作者: DAVIS, CB MCNICHOLS, RJ Charles B. Davis is principal statistician with Environmet- rics & Statistics Ltd. (EnviroStat 1853 Wellington Court Henderson NV 89014). After receiving his M.S. in mathematics and statistics and Ph.D. in statistics from the University of New Mexico he joined the Mathematics Department of the University of Toledo to establish its graduate program in statistics with emphasis on consulting and applications. He and McNichols became involved in consulting and research related to statistical issues arising in RCRA ground water monitoring regulation in 1985 and formed EnviroStat in 1990. Davis left academia in 1992 to concentrate on environmental statistics. Roger J. McNichols is professor and chairman of the Industrial Engineering Department at The University of Toledo (Toledo OH 43606). After receiving his Ph.D. in industrial engineering from The Ohio State University he joined the faculty of Texas A and M University where he directed the Maintainability Engineering Graduate Program at Red River Army Depot. At University of Toledo he is also chairman of the Systems Doctoral Program and has served as associate dean of engineering. His research and consulting interests include reliability quality control manufacturing environmental monitoring mathematical modeling and applied statistics.

He is working in support of PEO (TAD) Ship Self-Defense Program in several areas including performance assessment. He retired from the Navy in 1991 after several years at sea and various material command assignment including command of Caron (DD-970) and Aegis technical director. He is an ASNE Member who has an MS in physics from the Naval Postgraduate School. He graduated from the University of Notre Dame with a BS in civil engineering and earned his commission through the NROTC program there. Thomas H. McCants Jr.:is currently a principal system engineer in the ship defense department of the Naval Surface Warfare Center Dahlgren Division. He is supporting the PEO (TAD) in systems engineering and analysis and is supporting the Office of Naval Research in a 6.2 Ship Self-Defense program. He was previously the lead lab program manager for STANDARD Missile led the Aegis Systems Analysis and T&E organization at NSWC was Phalanx CIWS lead lab program manager and was the air target vulnerability program manager at the Center. In 1977–78 Mr. McCants was the NSAP science advisor to COMOPTEVFOR Norfolk. He graduated from VPI&SU with a BS in aerospace engineering and is pursuing a MS in systems engineering from VPI&SU. Robert Grabarek:is currently an electronics engineer in the requirements and analysis branch of the Ship Self-Defense Program Office. Germany and an MS in naval architecture and marine engineering from MIT. He then joined Litton Ship Systems where he was responsible for the preliminary design of the DD-963 hull structure and then for ship system integration as manager LHA ship systems engineering department. From 1972 to 1974 he was the principal research scientist at Hydronautics. In 1974 as technical director he helped establish the Crystal City office of Designers and Planners. Mr. Jons was one of the co-founders of Advanced Marine Enterprises Inc. in 1976 where he serves as corporate vice president engineering. J. Christopher Ryan:earned his bachelors and masters degrees in naval architecture from Webb Institute and MIT respectively. He spent three years at the advanced marine technology division of Litton Industries working on the DD-963 class ship design and related computer aided design projects. He subsequently went to the Navy Department concentrating on early stage design of surface combatants for twelve years including work on the FFG-7 Sea Control Ship CSGN and CVV aircraft carrier projects. He then shifted focus and became the Technical Director for the Computer Supported Design Program in NavSea for five years. Mr. Ryan has served in several supervisory positions within the Ship Design Group in NavSea since that time. He is currently the director of the future ship concepts division. Gary W. Jones:graduated from the University of Tennessee in 1971 with a BS in mechanical engineering and followed up with graduate work at George Washington University and the University of Maryland. Mr. Jones was with the Naval Sea Systems Command from 1971 until 1988 where he was a naval architect in the submarine section of the hull form design division. He directs support to U.S. users of the INTELSAT satellite network particularly in the areas of certifying that performance of earth-stations is in accordance with system requirements and in supporting the unique needs of television customers. Mr. Cotner's primary technical interests are earth-station design transmission analysis and high power amplifiers. Mr. Cotner has been with COMSAT for over 25 years. Most recently he served as Director of Technical Liaison and Analysis responsible for much of COMSAT World Systems research and development programme for high-level technical interaction with customers such as AT&T and MCI and for initiatives to improve the quality of international satellite transmission. He has also held technical management positions in COMSAT Laboratories COMSAT General where he was a Division Director Earth Segment Engineering and COMSAT World Systems where he represented the U.S. Signatory on the INTELSAT Board of Governors Technical Advisory Committee for five years. Mr. Cotner is a colonel (retired) in the Signal Corps U.S. Army Reserve where he was assigned to several mobilization positions related to satellite communications including a tour of duty on the Joint Staff. Awarded the degree of B.S.E. (cum-laude) in Electrical Engineering by Princeton University. He is responsible for survivability assessment of combat systems equipment. He has participated in all U.S. Navy ship shock tests conducted since 1985 and is responsible for failure assessment and redesign efforts for numerous combat systems equipment. He was selected by the NavSea Program Offices to be a member of the damage assessment teams providing early inspection in the Samuel B. Roberts (FFG-58) and Princeton (CG-59) incidents. Mr. McLean graduated from the University of Virginia in 1983 with an MS degree in chemical engineering. Jerry Hill:has been with NKF Engineering Inc. for twelve years. Currently managing the structural dynamics department Mr. Hill is responsible for numerous survivability related analysis and design efforts. This includes dynamic mathematical simulation and prediction field testing and qualification and full-scale ship shock testing.
