of life issues. A solid waste management study was conducted in the fall of 1997 to validate Navy equipment and ship design parameters onboard the USS John C. Stennis (CVN 74). Generation rates for shipboard solid waste were determined for plastic, metal and glass, food, paper, cardboard, fabric and wood. engineering analysis of data allowed a decrease in CVN 68 Class design waste generation rates. engineering analysis enabled a reduction in the number of PWPs and MGSs required, and fewer spaces for efficient operation. Ship arrangement studies were conducted to optimize efficiency and equipment mix of Solid Waste Processing Rooms (SWPRs) relative to waste generation sites. This paper briefly articulates the process followed by the Navy in responding to regulations governing solid waste management in the marine environment. Evidence validating the engineering procedures followed is presented.

A genetic algorithm based optimization method is proposedfor a multi-objective design problem of an automotive engine,that includes several difficulties in practical engineeringoptimization problems. While various optimization techniqueshave been applied to engineering design problems, a class ofrealistic engineering design problems face on a mixture ofdifferent optimization difficulties, such as the rugged natureof system response, the numbers of design variables andobjectives, etc. In order to overcome such a situation, this paperproposes a genetic algorithm based multi-objective optimizationmethod, that introduces Pareto-optimality based fitness function,similarity based selection and direct real number crossover. Thisoptimization method is also applied to the design problem of anautomotive engine with the design criteria on a total power *** computational examples show the ability of the proposedmethod for finding a relevant set of Pareto optima. © 1998 by ASME.

An empirical study was performed to examine the role of individual-, contextual-, and social-level factors on the media choice of geographically distributed teleworkers. Relevant data were gathered from teleworkers of a company who were distributed throughout several satellite offices. Data analysis indicated that teleworkers choice of a medium resulted from the dynamics of individual-, contextual, and social-level variables. management support as a social influence showed the strongest impact on teleworkers media use. The study confirmed that, though regarded as a lean medium, email could become an effective and rich communication tool through an active social structural process.

A degree Naval Architect he has over 38 years of experience in the design construction and maintenance of surface ships. His experience includes 28 yeus with the Naval Sea Systems Command Naval Ship Engineering Centerl Bureau of Ships specializing in the structural design of Naval surface ships and 7 years with ABS Specializing in the application of commercial ship design practices. Most recently he worked with both NASSCO and ABS MZ the Arsenal Ship Program. Steve was very active with the Ships Structure Committee in developing R&D programs for ship structure and he is a member of the ASNE Journal Committee. Steve received a BS in Mechanical Engineering (Naval Architecture Option) from Virginia Polytechnic Institute in 1964. He is a member of the ASNE TAU BETA PI PI TAU SIGMA and PHI KAPPA PHI. William 1. Lind joined ABS in 1992 after ten years with Sparkman and Stephens Inc. He is currently ABS Amekas Manager of Engineering jm New Orleans and Cleveland. Both ofices conduct plan reviews for militavy commercial and private marine craft fm self-propelled vessels under 300 feet in length and bargus unlimited in length. As Vice-Chaimn ojthe Western Rivers Technical Committee Great Lakes Technical Committee and the Small Vessel Committee Bill participated in the writing of the 1997 ABS Guide for Building and Classing High Speed Craft and the 1997 ABS Rules for Building and Classing Steel Vessels Under 9OM. Bill received an MBA from Florida Atlantic University in 1995 a BS in Mechanical Engineering from New York Institute of Technology in 1986 and a BA in Histoy from Colgate University in 1976. He is Chaimn of SNAME HS-9 Composite Panel Testing & Fire Protection and a member of ASNE. John J. Turner is Senior Vice President of SYNTEK Technologies Inc. in Arlington Virginia. The Defense Advanced Research Project Agency (DARPA), in conjunction with the U.S. Navy, initiated a research program for the design and construction of a distinctive warship for the 21st century known as the Arsenal Ship. By using an innovative development and acquisition approach it was hoped to streamline the procurement process and reduce costs. In an environment where budgets are being cut, both industry and Government were challenged to develop, design, and produce the innovative ship and related mission systems to meet specific performance capabilities within strict affordability constraints. A key element of this innovative acquisition approach was a new certification scheme designed to replace the traditional test and evaluation (T&E) and acceptance process. The purpose of this paper is to describe the development of the certification plan during Phase LI of the Arsenal Ship program by the American Bureau of Shipping and the contending Shipyard teams, and to discuss the potential benefits of this alternative certification approach. Although the Arsenal Ship program was canceled late in 1997, insight derived from the exploration of new certification concepts could benefit future design and building programs.

Location management for database migration in ATM networks

Since in broadband networks the whole contents of a database can be transferred from one site to another in a short period, database migration is expected to be one of the most powerful database operations in future distributed database systems. In an environment with database migration, it is necessary to develop a method to manage the location of each database so as to allow accessing of migrating databases. In this paper, we first propose several database location management methods, some of which make use of the features of ATM (Asynchronous Transfer Mode) networks. Then, we compare the performance of these methods by simulation study for various system parameters, such as the frequency of queries and of database migration, and the scale of the network.
