An Interval-parameter Fuzzy Robust Nonlinear programming Model for Water Quality management

Planning for water quality management is important for facilitating sustainable socio-economic development;however, the planning is also complicated by a variety of uncertainties and nonlinearities. In this study, an interval-parameter fuzzy robust nonlinear programming (IFRNP) model was developed for water quality management to deal with such difficulties. The developed model incorporated interval nonlinear programming (INP) and fuzzy robust programming (FRP) methods within a general optimization framework. The developed IFRNP model not only could explicitly deal with uncertainties represented as discrete interval numbers and fuzzy membership functions, but also was able to deal with nonlinearities in the objective function.

US presidential executive orders and federal energy policy: Developing energy management systems to meet federal energy reduction goals

To reduce Federal agency impact on the environment and increase energy security, US Presidents have issued Executive Orders, which along with other legislation aim to improve Federal environmental and energy performance. In order to demonstrate the relationship between policy development at the executive level and management of policy directives, this paper outlines key provisions of Executive Order 13423 and Executive Order 13514, and assesses the effectiveness of the Executive Orders in achieving energy and greenhouse gas reduction in the Department of Defense. The integration of an Environmental management System with the new ISO 50001 Energy management System is also examined through a Navy hospital case study to better understand the relation between creating, implementing and managing energy policy directives. A review of how these two management system standards can provide structure in energy and environmental management is discussed in relation to meeting energy goals in Executive Order 13423 and Executive Order 13514. Interdependency among critical infrastructure (CI) is an increasing phenomenon. The 21st century has been defined by events that have changed individuals' perceptions of what CI is and its risks and vulnerabilities. One of the major critical infrastructures is the energy sector as described by public policy, and oil is an important component of this sector. This paper explores the relationships between oil and other infrastructures. We argue that the relationship between oil and other systems has changed the structure of the oil industry. How to manage this new structure is an emerging issue that requires attention from a systems approach. Whether oil is in its crude form or refined form, its value cannot be minimized due to its various applications. Oil and its derivatives are not an independent infrastructure;they are interconnected to other forms of energy and other infrastructures. These interconnections have increased risk and vulnerability from hostile nations, terrorists, criminals, and incompetent operators. We conclude that oil is critical to the well-being of humanity and yet is so fragile that it can be affected by cascading events from other critical infrastructure due coupling and pervasive computing technologies. We propose a scoring model that detects outpatient clinics with abusive utilization patterns based on profiling information extracted from electronic insurance *** model consists of (1) scoring to quantify the degree of abusiveness and (2) segmentation to categorize the problematic providers with similar utilization *** performed the modeling for 3705 Korean internal medicine *** applied data from practitioner claims submitted to the National Health Insurance Corporation for outpatient care during the 3rd quarter of 2007 and used 4th quarter data to validate the *** considered the Health Insurance Review and Assessment Services decisions on interventions to be accurate for model *** compared the conditional probability distributions of the composite degree of anomaly (CDA) score formulated for intervention and non-intervention *** assess the validity of the model,we examined confusion matrices by intervention history and group as defined by the CDA *** CDA aggregated 38 indicators of abusiveness for individual clinics,which were grouped based on the CDAs,and we used the decision tree to further segment them into homogeneous clusters based on their utilization *** validation indicated that the proposed model was largely consistent with the manual detection techniques currently used to identify potential *** proposed model,which can be used to automate abuse detection,is flexible and easy to *** may present an opportunity to fight escalating healthcare costs in the era of increasing availability of electronic healthcare information.

This paper is emphases on the financial impact of RFID system on the healthcare. The main obstacle of RFID implementation is the high costs hence the area of application must be very selective. We decide on the Obstetrics and Gynecology Department (OGD), where the patient has many visits during three different periods: Pregnancy, Delivery and after Childbirth. This research conducted over two years to collect real data for two different scenarios, traditional versus RFID systems. The reductions in waiting times for each period are valued into money. The RFID technology can significantly improve the processing times associated with medical record retrieval, dispensing medication, personnel management and billing. This analysis is planned for a period of 5 years with discount rate of 4%. Finally, the net present value concept is applied in order to compare the financial benefit of two systems and to obtain the payback period. © 2012 IEEE.

Potential of standardization and certification for successful lean implementations

A successful lean implementation is the key for lean enterprise transformation. However, many companies are struggling to change the culture in their system and are having problems in adapting lean principles. In this article, we discuss whether lean standardization and professional lean certification (LS&C) has the potential to promote successful lean implementation leading to a lean enterprise transformation. For this purpose, we first analyzed the concepts of LS&C and reviewed the existing ones, including J4000 through literature review and personal communications with lean experts. We also conducted a survey among lean professionals to get feedback about their attitudes toward LS&C. The survey results suggest that there is significant support for LS&C, as around 60% of the survey attendants believe LS&C would eliminate problems in implementing lean principles. However, the awareness of existing standards among lean practitioners is very low, which indicates the need for development of new lean standards and/or better promotion. Our survey results also suggest that the level of support for lean standardization depends on many factors, including positions of the professionals and extent of companies’ lean experience. © IIE, INCOSE.

Much like the Quality Revolution did in the 1980's, corporate sustainability has the potential to drive significant changes in the processes and structure of various organizations in the coming decade. With a rapidly growing global population and an ever increasing global demand for resources (Population-Resource-Center, 2012). Sustainability has emerged as one of the primary challenges that organizations will have to deal with in the 21st century. An increasing realization among business executives that profitability by itself is not enough as a measure of success is also driving the increased adoption of sustainable practices in the corporate world (Lowitt and Grimsley, 2009). Many of the non-financial concerns associated with sustainability are being rapidly recognized as ways to provide shareholder value in the long run. Although sustainability in the corporate world should emphasize economic, environmental and social sustainability, in this paper we will concentrate on the environmental issue and present a new model of best-of-breed practices for implementing environmental sustainability into an organization. To help develop this model we will examine the current literature, including a review of various case studies of corporations engaging in environmentally sustainable practices. We aim to identify practices that have been successful in various organizations and can be generalized and applied to other corporations. We believe that such a model can contribute to the understanding of, and the successful implementation of, environmentally sustainable practices throughout the corporate world. This paper looks at the significance of bi-directional communication in the Smart Grid and the customer driven microgrid, a basic building block of the smart grid. It presents a classification model of communication requirements from the top down and bottom up perspective. Ultimately this paper presents future areas of work for microgrid operation that can be facilitated by a protocol specifically developed for energy systems and leverage upon IP, the network layer protocol that will provide the broad level of interoperability in the Smart Grid. © 2012 IEEE.
