A soft expert system is defined to be one that is qualitatively fuzzy. We present such a system known as KASER which stands for Knowledge Amplification by Structural Expert Randomization. KASER facilitates reasoning using domain specific expert and commonsense knowledge. It accomplishes this through object-classed predicates and an associated novel inference engine. It addresses the high cost associated with the knowledge acquisition bottleneck. It also enables the entry of a basis of rules and provides for the automatic extension of that basis through domain symmetries. We demonstrate an application for KASER in the design of an intelligent tutoring system that teaches the basic science of crystal-laser design. It enables the student to experiment with various design concepts and receive feedback on the functionality of the proposed design. This is possible without a need to preprogram all possible scenarios.

We present the kth-order DHT by a matrix representation and show that odd order DHT cannot realize any 2-level autocorrelation sequences. We propose several heuristic algorithms that reconfigure logical topologies in wide-area wavelength-routed optical networks. Our reconfiguration algorithms attempt to keep the network availability as much as possible during the reconfiguration process. For this purpose, a lightpath is taken as the minimum unit of reconfiguration, which is an all-optical wavelength-division multiplexed (WDM) channel. The proposed algorithms are evaluated by using an NFSNFT-like network model with 16 nodes and 25 links. The results show that very simple algorithms provide very small computational complexity but poor performance, i.e., bad network availability, and that an efficient algorithm provides reasonable computational complexity and very good performance. More complex algorithms may improve performance somewhat further but have unrealistically large computational complexity.

It is known that the irreversibility field depends largely on the electric field criterion, Ec, for the determination of the critical current density. In addition, it was recently found that the vortex glass-liquid transition field determined by the scaling of current-voltage curves also depended on the range of electric field in the measurement. In this paper the two characteristic fields are measured for a Bi-2223 silver-sheathed tape as a function of the electric field. The obtained result of the irreversibility field is compared with the theoretical result of the flux creep-flow model. Based on the agreement with the theoretical model a standard test method of the irreversibility field is proposed.

We present the fuzzy Bayes predictor (FBP), a hybrid system for the task of monthly electric load forecasting. The FBP is a modification we introduce in the naive Bayes classifier in order to enable it to predict numerical values. We consider three versions of the FBP, each one with a different dependence among the input data: independence, first-order and second-order dependence. For verifying the efficiency of the FBP's prediction, we compare it with two fuzzy systems and two traditional forecasting methods, Box-Jenkins and Winters exponential smoothing.

We propose a new image enlargement method employing a codebook and a fuzzy similarity measure in order to realize simultaneous smoothing and sharpening in image enlargement. In the proposed method, codes (vectors) of a codebook are regarded as fuzzy if-then rules and unknown pixel values on the image are estimated by fuzzy inference. In this inference, fuzzy similarities between input and antecedent parts of the rules are calculated, then the estimation is achieved by taking a center of gravity of consequents. In this paper, experimental results show the superior performance of the proposed method in comparison with other image enlargement techniques.
